【摘要】：中國水務(wù)行業(yè)發(fā)展正面臨著諸如快速的城市化、差距極大的發(fā)展水平、嚴重的水資源短缺和水資源污染嚴重、日益增長的行業(yè)投資需求等挑戰(zhàn)。2014年《水污染防治計劃》(水十條)的出臺為水務(wù)行業(yè)的發(fā)展帶來了巨大的利好消息�！八畻l”將為水務(wù)行業(yè)帶來2萬億的投資,特別是在廢水處理,水污染處理方面為水務(wù)行業(yè)的企業(yè)帶來巨大的機會。四川作為國內(nèi)的水資源大省,還是存在水資源分布不平衡等諸多問題。SCSW集團是在四川省委省政府的大力支持下成立的。其成立宗旨是利用平臺優(yōu)勢進行投融資,依托資本市場,運用現(xiàn)代企業(yè)管理理念,引導各類資金流向水務(wù)行業(yè),推動四川水務(wù)事業(yè)的發(fā)展,解決四川水資源分布不平衡的問題,提高四川水資源的利用程度以及盈利程度。由于SCSW集團成立時間較晚,組織結(jié)構(gòu)不健全,并且水務(wù)事業(yè)具有營利性,公益性以及政策性三性合一的特點,SCSW集團的發(fā)展受到了嚴重的阻礙。制定一個行之有效的戰(zhàn)略方針對SCSW集團的長遠發(fā)展至關(guān)重要。本文擬從五個部分對SCSW集團可持續(xù)發(fā)展戰(zhàn)略進行研究。第一章是緒論,主要闡述研究背景以及研究現(xiàn)狀,梳理文獻綜述說明國內(nèi)外研究現(xiàn)狀,介紹本文的結(jié)構(gòu)與框架思路。第二章將對水務(wù)行業(yè)競爭環(huán)境進行分析。本部分由四部分組成:行業(yè)宏觀環(huán)境分析,行業(yè)投資主體分析,行業(yè)競爭格局分析,SCSW集團競爭環(huán)境分析。第三章是SCSW集團內(nèi)部發(fā)展能力分析。第一節(jié)是SCSW集團業(yè)務(wù)特征分析。第二節(jié)是主要業(yè)務(wù)的BCG矩陣分析。第三節(jié)是SCSW集團的競爭能力評價。第四章是SCSW集團發(fā)展戰(zhàn)略規(guī)劃。第五章是SCSW集團戰(zhàn)略保證措施。本章包括四節(jié)內(nèi)容:政策制度支撐、優(yōu)化內(nèi)部治理結(jié)構(gòu)、整合市場資源、創(chuàng)新融資策略。并明確了這些保障措施分別是在短期、中期、長期內(nèi)可以實現(xiàn)的。本文的主要貢獻是通過對SCSW集團可持續(xù)發(fā)展的制定與實施,為解決水務(wù)企業(yè)生存問題提供了借鑒。
[Abstract]:The development of water industry in China is facing such as rapid urbanization, great disparity in development level, serious water resources shortage and serious water pollution. The introduction of the Water pollution Prevention Plan (Water 10) in 2014 has brought great good news to the development of the water industry. "Water 10" will bring $2 trillion of investment to the water industry, especially in wastewater treatment and water pollution treatment, which will bring huge opportunities for water industry enterprises. As a big province of water resources in China, Sichuan still has many problems such as unbalanced distribution of water resources. SCSW Group was founded with the support of Sichuan Provincial Party Committee and provincial government. Its purpose is to make use of the advantages of the platform for investment and financing, rely on the capital market, use modern enterprise management concepts, guide all kinds of funds to flow to the water industry, promote the development of water affairs in Sichuan, and solve the problem of uneven distribution of water resources in Sichuan. Improve the use of water resources in Sichuan and the degree of profitability. The development of SCSW Group has been seriously hindered because of its late establishment, imperfect organizational structure, and the characteristics of the water affairs industry being profitable, commonweal and policy-oriented. It is important to develop an effective strategy for the long-term development of SCSW Group. This paper studies the sustainable development strategy of SCSW Group from five parts. The first chapter is the introduction, mainly expounds the research background and the research present situation, combs the literature summary to explain the domestic and foreign research present situation, introduces the structure and the frame thought of this article. The second chapter will analyze the competition environment of water industry. This part consists of four parts: industry macro environment analysis, industry investment subject analysis, industry competition pattern analysis, SCSW group competition environment analysis. The third chapter is the analysis of the internal development ability of SCSW Group. The first section is business characteristic analysis of SCSW Group. The second section is the BCG matrix analysis of the main business. The third section is the SCSW Group's competitiveness evaluation. The fourth chapter is the SCSW group development strategy plan. The fifth chapter is the strategic guarantee measures of SCSW Group. This chapter includes four sections: policy and system support, optimization of internal governance structure, integration of market resources, innovative financing strategies. And clear that these safeguards are in the short-term, medium-term, long-term can be achieved. The main contribution of this paper is to make and implement the sustainable development of SCSW Group, which can be used for reference to solve the problem of water enterprises' survival.
