【摘要】:近幾年隨著中國(guó)民航運(yùn)輸機(jī)規(guī)模每年保持兩位數(shù)比率的不斷增長(zhǎng)和擴(kuò)大,中國(guó)成為全球增長(zhǎng)最快的MRO(民航維修)市場(chǎng)。與此同時(shí),安全適航技術(shù)和要求的不斷提升以及旅客多元化的需求越來(lái)越多,這使得MRO行業(yè)中的飛機(jī)加改裝成為目前民航飛機(jī)工程服務(wù)中最具發(fā)展前景的業(yè)務(wù)板塊。據(jù)美國(guó)知名市場(chǎng)調(diào)研機(jī)構(gòu)MarketsandMarkets預(yù)測(cè),到2017年全球飛機(jī)改裝市場(chǎng)總產(chǎn)值預(yù)計(jì)將達(dá)到43億美元。[1]巨大的中國(guó)改裝市場(chǎng)和可觀(guān)的利潤(rùn)吸引了歐洲空中客車(chē)、美國(guó)波音、GE等國(guó)際巨頭紛紛布局中國(guó)飛機(jī)改裝業(yè)務(wù),并攫取了其中的絕大部分利潤(rùn)。F公司成立于2001年,是中國(guó)民航維修行業(yè)的一個(gè)小企業(yè)。近年來(lái)雖然其飛機(jī)改裝業(yè)務(wù)取得了不小的發(fā)展,年產(chǎn)值從成立之初的50萬(wàn)增長(zhǎng)到了2012年的近3000萬(wàn),但管理滯后,效率低下,阻礙了公司飛速發(fā)展。近年來(lái),F公司在國(guó)內(nèi)飛機(jī)改裝項(xiàng)目上在與某些國(guó)際大鱷的合作中發(fā)現(xiàn),國(guó)際大鱷能在對(duì)安全要求吹毛求疵的民用航空領(lǐng)域叱咤風(fēng)云,不斷發(fā)展壯大,除了技術(shù)、資本的優(yōu)勢(shì)外,先進(jìn)的項(xiàng)目管理理念和管理系統(tǒng)也是其核心競(jìng)爭(zhēng)力和長(zhǎng)盛不衰的法寶之一。但F公司的項(xiàng)目管理卻存在諸多問(wèn)題:沒(méi)有專(zhuān)門(mén)的項(xiàng)目管理機(jī)構(gòu)和程序流程文件;項(xiàng)目負(fù)責(zé)人身兼數(shù)職,個(gè)人單打獨(dú)斗,沒(méi)有形成團(tuán)隊(duì)效率;項(xiàng)目計(jì)劃隨意、頻繁變更;質(zhì)量安全意識(shí)不強(qiáng);沒(méi)有專(zhuān)業(yè)的項(xiàng)目管理工具;項(xiàng)目信息溝通渠道不暢等等。本文從分析中國(guó)民航維修行業(yè)中小企業(yè)的縮影F公司飛機(jī)改裝項(xiàng)目管理現(xiàn)狀出發(fā),放眼未來(lái),結(jié)合自己的親身體驗(yàn),旨在為以F公司為代表的中國(guó)民航維修中小企業(yè)的飛機(jī)改裝項(xiàng)目設(shè)計(jì)一套科學(xué)的、符合自身實(shí)際的項(xiàng)目管理體系,引導(dǎo)類(lèi)似F公司的中國(guó)民航維修中小企業(yè)緊緊抓住中國(guó)民航業(yè)高速發(fā)展的契機(jī),在同國(guó)外強(qiáng)手的合作和競(jìng)爭(zhēng)中找到最適合自己的發(fā)展模式,從而增強(qiáng)自身競(jìng)爭(zhēng)力,提升占中國(guó)民航MRO企業(yè)多數(shù)的中小企業(yè)的管理能力,也為中國(guó)民航MRO企業(yè)的健康發(fā)展提供一些新的思路和范本。
[Abstract]:In recent years, with the continuous growth and expansion of the two digit ratio of China civil aviation transport aircraft, China has become the world's fastest growing MRO (civil aviation maintenance) market. At the same time, the increasing demand for safe seaworthiness technology and requirements and the increasing demand for diversification of passengers make the aircraft in the MRO industry an eye. The world's most promising business sector in civil aviation engineering services, according to MarketsandMarkets, a well-known market research agency in the United States, predicts that by 2017, the total output value of the global aircraft modification market is expected to reach $4 billion 300 million.[1] and the huge Chinese modification market and considerable profits attract European Airbus, American Boeing, GE and other international giants. As a small enterprise in the civil aviation maintenance industry in 2001,.F is a small enterprise in the civil aviation maintenance industry. In recent years, the annual output value of the aircraft has grown from 500 thousand to nearly 30 million in 2012, but the management lag and efficiency is low. In recent years, F company has found that in the cooperation with some international alligators in domestic aircraft modification projects, the international crocodile can be powerful and powerful in the field of civil aviation with critical safety requirements. In addition to the advantages of technology and capital, advanced project management concepts and management systems are also found. However, the project management of F company has many problems, but there are many problems in the project management. There are no special project management institutions and program flow documents; the project manager is in a number of jobs, individual alone, no team efficiency; the project plans are random, frequent changes; the quality and safety awareness is not strong; there is no professional. Project management tool, project information communication channel is not smooth and so on. This article, from the analysis of the current situation of the project management of the small and medium enterprises in the civil aviation maintenance industry of F company, aims to design a set of subjects for the aircraft modification project of the small and medium sized enterprises of China civil aviation, which is represented by the F company. The project management system, which is in line with its own reality, leads the small and medium enterprises of China Civil Aviation Maintenance similar to F company to seize the opportunity of high-speed development of China's civil aviation industry and find the most suitable development model in cooperation and competition with foreign strong hands, thus enhancing its own competitive power and raising the majority of China Civil Aviation MRO enterprises. The management capabilities of enterprises also provide some new ideas and models for the healthy development of MRO enterprises in CAAC.
