【摘要】：當前,信用體系建設(shè)成為全社會關(guān)注的焦點之一。在工程建設(shè)領(lǐng)域,建筑業(yè)企業(yè)圍標串標、轉(zhuǎn)包掛靠、弄虛作假、偷工減料等問題比較突出,這些問題不僅造成了建筑市場秩序的混亂、經(jīng)營成本的浪費,也給企業(yè)和行業(yè)發(fā)展帶來很大風(fēng)險,嚴重危及工程質(zhì)量安全,因此,建立和完善建筑業(yè)企業(yè)信用體系的任務(wù)十分重要和緊迫。 本文通過文獻研究、調(diào)查問卷、對比分析等方法,對目前建筑業(yè)企業(yè)信用體系建設(shè)的總體情況進行了分析,重點研究了國家層面和地方層面信用體系建設(shè)的概況和特點,并結(jié)合調(diào)查問卷,對我國建筑業(yè)企業(yè)信用體系建設(shè)存在的突出問題進行了分析。 本文在借鑒國外征信國家信用體系建設(shè)的經(jīng)驗基礎(chǔ)上,結(jié)合我國國情和建筑業(yè)發(fā)展的實際,從完善法律法規(guī)、健全信用平臺、統(tǒng)一信用評價和建立懲戒機制等四個方面,提出了進一步推進全國建筑業(yè)企業(yè)信用體系建設(shè)的政策建議。
[Abstract]:At present, the construction of credit system has become one of the focal points of the whole society. In the field of engineering construction, the problems of the construction industry enterprises such as girdling, subcontracting, fraud, jerry-building and so on are quite prominent. These problems not only cause confusion in the construction market order, but also waste the operating costs. It also brings great risks to the development of enterprises and industries, and seriously endangers the safety of engineering quality. Therefore, the task of establishing and perfecting the credit system of construction enterprises is very important and urgent. Through literature research, questionnaire, comparative analysis and other methods, this paper analyzes the overall situation of credit system construction of construction enterprises, focusing on the general situation and characteristics of credit system construction at the national and local levels. Combined with the questionnaire, the paper analyzes the outstanding problems in the construction of credit system of construction enterprises in China. On the basis of the experience of the construction of the national credit system of foreign countries, combined with the actual situation of our country and the development of the construction industry, this paper has four aspects: perfecting the laws and regulations, perfecting the credit platform, unifying the credit evaluation and establishing the disciplinary mechanism. The paper puts forward some policy suggestions to further promote the construction of credit system of construction enterprises in China.
