基于關(guān)鍵鏈方法的智能變電站建設項目進度管理研究

【摘要】:項目進度管理是項目管理中最重要組成部分。項目進度管理就是要保證項目在規(guī)定的質(zhì)量、成本、時間內(nèi)完成整個項目范圍。項目進度的計劃和控制是項目進度管理的核心。目前常用于電力工程的進度管理方法有關(guān)鍵路徑法、計劃評審技術(shù)和掙值法等。這些方法在實際運用中能消除項目的不確定性因素影響,對項目進度起到有效的管理作用,但是這些方法在不斷地運用中也發(fā)現(xiàn)了自身的一些缺陷,比如沒有考慮資源的限制;只專注于每個工序的管理,強調(diào)每個工序的按期完成,而沒有從項目整體考慮;工期計劃過長、項目安全時間白白消耗等問題。 本文首先對關(guān)鍵鏈進度管理的國內(nèi)外研究現(xiàn)狀進行分析研究。然后進一步分析了目前智能變電站建設項目進度管理的現(xiàn)狀,針對現(xiàn)有的項目計劃工期過長、安全時間浪費、資源約束考慮不足和進度難以控制等問題,提出利用關(guān)鍵鏈進度管理方法來對此類項目的進度管理進行優(yōu)化。接下去,本文在對關(guān)鍵鏈相關(guān)理論進行研究的基礎(chǔ)上,將關(guān)鍵鏈理論方法應用到智能變電站項目進度管理中,提出了關(guān)鍵鏈項目進度管理模型,具體設置了關(guān)鍵鏈進度計劃模塊和關(guān)鍵鏈進度控制模塊。本文在項目工期和緩沖區(qū)計算中,針對智能變電站項目的特點,利用德爾菲法對項目工期大小進行計算,利用根方差法對緩沖區(qū)大小進行計算,這兩種方法簡單易用。然后,本文將緩沖區(qū)作為項目進度計劃和控制的橋梁,在項目進度控制中,通過在緩沖區(qū)設置三個預警區(qū)間,結(jié)合項目組織分層管理方法,分級管理項目進度風險。為了對項目成員進行更有效的管理,本文還針對關(guān)鍵鏈項目進度管理制定了考核激勵制度。最后,本文將該模型在元東220kV智能變電站工程項目中進行了應用研究,取得了不錯的效果,進度計劃更為合理,進度控制更為有效。 本文的研究將關(guān)鍵鏈進度管理方法充分應用到智能變電站建設項目的進度管理中,為同類型的項目提供借鑒和參考,具有很好的理論和現(xiàn)實意義。
[Abstract]:Project schedule management is the most important part of project management.Project schedule management is to ensure that the project in the specified quality, cost, time to complete the entire project.Project schedule planning and control is the core of project schedule management.At present, there are key path method, plan evaluation technique and earned value method in schedule management of electric power engineering.These methods can eliminate the influence of the uncertain factors of the project and manage the progress of the project effectively, but they also find some defects in their application, such as not considering the limitation of resources.Only focus on the management of each process, emphasizing the completion of each process on time, without considering the whole project; the project plan is too long, the project safety time is wasted and so on.In this paper, the research status of key chain schedule management at home and abroad is analyzed.Then it further analyzes the current situation of the progress management of intelligent substation construction project, aiming at the problems of the existing project schedule is too long, the safety time is wasted, the resource constraints are not enough and the schedule is difficult to control, etc.The key chain schedule management method is proposed to optimize the progress management of such projects.Then, on the basis of the research on the theory of critical chain, this paper applies the theory of key chain to intelligent substation project schedule management, and puts forward the key chain project schedule management model.The key chain schedule planning module and the key chain schedule control module are set in detail.In this paper, according to the characteristics of intelligent substation project, the Delphi method is used to calculate the project duration and the root variance method is used to calculate the buffer size in the calculation of project duration and buffer zone. These two methods are simple and easy to use.Then, the buffer zone is used as a bridge for project schedule planning and control. In project schedule control, three warning zones are set up in the buffer zone, and the project schedule risk is managed at different levels by combining the project organization and hierarchical management method.In order to manage the project members more effectively, this paper also establishes the evaluation incentive system for the key chain project schedule management.Finally, the model is applied to the Yuandong 220kV Intelligent Substation Project, and good results are obtained. The schedule plan is more reasonable and the schedule control is more effective.In this paper, the key chain schedule management method is fully applied to the schedule management of intelligent substation construction projects, which provides reference and reference for the same type of projects, which has good theoretical and practical significance.
