【摘要】：目前國內(nèi)外電力公司已經(jīng)深入開展信息系統(tǒng)發(fā)展,通過ERP在結(jié)算系統(tǒng)方面的開發(fā)與應(yīng)用,形成各具特色的結(jié)算管理系統(tǒng)。而當(dāng)前國內(nèi)的各類電力市場交易運(yùn)營系統(tǒng),一般都是按國家電網(wǎng)統(tǒng)一原則進(jìn)行建設(shè)。上述系統(tǒng)與地市電業(yè)局層面結(jié)算管理系統(tǒng)有很大區(qū)別,無法在地市電業(yè)局直接使用。因此有必要根據(jù)地市小電廠特有的有效電能數(shù)據(jù)、電價(jià)數(shù)據(jù)和網(wǎng)損、調(diào)度調(diào)整指令、能量管理系統(tǒng)的運(yùn)行數(shù)據(jù),以及市場主體的運(yùn)行考核數(shù)據(jù)和市場運(yùn)營狀態(tài)等情況,進(jìn)行個(gè)性化開發(fā),以對國家電網(wǎng)省網(wǎng)結(jié)算系統(tǒng)進(jìn)行補(bǔ)充。本文根據(jù)地市電業(yè)局層面的小電廠、小客戶的結(jié)算特點(diǎn),結(jié)合對電力電量交易結(jié)算體系、結(jié)算模型、結(jié)算算法及相關(guān)技術(shù)的研究和對系統(tǒng)的需求分析,確定了系統(tǒng)的實(shí)現(xiàn)方案。本文設(shè)計(jì)的系統(tǒng)采用Flex3和J2EE多層體系結(jié)構(gòu)進(jìn)行設(shè)計(jì),在邏輯上把整個(gè)系統(tǒng)劃分為表現(xiàn)應(yīng)用層、業(yè)務(wù)服務(wù)層、數(shù)據(jù)服務(wù)層。該系統(tǒng)應(yīng)用Oracle 9i作為數(shù)據(jù)庫服務(wù)器,采用國網(wǎng)信通億力科技有限責(zé)任公司的EIC平臺(tái)作為開發(fā)平臺(tái),使用JAVA語言進(jìn)行應(yīng)用程序的開發(fā)。本文設(shè)計(jì)實(shí)現(xiàn)的地市電業(yè)局結(jié)算管理系統(tǒng)可運(yùn)行在Windows2000/2003操作系統(tǒng)上,并進(jìn)行了系統(tǒng)的實(shí)驗(yàn)室測試,運(yùn)行良好。通過地市電業(yè)局結(jié)算管理系統(tǒng)的設(shè)計(jì)與實(shí)現(xiàn),實(shí)現(xiàn)結(jié)算業(yè)務(wù)的全省無紙化管理,統(tǒng)一規(guī)范結(jié)算業(yè)務(wù)流程,并為實(shí)現(xiàn)經(jīng)營決策智能分析提供數(shù)據(jù)基礎(chǔ),有效促進(jìn)福建省電力有限公司電力電量結(jié)算業(yè)務(wù)的集約和規(guī)范,提高管理水平和工作效率。系統(tǒng)建成后將成為福建省電力有限公司內(nèi)部分析購電結(jié)構(gòu)和購售電合同執(zhí)行情況的重要途徑,實(shí)現(xiàn)上、下級業(yè)務(wù)間的順利銜接,日常的數(shù)據(jù)收集和業(yè)務(wù)處理工作將更快捷、更高效、更方便地完成,提高電力電量交易結(jié)算業(yè)務(wù)的工作效率,提升客戶服務(wù)水平。
[Abstract]:At present, domestic and foreign electric power companies have carried out the development of information system in depth. Through the development and application of ERP in settlement system, the settlement management system with its own characteristics has been formed. At present, all kinds of electric power market trading and operation system are built according to the unified principle of State Grid. The above system is very different from the level settlement management system of prefectural electric power bureau, and can not be used directly in prefecture electric power bureau. Therefore, it is necessary to base on the specific effective electric energy data, electricity price data and network loss, dispatching and adjusting instructions, the operation data of energy management system, and the market main body's operation examination data and market operation state, etc. Individualized development is carried out to supplement the provincial network settlement system of State Grid. According to the settlement characteristics of small power plants and small customers at the level of prefecture and municipal electric power bureau, combined with the research of electric power transaction settlement system, settlement model, settlement algorithm and related technology, and the demand analysis of the system, this paper determines the realization scheme of the system. The system designed in this paper is designed with Flex3 and J2EE multi-tier architecture. The whole system is logically divided into presentation application layer, business service layer and data service layer. In this system, Oracle 9i is used as the database server, and the EIC platform of the State Network Information Technology Co., Ltd. is used as the development platform, and the application program is developed with the JAVA language. The settlement management system designed and implemented in this paper can run on the Windows2000/2003 operating system, and the system has been tested in the laboratory, and the system is running well. Through the design and realization of settlement management system of prefectural and municipal electric power bureau, the paperless management of settlement business is realized, the business flow of settlement is unified and standardized, and the data base is provided for the intelligent analysis of management decision. To effectively promote the intensification and standardization of electricity settlement business of Fujian Electric Power Co., Ltd., improve the management level and work efficiency. After the completion of the system, it will become an important way for Fujian Electric Power Co., Ltd. to analyze the structure of electricity purchase and the execution of the contract of purchase and sale of electricity within the company. In order to realize the smooth connection between the lower level business, the daily data collection and business processing will be faster. More efficient, more convenient to complete, improve electricity trading and settlement business efficiency, improve customer service level.
