【摘要】：當(dāng)前,制造業(yè)能耗污染總量臨近上限,能耗污染強(qiáng)度居于高位,節(jié)能環(huán)保技術(shù)能力亟待提高。推行綠色制造既面臨法律法規(guī)體制機(jī)制及服務(wù)體系不完善、產(chǎn)業(yè)布局不協(xié)調(diào)等主觀條件制約,也面臨結(jié)構(gòu)重型化和經(jīng)濟(jì)下行等客觀環(huán)境壓力,建議從綠色制造的全產(chǎn)業(yè)鏈入手,有效發(fā)揮市場(chǎng)機(jī)制的決定性作用,構(gòu)建綠色制造體系。
[Abstract]:At present, the total amount of energy consumption pollution in manufacturing industry is near the upper limit, the intensity of energy consumption pollution is high, and the technical ability of energy saving and environmental protection needs to be improved. The implementation of green manufacturing is faced with subjective constraints, such as imperfect laws, regulations, mechanisms and service systems, uncoordinated industrial layout, and objective environmental pressures such as heavy structure and economic downlink. It is suggested to start with the whole industrial chain of green manufacturing. Give full play to the decisive role of market mechanism and construct green manufacturing system.
