【摘要】：從金融發(fā)展的路徑來看,經(jīng)濟(jì)貨幣化發(fā)展到一定階段,便是金融證券化的蓬勃發(fā)展。在傳統(tǒng)的金融體系中,銀行信貸也是順周期的,而金融證券化的蓬勃發(fā)展,則進(jìn)一步放大了這種順周期性。一方面,金融資產(chǎn)尤其是證券類金融資產(chǎn)總量的不斷增加,使得金融市場的運(yùn)行狀況對于整個金融、經(jīng)濟(jì)運(yùn)行起著越來越大的作用。另一方面,金融證券化的發(fā)展,對金融資產(chǎn)風(fēng)險管理、金融體系流動性狀況產(chǎn)生了重大影響,這些影響進(jìn)一步促進(jìn)了金融體系的順周期性。因此,我們要將流動性管理的總量調(diào)節(jié)與健全宏觀審慎政策框架結(jié)合起來,達(dá)到防范順周期系統(tǒng)性風(fēng)險積累的作用。
[Abstract]:From the path of financial development, the development of economic monetization to a certain stage is the vigorous development of financial securitization. In the traditional financial system, bank credit is also pro-cyclical, and financial securitization is booming. On the one hand, the amount of financial assets, especially the total amount of securities financial assets is increasing, which makes the operation of financial market for the whole finance. On the other hand, the development of financial securitization has a significant impact on the risk management of financial assets and the liquidity of the financial system. These effects have further contributed to the pro-cyclical nature of the financial system. Therefore, we need to combine aggregate liquidity management with a sound macro-prudential policy framework. To prevent the accumulation of procyclical systemic risk.
