【摘要】：我國(guó)機(jī)場(chǎng)經(jīng)過(guò)了60多年的建設(shè)與發(fā)展,取得了輝煌的成就。近年來(lái),為適應(yīng)民航的高速發(fā)展,我國(guó)機(jī)場(chǎng)業(yè)不斷深化改革、加強(qiáng)加快了基礎(chǔ)設(shè)施建設(shè)的步伐。隨著體制改革的推進(jìn),我國(guó)機(jī)場(chǎng)逐漸向樞紐化、私有化方向發(fā)展,不論在建設(shè)還是在運(yùn)營(yíng)上,都面臨著新的機(jī)遇與挑戰(zhàn)。改革開(kāi)放以來(lái),國(guó)內(nèi)機(jī)場(chǎng)建設(shè)融資已經(jīng)進(jìn)行了許多有益的探索,但是仍存在投資主體單一、市場(chǎng)融資低、資金缺口大、內(nèi)源融資缺乏等問(wèn)題。多元化機(jī)場(chǎng)建設(shè)融資模式,勢(shì)在必行。在此大背景下,本文結(jié)合武漢天河機(jī)場(chǎng)實(shí)際,提出了建設(shè)融資必須要多元化,并重點(diǎn)研究了多元化建設(shè)融資體系的構(gòu)建:首先,闡述了研究的背景、意義、內(nèi)容、目的、方法、框架等,并對(duì)相關(guān)文獻(xiàn)進(jìn)行了綜述;隨后,介紹了機(jī)場(chǎng)的定義、分類、地位、利潤(rùn)來(lái)源、建設(shè)的必要性、經(jīng)營(yíng)管理模式,并分析了機(jī)場(chǎng)的公共產(chǎn)品屬性,梳理了項(xiàng)目區(qū)分及項(xiàng)目融資的基本理論;接著,介紹了武漢天河機(jī)場(chǎng)的歷史及現(xiàn)狀,主要包括歷次建設(shè)及擴(kuò)建情況和近兩年的發(fā)展數(shù)據(jù);然后,簡(jiǎn)單分析了國(guó)外和國(guó)內(nèi)的典型和主要的融資模式及運(yùn)用情況,并由此轉(zhuǎn)入案例分析,介紹了武漢天河機(jī)場(chǎng)的建設(shè)融資情況,分析了其建設(shè)的必要性和面臨的主要問(wèn)題,提出問(wèn)題的解決辦法,探索了武漢天河機(jī)場(chǎng)多元化建設(shè)融資體系構(gòu)建的初步設(shè)想;最后,對(duì)于機(jī)場(chǎng)的多元化建設(shè)融資模式的實(shí)施提出了五點(diǎn)對(duì)策,分別是建立良好的政企和銀企關(guān)系、繼續(xù)積極引入私營(yíng)資本和國(guó)際資本、做好財(cái)務(wù)監(jiān)控以控制融資風(fēng)險(xiǎn)、加快引進(jìn)和積極培養(yǎng)專業(yè)化融資人才和認(rèn)真選擇融資模式降低資金成本。
[Abstract]:Airports in China after 60 years of construction and development, has made brilliant achievements. In recent years, in order to adapt to the rapid development of civil aviation and the deepening of the reform of the airport industry, accelerating the pace of infrastructure construction. With the reform, our country gradually to the airport hub, privatization direction no matter, in construction or in operation, are facing new opportunities and challenges. Since the reform and opening up, the domestic airport construction financing has made many beneficial explorations, but there is still a single investment, market financing is low, lack of capital, lack of internal financing problems. The construction of the airport diversified financing mode, this is imperative. Under the background, this paper puts forward the construction of Wuhan Tianhe Airport, financing must be diversified, and focus on the construction of diversified financing system construction: firstly, expounds the research background, significance The meaning, content, purpose, method, framework, and related literature are reviewed; then, the airport's definition, classification, status, source of profit, the necessity of its construction, operation and management mode, and analyzes the public goods attribute of the airport, combing the basic theory of the project and then distinguish project financing; and introduces the history and status of Wuhan Tianhe Airport, including the construction and expansion of the previous situation and in recent years the development of data; then, a simple analysis of the foreign and domestic typical and main financing mode and operation, and the transfer case analysis, introduces the Wuhan Tianhe Airport construction financing, analyzes the necessity of the construction of and the main problems, put forward a solution to the problem, explore the establishment of diversified financing system construction of Wuhan Tianhe Airport; finally, the diversified financing mode in the construction of airports Put forward five countermeasures of the implementation is the establishment of a good government and the relationship between banks and enterprises, continue to introduce private capital and international capital actively, strengthen the financial control in order to control the financing risk, accelerate the introduction and actively cultivate professional talents and carefully choose the financing mode of financing to reduce the cost of capital.
