【摘要】：古今中外的現(xiàn)實(shí)和歷史表明,將國(guó)防工業(yè)和整個(gè)國(guó)家的發(fā)展相統(tǒng)一,是具有前瞻性和全局性的戰(zhàn)略性決策。構(gòu)建國(guó)防科技工業(yè)軍民融合式創(chuàng)新體系能為我國(guó)的科技和經(jīng)濟(jì)體制改革帶來新的思路,能為我國(guó)知識(shí)創(chuàng)新、技術(shù)創(chuàng)新提供政策支持、法律保障,能為促進(jìn)社會(huì)經(jīng)濟(jì)發(fā)展和國(guó)防建設(shè)的協(xié)調(diào)提供新的路徑。構(gòu)建軍民融合式創(chuàng)新體系,便可聚集全國(guó)人民的力量,共同使用一個(gè)兼容性的創(chuàng)新體系進(jìn)行經(jīng)濟(jì)建設(shè)和國(guó)防建設(shè),實(shí)現(xiàn)“一份投入,兩份產(chǎn)出”,提高國(guó)家整體經(jīng)濟(jì)運(yùn)行效率和效益,進(jìn)而極大地提升自身的核心競(jìng)爭(zhēng)力和綜合國(guó)力。本文首先介紹了與國(guó)防科技創(chuàng)新體系有關(guān)的概念,并分析了在我國(guó)構(gòu)建軍民融合式創(chuàng)新體系的必要性。在對(duì)我國(guó)軍民融合所經(jīng)歷的三個(gè)階段進(jìn)行分析后,認(rèn)為我國(guó)軍民融合式發(fā)展取得了重要成績(jī),構(gòu)建軍民融合式創(chuàng)新體系的條件基本形成。但是,我國(guó)軍民融合的進(jìn)程發(fā)展不平衡,深層次矛盾日益顯現(xiàn),軍民融合式發(fā)展還存在很多亟待解決的問題,文章對(duì)存在的問題從微觀、中觀、宏觀三個(gè)方面進(jìn)行了分析。然后選取美國(guó)、俄羅斯等在軍民融合方面具有代表性和典型性的國(guó)家,對(duì)這些國(guó)家在軍民融合式創(chuàng)新方面的成功和成熟的做法和經(jīng)驗(yàn)進(jìn)行研究,通過研究、借鑒、比較這些做法和經(jīng)驗(yàn),同時(shí)對(duì)現(xiàn)實(shí)環(huán)境進(jìn)行分析,思考相應(yīng)的對(duì)策及措施,得到對(duì)構(gòu)建我國(guó)軍民融合式創(chuàng)新體系的幾點(diǎn)啟示。接著根據(jù)軍民融合式創(chuàng)新體系構(gòu)建的基本思路,提出了軍民融合的體制構(gòu)想,確定了軍民融合式創(chuàng)新體系中的主要要素,用網(wǎng)絡(luò)模型構(gòu)想出我國(guó)國(guó)防科技工業(yè)軍民融合式創(chuàng)新體系主體框架,認(rèn)為它是一個(gè)不斷優(yōu)化演進(jìn)、螺旋上升的動(dòng)態(tài)體系。最后針對(duì)我國(guó)國(guó)民經(jīng)濟(jì)和國(guó)防發(fā)展的實(shí)際,提出了提升我國(guó)國(guó)防科工業(yè)軍民融合式創(chuàng)新體系建設(shè)水平的具體措施和建議。
[Abstract]:The reality and history at all times and in all countries show that it is a forward-looking and overall strategic decision to unify the national defense industry with the development of the whole country. The establishment of a military-civilian innovation system for national defense science, technology and industry can bring new ideas to the reform of our country's science, technology and economic system, and can provide policy support and legal guarantee for our country's knowledge innovation and technological innovation. It can provide a new way to promote the coordination of social and economic development and national defense construction. By building a military-civilian integrated innovation system, we can gather the strength of the people of the whole country and jointly use a compatible innovation system for economic construction and national defense construction, so as to achieve "one input, two outputs." Improve the efficiency and benefit of the whole national economy, and then greatly enhance its core competitiveness and comprehensive national strength. This paper first introduces the concepts related to the national defense science and technology innovation system, and analyzes the necessity of constructing the military-civilian integration innovation system in China. After analyzing the three stages of military and civil integration in China, it is considered that the development of military and civil integration has made important achievements, and the conditions for building an innovative system of military and civil integration are basically formed. However, the process of civil-military integration in our country is not balanced, and the deep-level contradiction is becoming more and more obvious. There are still many problems to be solved urgently in the development of military-civilian integration. This paper analyzes the existing problems from three aspects: micro, meso and macro. Then select the United States, Russia and other representative and typical countries in the military and civil integration, to study the successful and mature practices and experiences of these countries in the military-civil integration innovation, through research, learn from, By comparing these practices and experiences, analyzing the realistic environment, thinking about the corresponding countermeasures and measures, we can get some enlightenment to the construction of our country's military-civil fusion innovation system. Then according to the basic idea of building the military-civilian fusion innovation system, the paper puts forward the system conception of the military-civilian integration, and determines the main elements of the military-civil-fusion innovation system. Based on the network model, the main body frame of the military-civil fusion innovation system of defense science, technology and industry in China is conceived, which is considered to be a dynamic system with continuous optimization and evolution. Finally, according to the reality of our national economy and national defense development, this paper puts forward some concrete measures and suggestions to improve the construction level of the military-civilian integration innovation system of national defense science, industry and industry.
