【摘要】：黨的十八屆三中全會(huì)對(duì)金融領(lǐng)域改革提出了“完善金融市場(chǎng)體系”的要求,要求以開放促改革,加快推動(dòng)人民幣國(guó)際化進(jìn)程,為推進(jìn)人民幣匯率市場(chǎng)化與資本項(xiàng)目漸進(jìn)開放以完善金融市場(chǎng)體系提供良好契機(jī)。人民幣國(guó)際化必須要求有一個(gè)成熟穩(wěn)定的人民幣離岸金融市場(chǎng)來(lái)提供各種產(chǎn)品和服務(wù),以離岸金融市場(chǎng)為支點(diǎn),來(lái)推動(dòng)人民幣的國(guó)際化。2003年6月,中國(guó)大陸和香港特別行政區(qū)首次簽署雙邊經(jīng)貿(mào)合作安排,于次年1月1日開始實(shí)施《內(nèi)地與香港關(guān)于建立更緊密經(jīng)貿(mào)關(guān)系的安排》CEPA協(xié)議。同年11月,中國(guó)人民銀行與香港金融管理局簽署《合作備忘錄》,約定中銀香港為香港地區(qū)提供人民幣存款、匯兌、匯款等清算服務(wù),香港人民幣離岸金融市場(chǎng)應(yīng)運(yùn)而生,受到積極的政策推動(dòng)而迅速的成長(zhǎng)起來(lái),國(guó)家“十二五”規(guī)劃明確了香港離岸人民幣業(yè)務(wù)中心和資產(chǎn)管理中心的戰(zhàn)略地位。香港人民幣離岸金融市場(chǎng)起步較晚,市場(chǎng)規(guī)模較小、活躍度不高,相關(guān)金融基礎(chǔ)設(shè)施建設(shè)也需要進(jìn)一步的完善,此外,在人民幣離岸金融市場(chǎng)的建設(shè)過(guò)程中,處理好離岸與在岸市場(chǎng)的關(guān)系也至關(guān)重要。本文沿著提出問(wèn)題—分析問(wèn)題—解決問(wèn)題的分析思路,對(duì)香港人民幣離岸金融市場(chǎng)發(fā)展現(xiàn)狀及問(wèn)題進(jìn)行剖析,通過(guò)理論模型證明離岸市場(chǎng)對(duì)在岸市場(chǎng)金融深化的促進(jìn)作用,通過(guò)實(shí)證模型進(jìn)行離岸與在岸市場(chǎng)聯(lián)動(dòng)分析。首先對(duì)離岸金融市場(chǎng)概念進(jìn)行界定,針對(duì)離岸金融市場(chǎng)研究的國(guó)內(nèi)外文獻(xiàn)進(jìn)行系統(tǒng)梳理；之后通過(guò)對(duì)香港人民幣離岸金融市場(chǎng)發(fā)展歷程的梳理,從貨幣市場(chǎng)、債券市場(chǎng)、外匯市場(chǎng)角度對(duì)香港人民幣離岸金融市場(chǎng)進(jìn)行縱向與橫向、定性與定量的分析,指出制約其發(fā)展的瓶頸因素；通過(guò)構(gòu)建離岸金融市場(chǎng)效應(yīng)的理論模型,證明香港人民幣離岸金融市場(chǎng)的發(fā)展推動(dòng)我國(guó)資本項(xiàng)目漸進(jìn)開放,促進(jìn)在岸市場(chǎng)的金融深化效應(yīng)；運(yùn)用VAR模型對(duì)人民幣離岸市場(chǎng)與在岸市場(chǎng)的聯(lián)動(dòng)機(jī)制進(jìn)行實(shí)證分析,得出目前香港人民幣離岸金融市場(chǎng)對(duì)在岸市場(chǎng)影響程度有限的結(jié)論；總結(jié)新加坡與日本開展離岸金融業(yè)務(wù)的實(shí)踐經(jīng)驗(yàn),在定性與定量分析的基礎(chǔ)上,從完善人民幣回流機(jī)制、加強(qiáng)離岸金融市場(chǎng)風(fēng)險(xiǎn)管理、優(yōu)化人民幣離岸市場(chǎng)基礎(chǔ)設(shè)施、建立多市場(chǎng)人民幣離岸金融體系等方面提出一系列可行性政策建議。
[Abstract]:The third Plenary session of the 18 CPC Central Committee put forward the requirement of "perfecting the financial market system" for the reform of the financial sector, calling for promoting reform by opening up to the outside world and speeding up the process of promoting the internationalization of the renminbi. In order to promote the marketization of RMB exchange rate and the gradual opening of capital account to perfect the financial market system, RMB internationalization must require a mature and stable RMB offshore financial market to provide a variety of products and services. Take the offshore financial market as the fulcrum to promote the internationalization of the renminbi. In June 2003, the mainland of China and the Hong Kong Special Administrative region signed the bilateral Economic and Trade Cooperation arrangement for the first time. The CEPA Agreement on the Establishment of closer Economic Partnership between the mainland and Hong Kong began to be implemented on January 1st of the following year. On November of the same year, The people's Bank of China and the Hong Kong Monetary Authority signed a Memorandum of Cooperation in which BOC Hong Kong was agreed to provide RMB deposits, exchange, remittance and other settlement services to the Hong Kong region. The offshore financial market of the renminbi in Hong Kong emerged as the times require. Driven by active policies, the state's 12th Five-Year Plan defines the strategic position of Hong Kong's offshore RMB business center and asset management center. The offshore RMB financial market in Hong Kong started relatively late and the market scale is relatively small. The level of activity is not high, and the construction of related financial infrastructure also needs to be further improved. In addition, in the course of the construction of the offshore financial market of RMB, It is also very important to deal with the relationship between offshore and onshore market. This paper proves the promotion effect of offshore market on onshore market financial deepening by theoretical model, and analyzes the linkage between offshore and onshore market by empirical model. Firstly, the concept of offshore financial market is defined. The domestic and foreign literature on offshore financial market research is systematically combed. Then, through combing the development course of Hong Kong RMB offshore financial market, from the money market and bond market, From the perspective of foreign exchange market, this paper analyzes the offshore financial market in Hong Kong vertically and horizontally, qualitatively and quantitatively, and points out the bottleneck factors restricting its development. It proves that the development of RMB offshore financial market in Hong Kong promotes the gradual opening of capital account in China and promotes the financial deepening effect of onshore market, and makes an empirical analysis on the linkage mechanism of RMB offshore market and onshore market by using VAR model. Draw the conclusion that the offshore RMB financial market in Hong Kong has limited influence on onshore market at present; summarize the practical experience of developing offshore financial business between Singapore and Japan; on the basis of qualitative and quantitative analysis, improve the mechanism of RMB return. To strengthen the risk management of offshore financial market, optimize the infrastructure of offshore RMB market, and establish a multi-market offshore financial system of RMB, put forward a series of feasible policy recommendations.
