【摘要】：政治風(fēng)險是我國能源企業(yè)國際經(jīng)營的主要風(fēng)險之一,也是至關(guān)重要的風(fēng)險。但事實上,我國能源企業(yè)在面對政治風(fēng)險上,卻缺少系統(tǒng)的、成熟的、科學(xué)的指導(dǎo),從而使得企業(yè)不能有效應(yīng)對政治風(fēng)險。本文的目的在于,在闡明政治風(fēng)險的定義、評估模型的基礎(chǔ)上,提出一個新的適用于能源企業(yè)政治風(fēng)險評估的方法,以實證作為補充,以有助于政治風(fēng)險防范的工作。 本文從能源企業(yè)界定、國際經(jīng)營理論和政治風(fēng)險理論入手,通過對能源企業(yè)國際經(jīng)營的現(xiàn)狀分析,為政治風(fēng)險模型的提出做出鋪墊,然后研究了傳統(tǒng)政治風(fēng)險模型和方法,創(chuàng)造性的將模糊評價法引入到模型中來,結(jié)合德爾菲法構(gòu)建了以產(chǎn)品的政治敏感性、企業(yè)經(jīng)營當(dāng)?shù)鼗潭取⑵髽I(yè)風(fēng)險預(yù)警機制、外匯管制制度、東道國政治穩(wěn)定狀況、國與國文化制度的差異度、政府干預(yù)與官員腐敗、環(huán)境與能源安全、“中國威脅論”、全球性金融危機十個因素為主導(dǎo)的新政治風(fēng)險評估方法。最后結(jié)合傳統(tǒng)能源和新能源案例分析,從企業(yè)和政府層面提出了政治風(fēng)險防范的對策。
[Abstract]:Political risk is one of the main risks in the international operation of Chinese energy enterprises, and it is also a crucial risk. But in fact, in the face of political risks, Chinese energy enterprises lack systematic, mature and scientific guidance. The purpose of this paper is to put forward a new method to evaluate the political risk of energy enterprises on the basis of clarifying the definition and evaluation model of political risk. To help prevent political risks. This paper starts with the definition of energy enterprise, the theory of international operation and the theory of political risk, through the analysis of the current situation of the international operation of energy enterprise, makes the foundation for the political risk model, and then studies the traditional political risk model and method. Introducing fuzzy evaluation method into the model creatively, combining Delphi method to construct the political sensitivity of the product, the degree of localization of business operation, the early warning mechanism of enterprise risk, the foreign exchange control system, the political stability of host country. The differences between national cultural systems, government intervention and official corruption, Environment and energy security, "China threat theory", ten factors of global financial crisis as the leading new political risk assessment method. Finally, combining with the case analysis of traditional energy and new energy, the paper puts forward the countermeasures of political risk prevention from enterprise and government level.
