【摘要】：從上個世紀(jì)初至今,可行性研究理論實(shí)現(xiàn)了質(zhì)的飛躍,在實(shí)踐中的運(yùn)用涉及到項(xiàng)目運(yùn)作的各個環(huán)節(jié)與層面,現(xiàn)今巳形成相對獨(dú)立的科學(xué)研究體系�，F(xiàn)代的項(xiàng)目可行性研究不再是某單一領(lǐng)域的研究分析,涉及到各專業(yè)領(lǐng)域,投資項(xiàng)目的開展需要運(yùn)用各專業(yè)學(xué)科理論進(jìn)行交叉論證分析。當(dāng)前世界各國在項(xiàng)目可行性研究體系中取得成果是豐碩的,作為項(xiàng)目可行研究中的重點(diǎn)環(huán)節(jié),財(cái)務(wù)評價(jià)和風(fēng)險(xiǎn)管控方面更是成果顯著,這些豐碩的、系統(tǒng)科學(xué)的研究成果為現(xiàn)代可行性理論成熟進(jìn)一步夯實(shí)了基礎(chǔ),可行性研究作為工程項(xiàng)目投資分析的科學(xué)辦法,在當(dāng)今社會經(jīng)濟(jì)發(fā)展中具有相當(dāng)?shù)闹匾�。四川YC工廠是川渝中煙公司主要卷煙生產(chǎn)點(diǎn)之一,是四川省產(chǎn)業(yè)龍頭企業(yè)和生產(chǎn)密集化企業(yè),并被國家確定為煙草行業(yè)36戶重點(diǎn)企業(yè)之一。該工廠隨著企業(yè)生產(chǎn)規(guī)模的擴(kuò)大,產(chǎn)品結(jié)構(gòu)的調(diào)整,其生產(chǎn)能力巳顯不足,制絲工藝適應(yīng)性較差,工藝裝備技術(shù)落后及工藝質(zhì)量保障能力較低,不能完全滿足高端香煙品牌生產(chǎn)工藝需要,嚴(yán)重影響了四川YC工廠的運(yùn)營和發(fā)展。該工廠綜合考慮到地處原地震災(zāi)區(qū),原有廠區(qū)受損較為嚴(yán)重,原有部份的配套設(shè)施及設(shè)備無法滿足產(chǎn)能的需求,及目前廠區(qū)已無可供持續(xù)生產(chǎn)發(fā)展的土地,擬對原有的生產(chǎn)廠區(qū)進(jìn)行整體搬遷改造,故為易地技術(shù)改造項(xiàng)目。本文以四川YC工廠易地技術(shù)改造工程項(xiàng)目作為可行性研究對象,遵循項(xiàng)目可行性研究的框架,對該投資項(xiàng)目進(jìn)行分析研究。該項(xiàng)目可行性研究的主要內(nèi)容包含:市場、技術(shù)、進(jìn)度、環(huán)境、人力資源等相關(guān)可行性分析,著重對財(cái)務(wù)、風(fēng)險(xiǎn)管理控制方面進(jìn)行了論證與分析,以上三方面構(gòu)成了本文項(xiàng)目可行性研究體系,并且每一方面均對項(xiàng)目系統(tǒng)論證及項(xiàng)目投資決策有著重大影響,據(jù)分析結(jié)果得出該易地技改項(xiàng)目可行性的結(jié)論。本文在調(diào)查、系統(tǒng)分析項(xiàng)目實(shí)際情況的基礎(chǔ)上,應(yīng)用風(fēng)險(xiǎn)管理理論、從管理角度對該易地技術(shù)改造項(xiàng)目進(jìn)行詳細(xì)風(fēng)險(xiǎn)識別與評價(jià),根據(jù)項(xiàng)目風(fēng)險(xiǎn)的表現(xiàn)形式、存在的具體問題,系統(tǒng)全面的提出監(jiān)管風(fēng)險(xiǎn)的思路與對策。并在實(shí)際風(fēng)險(xiǎn)管控中提出“三方共管賬戶”方法,運(yùn)用信息化的手段對該項(xiàng)目工程建設(shè)環(huán)節(jié)資金走向進(jìn)行風(fēng)險(xiǎn)管理,為投資方的相關(guān)決策提供科學(xué)的依據(jù)與解決辦法,并力求能為相關(guān)行業(yè)解決工程管理風(fēng)險(xiǎn)方面提供一個較為理想的管控手段。
[Abstract]:Since the beginning of the last century, the theory of feasibility research has achieved a qualitative leap, and its application in practice involves all aspects and levels of project operation. Now, a relatively independent scientific research system has been formed. The modern project feasibility study is no longer a single field of research and analysis, involving various professional areas, investment projects need to use the theory of various professional disciplines for cross-demonstration and analysis. At present, many countries in the world have achieved fruitful results in the project feasibility study system. As a key link in the project feasibility study, the financial evaluation and risk management have achieved remarkable results. The research results of system science further solidify the foundation for the maturation of modern feasibility theory. As a scientific method of investment analysis of engineering projects, feasibility study is of great importance in the development of social economy. Sichuan YC factory is one of the main cigarette production points in Sichuan and Chongqing cigarette Company. It is one of the leading enterprises and production intensive enterprises in Sichuan Province, and has been identified as one of the 36 key enterprises in tobacco industry by the state. With the expansion of production scale and the adjustment of product structure, the production capacity of the factory has been insufficient, the adaptability of silk making process is poor, the technology of process equipment is backward and the ability of ensuring process quality is low. It can not meet the needs of high-end cigarette brand production technology, which seriously affects the operation and development of Sichuan YC factory. Taking into account the fact that the factory is located in the original earthquake-stricken area, the original site is seriously damaged, the original supporting facilities and equipment are unable to meet the demand for production capacity, and there is no land available for sustainable production and development in the plant at present. To the original production plant for the overall relocation of the project for the technical transformation of the land. In this paper, the project of technical transformation of YC factory in Sichuan province is taken as the feasibility study object, and the investment project is analyzed and studied according to the framework of the feasibility study of the project. The main contents of the feasibility study of the project include: market, technology, progress, environment, human resources and other related feasibility analysis, focusing on the financial, risk management and control aspects of the demonstration and analysis, The above three aspects constitute the feasibility study system of the project in this paper, and each aspect has a great influence on the project system demonstration and project investment decision. According to the analysis results, the conclusion of feasibility of the project is drawn. Based on the investigation and systematic analysis of the actual situation of the project, this paper applies the theory of risk management to identify and evaluate the risk in detail from the point of view of management, according to the concrete problems existing in the manifestation of the project risk. Systematic and comprehensive put forward the idea and countermeasure of supervision risk. In the actual risk management and control, this paper puts forward the method of "tripartite joint management account", and uses the means of information technology to manage the risk of the project construction link funds, and provides the scientific basis and solution for the relevant decision of the investor. And strive to provide a more ideal control means for the related industries to solve the project management risks.
