【摘要】：絲綢之路經(jīng)濟(jì)帶戰(zhàn)略構(gòu)想的提出和實(shí)施,為西安加快建設(shè)區(qū)域性金融中心提供了難得的發(fā)展機(jī)遇。隨著中國經(jīng)濟(jì)持續(xù)三十多年的高速增長,經(jīng)濟(jì)實(shí)力和綜合國力已今非昔比,中國在國際上的地位已經(jīng)大大提升。中國又不失時機(jī)加快周邊國家外交建設(shè),取得了世人矚目的新成績,與絲綢之路經(jīng)濟(jì)帶沿線各國關(guān)系得到進(jìn)一步鞏固和提升；人民幣國際化進(jìn)程的加快；“一帶一路”對外開放戰(zhàn)略的實(shí)施,加快了我國沿絲綢之路經(jīng)濟(jì)帶向西開放的步伐；關(guān)中一天水經(jīng)濟(jì)區(qū)和西安國際化大都市建設(shè)的深入進(jìn)行,都為把西安建設(shè)成為絲綢之路經(jīng)濟(jì)帶區(qū)域性金融中心的目標(biāo)提供了有利的條件。西安建設(shè)絲綢之路經(jīng)濟(jì)帶區(qū)域性金融中心這一目標(biāo)如何達(dá)成,是本文致力于研究的問題。本文通過梳理相關(guān)的金融中心研究文獻(xiàn),從金融發(fā)展與經(jīng)濟(jì)增長相互促進(jìn)的宏觀角度和金融產(chǎn)業(yè)在某一地理空間區(qū)域集聚的微觀角度,構(gòu)建了區(qū)域性金融中心形成機(jī)理的理論模型,并通過若干典型的國際性與區(qū)域性金融中心的例證對理論模型進(jìn)行了進(jìn)一步的闡發(fā)和說明。在此基礎(chǔ)上,本文通過比較西安與絲綢之路經(jīng)濟(jì)帶沿線主要城市在經(jīng)濟(jì)和金融等方面的優(yōu)勢和劣勢,并結(jié)合西安建設(shè)區(qū)域性金融中心的實(shí)踐經(jīng)驗(yàn),論證了西安建設(shè)絲綢之路經(jīng)濟(jì)帶區(qū)域性金融中心的可行性。最后,本文在理論和實(shí)際分析的基礎(chǔ)上,給出了西安建設(shè)絲綢之路經(jīng)濟(jì)帶區(qū)域性金融中心的若干對策,主要包括加快西安金融基礎(chǔ)設(shè)施建設(shè),營造良好金融生態(tài),吸引和培養(yǎng)金融、法律、會計(jì)、咨詢等相關(guān)高端專業(yè)人才,加快金融創(chuàng)新,注重具有區(qū)域優(yōu)勢特色的金融市場建設(shè)(如科技金融、能源金融、文化金融等),充分利用和發(fā)揮互聯(lián)網(wǎng)金融作用,構(gòu)建多層次資本市場等建議。
[Abstract]:The strategic conception of the Silk Road Economic Belt has provided a rare opportunity for Xi'an to speed up the construction of regional financial center. With the rapid growth of China's economy for more than 30 years. China's economic strength and overall national strength have now changed, and China's position in the international arena has been greatly enhanced. China has also lost no time in speeding up the diplomatic construction of its neighboring countries and has made new achievements that have attracted the attention of the world. The relationship with the countries along the Silk Road Economic Belt has been further consolidated and promoted; The acceleration of RMB internationalization process; The implementation of "Belt and Road" strategy of opening to the outside world quickened the pace of our country's opening to the west along the Silk Road economic belt. Guanzhong Tianshui Economic Zone and Xi'an International Metropolitan Construction in depth. Both of them have provided favorable conditions for the construction of Xi'an as a regional financial center of the Silk Road Economic Belt, and how to achieve the goal of constructing a regional financial center of the Silk Road Economic Belt in Xi'an. This article is devoted to the study of the problem. This paper through the review of the relevant financial center research literature. From the macro perspective of mutual promotion of financial development and economic growth and the micro perspective of financial industry agglomeration in a geographical region, the theoretical model of the formation mechanism of regional financial center is constructed. And through a number of typical examples of international and regional financial centers to further explain the theoretical model. On this basis. This paper compares the advantages and disadvantages of the main cities along Xi'an and Silk Road economic belt in economic and financial aspects, and combines the practical experience of Xi'an in building regional financial center. The feasibility of constructing the regional financial center of the Silk Road Economic Belt in Xi'an is demonstrated. Finally, this paper is based on the theoretical and practical analysis. This paper puts forward some countermeasures for Xi'an to build a regional financial center along the Silk Road economic belt, including speeding up the construction of Xi'an financial infrastructure, creating a good financial ecology, attracting and cultivating finance, law and accounting. Consulting and other relevant high-end professionals, accelerate financial innovation, pay attention to the construction of financial markets with regional advantages (such as science and technology finance, energy finance, cultural finance, etc.), make full use of and give full play to the role of Internet finance. Construction of multi-level capital market and other suggestions.
