【摘要】：我國(guó)新電改提出要完善跨省區(qū)電力交易機(jī)制政策,制定合理高效的跨省區(qū)外購(gòu)電中長(zhǎng)期交易規(guī)劃。考慮省間電力傳輸?shù)募s束性,引入了外購(gòu)電源的調(diào)峰深度概念,結(jié)合外購(gòu)電價(jià)、省內(nèi)負(fù)荷和發(fā)電出力等因素,通過(guò)對(duì)每月典型日的電力電量平衡分析,確定省內(nèi)電力供應(yīng)缺口,建立了外購(gòu)電年度交易規(guī)劃模型,從而優(yōu)化不同電源的購(gòu)電順序,實(shí)現(xiàn)年度外購(gòu)電費(fèi)用最小的目標(biāo)。模擬計(jì)算表明:1)通過(guò)增加調(diào)峰深度較好而電價(jià)較高的外購(gòu)電量,可以減少調(diào)峰深度較差而電價(jià)較低的外購(gòu)電量,從而降低購(gòu)電費(fèi)用;2)不同月份的電力需求情況對(duì)該月外購(gòu)電交易的優(yōu)化效果有較大影響,新方法在電力需求較少的月份能取得很好的優(yōu)化結(jié)果。
[Abstract]:The new electric power reform of our country puts forward the policy of consummating the power trading mechanism of the inter-provincial areas and formulating a reasonable and efficient plan for the long-term trading of the electricity purchased from outside the provinces and regions. Considering the constraint of inter-province power transmission, the concept of peak shaving depth of purchased power supply is introduced. Combined with the factors such as the price of electricity purchased, the load in the province and the generating capacity, the power supply gap in the province is determined through the analysis of the power quantity balance of the typical day of each month. The annual transaction planning model is established to optimize the purchase order of different power sources and to achieve the goal of minimum annual outsourced electricity purchase cost. The simulation results show that: 1) by increasing the outsourced electricity quantity with better peak-shaving depth and higher electricity price, the outsourced electricity quantity with lower peak-shaving depth and lower electricity price can be reduced, thus reducing the electricity purchase cost; 2) the situation of electricity demand in different months has a great influence on the optimization effect of outsourced electricity transaction in that month, and the new method can obtain good results in the month of less electricity demand.
