【摘要】:銀行業(yè)是現(xiàn)代金融體系的核心,對(duì)整個(gè)經(jīng)濟(jì)的發(fā)展起著關(guān)鍵作用。銀行業(yè)又是一個(gè)高風(fēng)險(xiǎn)行業(yè),銀行風(fēng)險(xiǎn)的爆發(fā),很容易帶來(lái)金融危機(jī),對(duì)銀行體系、經(jīng)濟(jì)體系,甚至宏觀經(jīng)濟(jì)都是很大的沖擊和負(fù)面影響。新巴塞爾資本協(xié)定將商業(yè)銀行的經(jīng)營(yíng)風(fēng)險(xiǎn)分為信用風(fēng)險(xiǎn)、市場(chǎng)風(fēng)險(xiǎn)和操作風(fēng)險(xiǎn)。對(duì)于信用風(fēng)險(xiǎn)和市場(chǎng)風(fēng)險(xiǎn)而言,商業(yè)銀行已經(jīng)在關(guān)注很久了,而且對(duì)其的風(fēng)險(xiǎn)管理也控制得很好。對(duì)商業(yè)銀行而言,操作風(fēng)險(xiǎn)并非是一個(gè)新的名詞。20世紀(jì)以后,銀行業(yè)對(duì)各自的經(jīng)營(yíng)戰(zhàn)略、系統(tǒng)設(shè)施都進(jìn)行了優(yōu)化,因此在這個(gè)過(guò)程中,操作風(fēng)險(xiǎn)就很容易出現(xiàn)。尤其是近年來(lái)不斷頻發(fā)的銀行業(yè)操作風(fēng)險(xiǎn)案件和巨大的操作風(fēng)險(xiǎn)損失告誡商業(yè)銀行:有效防控操作風(fēng)險(xiǎn),才能保障商業(yè)銀行的有序運(yùn)營(yíng),才能實(shí)現(xiàn)經(jīng)營(yíng)目標(biāo),提升競(jìng)爭(zhēng)力。目前,監(jiān)管部門和商業(yè)銀行都前所未有地加強(qiáng)了對(duì)操作風(fēng)險(xiǎn)的管理和控制力度。我國(guó)銀行業(yè)監(jiān)督管理委員會(huì)對(duì)商業(yè)銀行操作風(fēng)險(xiǎn)的重視和監(jiān)管是我國(guó)商業(yè)銀行操作風(fēng)險(xiǎn)防控的一個(gè)新的起點(diǎn)。盡管操作風(fēng)險(xiǎn)帶來(lái)的風(fēng)險(xiǎn)損失事件嚴(yán)重影響著國(guó)際銀行界,但對(duì)操作風(fēng)險(xiǎn)的管理還沒(méi)有形成系統(tǒng)的管理框架,各類監(jiān)管和制度也不是很完善,因此,如何有效降低操作風(fēng)險(xiǎn)仍然是一個(gè)整個(gè)銀行業(yè)面臨的問(wèn)題。 A銀行作為國(guó)內(nèi)一流股份制商業(yè)銀行,為進(jìn)一步提高營(yíng)業(yè)網(wǎng)點(diǎn)資源利用效率,提高綜合競(jìng)爭(zhēng)力,在全行推行了綜合柜員制。實(shí)行綜合柜員制是商業(yè)銀行大勢(shì)所趨,但由此而引發(fā)的操作風(fēng)險(xiǎn)卻是不容忽視的。本文通過(guò)對(duì)國(guó)內(nèi)外期刊、論文及資料的學(xué)習(xí)和研究,闡述了操作風(fēng)險(xiǎn)的定義、分類及我國(guó)商業(yè)銀行操作風(fēng)險(xiǎn)的現(xiàn)狀及特點(diǎn)。論述商業(yè)銀行推行綜合柜員制的背景及作用,進(jìn)而對(duì)商業(yè)銀行綜合柜員制的風(fēng)險(xiǎn)成因及必要性進(jìn)行論述,指出對(duì)操作風(fēng)險(xiǎn)管理進(jìn)行研究,減少損失事件的發(fā)生對(duì)我國(guó)商業(yè)銀行的長(zhǎng)遠(yuǎn)發(fā)展具有重要的現(xiàn)實(shí)意義。 本文通過(guò)對(duì)A銀行某分行營(yíng)業(yè)部的實(shí)際案例進(jìn)行風(fēng)險(xiǎn)分析,總結(jié)A銀行綜合柜員制面臨的操作風(fēng)險(xiǎn)并提出幾點(diǎn)改進(jìn)操作風(fēng)險(xiǎn)管理的建議:強(qiáng)化內(nèi)部控制,對(duì)員工進(jìn)行教育培訓(xùn),整合綜合保障和強(qiáng)化信息管理。
[Abstract]:Banking is the core of the modern financial system and plays a key role in the development of the whole economy. Banking is also a high-risk industry, the outbreak of bank risk, it is easy to bring financial crisis, to the banking system. The new Basel Capital Accord divides the operating risk of commercial banks into credit risk. Market risk and operational risk. For credit risk and market risk, commercial banks have been concerned for a long time, and their risk management is also very good. Operational risk is not a new term after the 20th century, the banking industry has optimized their respective business strategies and system facilities, so in this process. Operational risk is very easy to appear, especially in recent years the frequent occurrence of banking operational risk cases and huge operational risk losses warn commercial banks: effective prevention and control of operational risks. Only in order to ensure the orderly operation of commercial banks, can we achieve business objectives and enhance competitiveness. Regulatory authorities and commercial banks have strengthened the management and control of operational risks. China Banking Regulatory Commission attaches importance to the operational risk of commercial banks and supervision is the operational risk of commercial banks in China. A new starting point for prevention and control, although the risk loss events caused by operational risks have seriously affected the international banking community. However, the management of operational risk has not yet formed a systematic management framework, all kinds of supervision and system is not very perfect, so how to effectively reduce the operational risk is still a problem facing the whole banking industry. Bank A as the domestic first-class joint-stock commercial bank, in order to further improve the efficiency of resource utilization of business outlets, improve the comprehensive competitiveness. The comprehensive teller system has been implemented in the whole bank. It is the trend of the times for commercial banks to implement the comprehensive teller system, but the operational risks caused by it are not to be ignored. This paper discusses the definition and classification of operational risk and the present situation and characteristics of operational risk of commercial banks in China. It also discusses the background and function of comprehensive teller system in commercial banks. Then the paper discusses the causes and necessity of the comprehensive teller system of commercial banks, and points out that the operational risk management is studied. It is of great practical significance for the long-term development of Chinese commercial banks to reduce losses. Based on the risk analysis of a branch of Bank A, this paper summarizes the operational risks faced by the Comprehensive teller system of Bank A and puts forward some suggestions for improving the management of operational risk: strengthening the internal control. Conduct education and training for employees, integrate comprehensive security and strengthen information management.
