【摘要】：工業(yè)園區(qū)是產(chǎn)業(yè)轉(zhuǎn)移的重要載體、推進(jìn)工業(yè)企業(yè)上檔升級、加快縣域經(jīng)濟(jì)發(fā)展的“助推器”。優(yōu)質(zhì)的工業(yè)園區(qū)不僅有利于提升區(qū)域競爭力，而且還是政府發(fā)展工業(yè)經(jīng)濟(jì)的重要抓手、招商引資的有效平臺和城市建設(shè)的示范窗口。湖口縣工業(yè)園區(qū)自2001年成立以來，不斷完善各項(xiàng)配套功能設(shè)施建設(shè)、積極推進(jìn)招商引資工作，形成了“一園六區(qū)”的分布格局，基本形成了鋼鐵和有色冶金、建材、化工、船舶、物流五大產(chǎn)業(yè)板塊。然而在快速發(fā)展的同時(shí)，湖口工業(yè)園區(qū)存在著產(chǎn)業(yè)相互配套不完善、新建項(xiàng)目進(jìn)度緩慢、生態(tài)環(huán)境遭受破壞等問題，未能充分發(fā)揮園區(qū)獨(dú)特的區(qū)位優(yōu)勢和資源優(yōu)勢，導(dǎo)致園區(qū)發(fā)展后勁不足，從本質(zhì)上看就是戰(zhàn)略管理的缺位。因此，湖口縣工業(yè)園區(qū)實(shí)施戰(zhàn)略管理來謀篇布局就顯得十分有必要。 本文首先對湖口縣工業(yè)園區(qū)戰(zhàn)略管理進(jìn)行理論分析，夯實(shí)研究基礎(chǔ)；其次分析湖口縣工業(yè)園區(qū)的發(fā)展現(xiàn)狀及其內(nèi)外部環(huán)境，指出其發(fā)展中的優(yōu)勢、劣勢、機(jī)會和威脅；再次確定戰(zhàn)略制定的原則、定位和目標(biāo)，并確定具體的戰(zhàn)略任務(wù)；最后提出促進(jìn)湖口縣工業(yè)園區(qū)戰(zhàn)略順利實(shí)施的保障措施，，并對戰(zhàn)略管理效果進(jìn)行評價(jià)。本文的研究結(jié)論為：（1）從戰(zhàn)略環(huán)境分析、戰(zhàn)略制定、戰(zhàn)略實(shí)施、戰(zhàn)略評價(jià)四個(gè)方面構(gòu)建了一個(gè)較為完善的湖口工業(yè)園區(qū)戰(zhàn)略管理體系；（2）在分析湖口縣工業(yè)園區(qū)外部環(huán)境和內(nèi)部環(huán)境的基礎(chǔ)上，設(shè)置戰(zhàn)略定位和戰(zhàn)略目標(biāo)，確定產(chǎn)業(yè)集群、招商引資、人才興園、環(huán)境優(yōu)化是其戰(zhàn)略核心內(nèi)容；（3）從加快推進(jìn)基礎(chǔ)設(shè)施建設(shè)、竭力創(chuàng)造外部發(fā)展條件、注重生態(tài)建園體制創(chuàng)新、盤活工業(yè)用地存量四個(gè)方面提出了促進(jìn)戰(zhàn)略實(shí)施的保障措施；（4）建立了一個(gè)涵蓋園區(qū)經(jīng)濟(jì)發(fā)展、可持續(xù)發(fā)展能力、循環(huán)經(jīng)濟(jì)、園區(qū)環(huán)境等方面的4個(gè)一級指標(biāo)、12個(gè)二級指標(biāo)、41個(gè)三級指標(biāo)的全面考核評價(jià)體系，并提出相關(guān)評價(jià)方法。期望本文的研究不僅有利于增強(qiáng)湖口縣工業(yè)園區(qū)的發(fā)展后勁，而且還能為地方工業(yè)園區(qū)發(fā)展提供一種思路與借鑒。
[Abstract]:Industrial park is an important carrier of industrial transfer. It promotes the upgrading of industrial enterprises and accelerates the development of county economy. High-quality industrial park is not only conducive to promoting regional competitiveness, but also an important grasp of the government to develop industrial economy, an effective platform for attracting investment and a demonstration window for urban construction. Since its establishment in 2001, the Hukou County Industrial Park has continuously improved the construction of various supporting functions and facilities, actively promoted the work of attracting investment, formed the distribution pattern of "one Park and six districts", and basically formed iron and steel and non-ferrous metallurgy, building materials and chemical engineering. Ship, logistics five industry sectors. However, at the same time of rapid development, the Hukou Industrial Park has some problems, such as the imperfect matching of industries, the slow progress of new projects, the destruction of ecological environment, and so on, and fails to give full play to the unique location and resource advantages of the park. The lack of stamina in the development of the park is essentially the absence of strategic management. Therefore, it is necessary to implement strategic management in Hukou Industrial Park. In this paper, the strategic management of Hukou Industrial Park is analyzed theoretically to lay a solid research foundation, and then the present development situation and internal and external environment of Hukou Industrial Park are analyzed, and the advantages, disadvantages, opportunities and threats in its development are pointed out. At last, it puts forward the guarantee measures to promote the smooth implementation of the strategy in Hukou County Industrial Park, and evaluates the effect of the strategy management. The conclusion of this paper is: 1) from the strategic environment analysis, the strategy formulation, the strategy implementation, Based on the analysis of the external and internal environment of the Hukou Industrial Park, the paper sets up strategic positioning and strategic objectives, and determines the industrial cluster. Attracting investment, talents developing the garden and optimizing the environment are the core contents of its strategy. (3) from speeding up the construction of infrastructure, striving to create external conditions for development, and paying attention to the innovation of ecological garden system, The four aspects of revitalizing the industrial land stock put forward the safeguard measures to promote the implementation of the strategy. (4) the establishment of a zone covering the economic development of the park, sustainable development capacity, recycling economy, The comprehensive evaluation system of 4 primary indexes, 12 second class indexes and 41 third grade indexes in the environment of the park is proposed, and the relevant evaluation methods are put forward. It is expected that the research in this paper will not only strengthen the development stamina of the industrial park in Hukou County, but also provide a way of thinking and reference for the development of the local industrial park.
