【摘要】:黨的十八大報(bào)告把解決好“三農(nóng)”問題放在了突出位置,對深化金融體制改革也做出了相應(yīng)部署。報(bào)告提出,金融機(jī)構(gòu)要增加經(jīng)濟(jì)和社會發(fā)展的努力,支持薄弱環(huán)節(jié)。要繼續(xù)完善信貸政策的實(shí)施,進(jìn)一步優(yōu)化信貸結(jié)構(gòu),切實(shí)加快經(jīng)濟(jì)發(fā)展方式轉(zhuǎn)變和結(jié)構(gòu)調(diào)整的轉(zhuǎn)型。要加大金融支持“三農(nóng)”,小微企業(yè),戰(zhàn)略性新興產(chǎn)業(yè),現(xiàn)代服務(wù)業(yè),,科技創(chuàng)新等領(lǐng)域,促進(jìn)區(qū)域經(jīng)濟(jì)協(xié)調(diào)發(fā)展。作為農(nóng)村金融的主力軍,郵儲銀行在新的時期肩負(fù)著服務(wù)“三農(nóng)”的更高使命。小額貸款業(yè)務(wù)作為郵儲銀行的核心業(yè)務(wù),是郵儲銀行實(shí)施向商業(yè)銀行戰(zhàn)略轉(zhuǎn)型的必然選擇與必由之路。石河子郵儲銀行經(jīng)過五年來的積極實(shí)踐與規(guī)模發(fā)展,小額貸款業(yè)務(wù)已取得了社會效益與企業(yè)效益雙豐收。但是,隨著小額信貸業(yè)務(wù)在郵儲銀行的快速發(fā)展,其風(fēng)險(xiǎn)日益加劇,使銀行創(chuàng)造利潤的空間受到?jīng)_擊。如何管理和控制好小額貸款風(fēng)險(xiǎn),提高信貸質(zhì)量和服務(wù)水平,是實(shí)現(xiàn)小額貸款業(yè)務(wù)可持續(xù)發(fā)展的關(guān)鍵。 本文結(jié)合國內(nèi)外已有的研究成果和小額貸款風(fēng)險(xiǎn)的理論知識,運(yùn)用總結(jié)歸納法進(jìn)行文獻(xiàn)的查詢和歸納,采用實(shí)地調(diào)查法對石河子郵儲銀行小額貸款風(fēng)險(xiǎn)種類及風(fēng)險(xiǎn)程度進(jìn)行了分析;并運(yùn)用實(shí)證分析和規(guī)范分析相結(jié)合、定性分析和定量分析相結(jié)合的方法,對石河子郵儲銀行小額貸款業(yè)務(wù)發(fā)展現(xiàn)狀及風(fēng)險(xiǎn)管理現(xiàn)狀進(jìn)行了分析,從而揭示了石河子郵儲銀行小額貸款風(fēng)險(xiǎn)管理中存在的問題。 為逐步解決實(shí)踐中存在的問題,提高石河子郵儲銀行小額貸款的風(fēng)險(xiǎn)管理水平,增強(qiáng)風(fēng)險(xiǎn)管理對業(yè)務(wù)發(fā)展的支撐,提出了加強(qiáng)小額貸款風(fēng)險(xiǎn)管理的對策。即:明晰發(fā)展定位,合理確定小額貸款業(yè)務(wù)發(fā)展基調(diào);嚴(yán)格按照制度流程規(guī)范開展業(yè)務(wù),促進(jìn)小額貸款業(yè)務(wù)合規(guī)經(jīng)營;轉(zhuǎn)變觀念,多措并舉,確保逾期催收取得實(shí)效;提高員工素質(zhì),強(qiáng)化人員培訓(xùn),加強(qiáng)能力建設(shè);加強(qiáng)內(nèi)控機(jī)制建設(shè),為業(yè)務(wù)健康合規(guī)發(fā)展?fàn)I造良好環(huán)境。
[Abstract]:Eighteen big reports of the party to solve the "three rural" problem in a prominent position, to deepen the reform of the financial system has also made the corresponding deployment report, financial institutions to increase the economic and social development efforts to support the weak links. We will continue to improve the implementation of credit policies, to further optimize the credit structure, and accelerate the transformation the mode of economic development and structural adjustment. To increase financial support for agriculture, Small and micro businesses, strategic emerging industries, modern service industry, technological innovation and other fields, and promote the coordinated development of regional economy. As the main force of rural finance, the higher mission of the postal savings bank shoulder service "three agriculture" in the new period. Small business loans as the core business of the postal savings bank, the postal savings bank is the inevitable choice of the transition to commercial bank strategy. And the only way which must be passed the postal savings bank of Shihezi after five years of accumulation Very practical and scale development, microfinance has achieved both social and business benefits. However, with the rapid development of micro credit in the postal savings bank, the increasing risk, the bank profit space impact. How to better manage and control small loan risk, improving credit quality and service level. The key to realize the sustainable development of small business loans.
Theoretical knowledge combined with existing research results at home and abroad and micro credit risk, using the method of literature summary query and induction, has carried on the analysis to the Shihezi postal savings bank microfinance risk types and risk degree by using the method of on-the-spot investigation; and the use of empirical analysis and normative analysis combination of methods, qualitative analysis and quantitative analysis with the Shihezi postal savings bank microfinance business development and risk management are analyzed, which reveals the existence of small loans Shihezi postal savings bank in risk management issues.
In order to resolve the problems in practice, improve the risk management level of small loans to the postal savings bank of Shihezi, strengthening the risk management of business development support, and puts forward some countermeasures of strengthening microfinance risk management. That is: the clear development orientation, reasonably determine the microfinance business development key; business process specification in strict accordance with the system, the promotion of small loan business compliance management; change ideas, take measures to ensure the effectiveness of overdue collection; improve staff quality, strengthen personnel training, strengthening capacity building; strengthen internal control mechanisms for compliance business healthy development to create a good environment.
