【摘要】：改革開(kāi)放以前,中國(guó)實(shí)行高度集中的計(jì)劃經(jīng)濟(jì)體制,由于外匯資源短缺,中國(guó)一直實(shí)行比較嚴(yán)格的外匯管制。為進(jìn)一步促進(jìn)貿(mào)易投資便利化,日前,國(guó)家外匯管理局發(fā)布了《國(guó)家外匯管理局關(guān)于進(jìn)一步改進(jìn)和調(diào)整直接投資外匯管理政策的通知》。簡(jiǎn)化直接投資外匯管理,共取消了35項(xiàng)行政審核,簡(jiǎn)化合并了14項(xiàng)行政審核。為簡(jiǎn)化和方便各個(gè)主體辦理相關(guān)業(yè)務(wù),增加流程的條理性和減少冗余,根據(jù)國(guó)家外匯管理局需要,設(shè)計(jì)開(kāi)發(fā)一套外管局工作辦理流程系統(tǒng)。系統(tǒng)主要根據(jù)三大對(duì)象(外管局工作人員、辦理業(yè)務(wù)的主體、銀行)的業(yè)務(wù)和之間的聯(lián)系,運(yùn)用JAVA,DB2,等開(kāi)發(fā)工具,在AS One平臺(tái)上進(jìn)行開(kāi)發(fā)。結(jié)果可用于通過(guò)成熟的報(bào)表工具實(shí)現(xiàn)對(duì)全程電子數(shù)據(jù)的統(tǒng)計(jì)分析,通過(guò)統(tǒng)計(jì)、預(yù)警指標(biāo)的建立和預(yù)警閥值及預(yù)警分析方法的電子化實(shí)現(xiàn)監(jiān)測(cè)與分析的目的,同時(shí)滿足對(duì)外擔(dān)保監(jiān)管與監(jiān)測(cè)相結(jié)合、微觀與宏觀相結(jié)合。完成后,根據(jù)其不同的業(yè)務(wù)流程可為三個(gè)應(yīng)用系統(tǒng),分別為:資本項(xiàng)目信息系統(tǒng)外匯局版,簡(jiǎn)稱外匯局版,部署在外匯局內(nèi)網(wǎng)上。分為主體信息管理,業(yè)務(wù)登記/變更/注銷管理,額度管理,核準(zhǔn)件管理業(yè)務(wù)合規(guī)性監(jiān)測(cè)這幾大功能。外匯局用戶訪問(wèn)外匯局版完成相應(yīng)的業(yè)務(wù)功能操作,并可以訪問(wèn)內(nèi)網(wǎng)、互聯(lián)網(wǎng)銀行版和企業(yè)版,進(jìn)行系統(tǒng)管理。資本項(xiàng)目信息系統(tǒng)銀行版,簡(jiǎn)稱銀行版,分別部署在外匯局外網(wǎng)和外匯局互聯(lián)網(wǎng)。其具有采集以銀行接口文件報(bào)送為主,部分功能提供錄入備選功能,外匯局以查詢?yōu)橹�。銀行根據(jù)各自的接入方式分別通過(guò)外匯局外網(wǎng)或互聯(lián)網(wǎng)對(duì)銀行版進(jìn)行訪問(wèn)。銀行用戶可以直接訪問(wèn)銀行版進(jìn)行功能操作,也可以通過(guò)MTS將接口文件傳輸?shù)酵鈪R局。資本項(xiàng)目信息系統(tǒng)企業(yè)版,簡(jiǎn)稱企業(yè)版,部署在外匯局互聯(lián)網(wǎng)上。企業(yè)用戶通過(guò)互聯(lián)網(wǎng)訪問(wèn)企業(yè)版完成網(wǎng)上申報(bào)業(yè)務(wù)。其中在外匯局內(nèi)網(wǎng)集成外匯局版、代碼系統(tǒng)和查詢系統(tǒng),在外匯局外網(wǎng)集成銀行版,在外匯局互聯(lián)網(wǎng)集成企業(yè)版和銀行版。外匯局外網(wǎng)銀行版的業(yè)務(wù)數(shù)據(jù)庫(kù)部署外匯局內(nèi)網(wǎng),且部署在外匯局內(nèi)網(wǎng)與外匯局外網(wǎng)的應(yīng)用支撐平臺(tái)共用一個(gè)平臺(tái)數(shù)據(jù)庫(kù)。此系統(tǒng)的開(kāi)發(fā)不僅簡(jiǎn)化了外管局工作人員的業(yè)務(wù)流程,同時(shí)還具有功能完善,操作靈活方便等特點(diǎn)。
[Abstract]:Before the reform and opening up, China implemented a highly centralized planned economic system. Due to the shortage of foreign exchange resources, China has been carrying out more stringent foreign exchange controls. The State Administration of Foreign Exchange has issued the Circular of the State Administration of Foreign Exchange on the further improvement and Adjustment of the policies on the Control of Direct Investment Foreign Exchange. The State Administration of Foreign Exchange has simplified the administration of direct investment foreign exchange and cancelled 35 administrative audits. Simplified and consolidated 14 administrative audits. In order to simplify and facilitate the various entities to handle related business, increase the process of organization and reduce redundancy, according to the State Administration of Foreign Exchange needs. Design and develop a set of safe work process system. The system mainly according to the three objects (safe staff, the main business, the bank) business and the relationship between the use of Java DB2. The result can be used to realize the statistical analysis of the whole process electronic data through the mature report tool, and through the statistics. The establishment of early warning indicators and early warning threshold and early warning analysis method of electronic monitoring and analysis to achieve the purpose of monitoring and analysis, at the same time to meet the external guarantee supervision and monitoring combination, micro and macro combination. According to its different business process, it can be divided into three application systems, namely: capital account information system, safe version, referred to as safe version, deployed on the internal network of safe, and divided into main information management. Business registration / change / cancellation management, quota management, approval management business compliance monitoring these functions. Safe users visit the safe version to complete the corresponding business function operation, and can access the intranet. Internet Banking Edition and Enterprise Edition, system Management. Capital account Information system Banking Edition, abbreviated as Bank Edition. It is deployed in the safe net and the safe Internet respectively. It has the main function of collecting the bank interface file and some functions provide the alternative function of inputting. According to their access methods, banks can access the bank version through the safe net or the Internet respectively. Bank users can directly visit the bank version for functional operation. The interface file can also be transferred to the foreign exchange bureau through MTS. Capital account Information system Enterprise Edition, abbreviated as Enterprise Edition. It is deployed on the Internet of safe. Enterprise users complete the online declaration business through the Internet access Enterprise Edition. The safe version, code system and query system are integrated in the internal network of safe. In the safe net integration bank edition, in the safe Internet integration enterprise edition and the bank edition. The safe safe outer net bank edition service database deployment foreign exchange bureau intranet. The development of this system not only simplifies the business process of safe staff, but also has perfect function. Flexible and convenient operation and other characteristics.
