【摘要】：我國石油工業(yè)是國民經(jīng)濟的基礎(chǔ)性產(chǎn)業(yè),它在為我國的經(jīng)濟社會發(fā)展做出了巨大的貢獻的同時自身也逐漸成長、壯大起來。低碳經(jīng)濟是以低耗能、低污染、低排放以及高效能、高效益、高效率為特征的新型經(jīng)濟發(fā)展模式,為我國石油工業(yè)帶來更多要求和挑戰(zhàn)的同時也帶來了新的發(fā)展機遇。在發(fā)展低碳經(jīng)濟的背景下我國石油工業(yè)肩負著保障油氣供應安全同時節(jié)能減排的重任,因此研究低碳經(jīng)濟下我國石油工業(yè)的成長戰(zhàn)略,對保證我國石油工業(yè)在大力發(fā)展低碳經(jīng)濟的大背景下能夠獲得健康、穩(wěn)定的成長有著重要的意義。首先使用產(chǎn)業(yè)生命周期模型和SCP模型分析了我國石油工業(yè)所處的成長階段和成長現(xiàn)狀,發(fā)現(xiàn)我國石油工業(yè)處于成熟期;然后使用PEST模型,“五力”分析模型以及產(chǎn)業(yè)鏈分析模型分析了低碳經(jīng)濟下我國石油工業(yè)的內(nèi)外部發(fā)展環(huán)境,并總結(jié)出產(chǎn)業(yè)內(nèi)部的優(yōu)、劣勢以及面臨的機會和威脅;然后,利用SWOT模型以及層次分析法進行定量和定性分析,發(fā)現(xiàn)我國石油工業(yè)應選擇“成長”,并在此基礎(chǔ)之上結(jié)合成長目標,選擇多元化成長戰(zhàn)略作為低碳經(jīng)濟下我國石油工業(yè)的成長戰(zhàn)略;最后從企業(yè)和政府兩個方面制定保障措施,以保障成長戰(zhàn)略的順利實施。
[Abstract]:China's petroleum industry is the basic industry of the national economy. It has made great contributions to the economic and social development of our country. Low carbon economy is a new economic development model characterized by low energy consumption, low pollution, low emission, high efficiency, high efficiency and high efficiency. Under the background of developing low-carbon economy, China's petroleum industry is shouldering the important task of ensuring the safety of oil and gas supply and energy saving and emission reduction. Therefore, the growth strategy of China's petroleum industry is studied under the low carbon economy. It is of great significance to ensure that the petroleum industry of our country can get healthy and stable growth under the background of developing low-carbon economy vigorously. Firstly, the paper analyzes the growth stage and current situation of China's petroleum industry by using industry life cycle model and SCP model, and finds that China's petroleum industry is in mature stage, and then uses PEST model. The "five forces" analysis model and the industry chain analysis model analyze the internal and external development environment of China's petroleum industry under the low carbon economy, and sum up the advantages, disadvantages, opportunities and threats faced by the industry. Based on the quantitative and qualitative analysis of SWOT model and analytic hierarchy process, it is found that China's petroleum industry should choose "growth" and combine the growth goal with it. The diversified growth strategy is chosen as the growth strategy of China's petroleum industry under the low carbon economy, and finally, the guarantee measures are formulated from the two aspects of the enterprise and the government to ensure the smooth implementation of the growth strategy.
