【摘要】：由于以往的體制不完善、產(chǎn)權(quán)不清晰、企業(yè)機(jī)制不靈活等原因,目前的天山農(nóng)商銀行普遍存在歷史遺留問(wèn)題較重、金融服務(wù)水平較低、經(jīng)營(yíng)管理能力較弱以及人員素質(zhì)偏低等難題,這些情況嚴(yán)重制約了烏魯木齊市天山農(nóng)商銀行的健康快速發(fā)展。要解決這些難題,體制機(jī)制改革勢(shì)在必行。在此背景下,本研究主要從烏魯木齊市天山農(nóng)商銀行的人員素質(zhì)、經(jīng)營(yíng)管理、企業(yè)機(jī)制體制改革等方面分析烏魯木齊市天山農(nóng)商銀行體制機(jī)制現(xiàn)狀,考察該銀行目前存在的問(wèn)題,提出了相關(guān)的體制機(jī)制改革的具體措施:一、針對(duì)烏魯木齊市天山農(nóng)商銀行產(chǎn)權(quán)關(guān)系改革,鑒于大中城市城、郊地帶的商品經(jīng)濟(jì)發(fā)展,天山農(nóng)商銀行經(jīng)營(yíng)業(yè)務(wù)實(shí)際上已變成商業(yè)化,且服務(wù)對(duì)象以城鎮(zhèn)工商企業(yè)和個(gè)體工商戶(hù),建議從實(shí)際角度出發(fā)組建農(nóng)村商業(yè)銀行,實(shí)行股份制。二、針對(duì)烏魯木齊市天山農(nóng)商銀行監(jiān)管機(jī)制改革,應(yīng)著力改善天山農(nóng)商銀行的監(jiān)管外部環(huán)境,并且加強(qiáng)多方合作,在省級(jí)政府負(fù)責(zé)信用社改革的基礎(chǔ)上,除了依靠監(jiān)管部門(mén)的自身力量外,更需要各級(jí)政府的統(tǒng)籌規(guī)劃和協(xié)調(diào);同時(shí),應(yīng)盡快實(shí)現(xiàn)多方聯(lián)合行動(dòng)和加強(qiáng)信息共享,進(jìn)一步鞏固監(jiān)管部門(mén)與天山農(nóng)商銀行內(nèi)審、風(fēng)險(xiǎn)管理部門(mén)之間的聯(lián)系,建立信息溝通和共享機(jī)制,以期提高監(jiān)管效率。三、針對(duì)烏魯木齊市天山農(nóng)商銀行經(jīng)營(yíng)政策改革,應(yīng)緊緊依靠地方政府,因?yàn)橹挥型ㄟ^(guò)體制機(jī)制改革,才能解決歷史遺留問(wèn)題,也只有通過(guò)體制機(jī)制改革,才能改進(jìn)經(jīng)營(yíng)管理和加快有效發(fā)展。此外,在明確改革目標(biāo)后,應(yīng)以科學(xué)發(fā)展觀為指導(dǎo),結(jié)構(gòu)調(diào)整為手段,風(fēng)險(xiǎn)控制為前提,以加強(qiáng)經(jīng)營(yíng)管理,創(chuàng)新經(jīng)營(yíng)機(jī)制為突破口進(jìn)行烏魯木齊市天山農(nóng)商銀行體制機(jī)制的改革。
[Abstract]:The system is not perfect, the property right is not clear, enterprise mechanism is not flexible and other reasons, the Tianshan rural commercial bank exists historical problem is serious, the financial service level is low, management ability is weak and low quality of personnel and other problems, which seriously restrict the Agricultural Bank of Urumqi City Tianshan healthy and rapid development. To solve these problems, it is imperative to reform. Under this background, this research mainly from Urumqi City Tianshan rural commercial bank, quality of personnel, management, enterprise mechanism reform and analysis of the present situation of Urumqi rural commercial bank Tianshan system mechanism, study present the bank's problems, and puts forward some concrete measures for the reform of institutional mechanisms related to: first, in view of the Urumqi City Tianshan rural commercial bank property rights reform, given the large and medium-sized city, rural areas of the commodity economy Show business Tianshan rural commercial bank has actually become commercialized, and the service object to the urban industrial and commercial enterprises and individual industrial and commercial households, suggestions from the angle of the actual construction of the rural commercial bank, joint-stock. Two, according to Urumqi City Tianshan rural commercial bank supervision mechanism reform, we should improve supervision of the external environment of Tianshan rural commercial bank, and to strengthen cooperation, responsible for the basic reform of credit cooperatives in the provincial government, in addition to relying on the regulatory powers of their own, more needs overall planning and coordination at all levels of the government; at the same time, should as soon as possible to achieve multi joint action to further consolidate and strengthen information sharing, supervision department and Tianshan rural commercial bank internal audit, risk management department contact between and the establishment of communication and information sharing mechanism, in order to improve the efficiency of supervision. In three, Urumqi City Tianshan rural commercial bank management policy reform, should be in By the local government, because only through institutional reform, in order to solve the problems left over by history, and only through the reform of institutional mechanisms, in order to improve the management and accelerate the development of effective.
