【摘要】:石油裝備產(chǎn)業(yè)鏈就是存在于石油裝備產(chǎn)業(yè)領(lǐng)域的價值鏈,是指在一定區(qū)域空間內(nèi),圍繞石油資源的開采加工利用,形成的在資源、技術(shù)、市場、經(jīng)濟上緊密聯(lián)系且相互依存、共同促進石油裝備發(fā)展的企業(yè)群體和生態(tài)綜合體。本文在研究了石油裝備產(chǎn)業(yè)鏈建設(shè)的研究背景和研究意義,并對石油裝備產(chǎn)業(yè)鏈的研究現(xiàn)狀進行了研究和評述,確定了本文的研究方法和研究思路。還確定了本文研究的相關(guān)基本理論,包括項目化管理的相關(guān)理論和石油裝備產(chǎn)業(yè)鏈建設(shè)的相關(guān)理論。 分析了大慶市石油裝備產(chǎn)業(yè)鏈建設(shè)的發(fā)展現(xiàn)狀。大慶市石油裝備產(chǎn)業(yè)鏈概況包括:大慶石油裝備企業(yè)分布情況、大慶市石油裝備產(chǎn)業(yè)基礎(chǔ)分析。大慶市石油裝備產(chǎn)業(yè)鏈與國內(nèi)外產(chǎn)業(yè)鏈發(fā)展情況比較包括:國外石油裝備主要企業(yè)產(chǎn)業(yè)鏈分布、國內(nèi)石油裝備主要企業(yè)產(chǎn)業(yè)鏈分布、與國內(nèi)外石油裝備產(chǎn)業(yè)的比較。大慶市石油裝備產(chǎn)業(yè)鏈建設(shè)存在的問題包括:企業(yè)整體規(guī)模較小、行業(yè)地位不明顯、發(fā)展優(yōu)勢不突出、企業(yè)發(fā)展形勢嚴峻需改善、產(chǎn)業(yè)發(fā)展層級較低體系不夠健全。確定了項目建設(shè)的具體規(guī)劃。產(chǎn)業(yè)鏈定位包括:重點發(fā)展產(chǎn)品選擇、重點發(fā)展項目謀劃、重點招商目標企業(yè)及重點發(fā)展產(chǎn)業(yè)設(shè)計。發(fā)展步驟與目標規(guī)劃包括:發(fā)展步驟分析和目標規(guī)劃的確定。發(fā)展模式包括:高端化發(fā)展方向、創(chuàng)新發(fā)展、國際化發(fā)展、差別化發(fā)展。發(fā)展布局包括:地理位置布局、內(nèi)部信息平臺布局、公共制造中心布局、輔助設(shè)施布局。建立了項目管理化的對策。項目化管理的范圍管理策略包括:明確范圍說明書、項目范圍核實、加強項目范圍控制。項目化管理的進度控制策略包括:組織措施、管理措施、經(jīng)濟措施、技術(shù)措施。項目化管理的成本控制策略包括:實行目標成本管理、加強項目變更管理及嚴格控制現(xiàn)場簽證、控制生產(chǎn)材料用量及合理確定材料價格。項目化管理的保障措施包括:建立健全項目質(zhì)量相關(guān)規(guī)定、強化和完善項目目標責任制及監(jiān)督機制等。
[Abstract]:The value chain of petroleum equipment industry chain is present in the petroleum equipment industry, refers to a certain region in space, around the mining and processing of petroleum resource utilization, in the form of the resources, technology, market, economic ties and interdependence, and jointly promote the development of petroleum equipment enterprises and ecological complexes in this study. The construction of the industrial chain of petroleum equipment research background and research significance, and research status of the petroleum equipment industry chain were studied and reviewed, determine the research methods and research ideas. Also identified the basic theory of this study, relevant theories include the theory of project management and the construction of the petroleum equipment industry chain.
Analysis of present situation of Daqing petroleum equipment industry chain construction. Including Daqing petroleum equipment industry chain of distribution of Daqing petroleum equipment enterprises, analysis of Daqing petroleum equipment industry base. Daqing petroleum equipment industry chain and industry chain development situation at home and abroad: foreign main petroleum equipment industry chain enterprises distribution, domestic oil the main equipment industry chain enterprises distribution, compared with domestic and foreign petroleum equipment industry. Including Daqing petroleum equipment industry chain construction problem: the overall size of the enterprise is small, the status of the industry is not obvious, the development advantage is not prominent, the development situation of severe enterprises need to improve, the lower level of industrial development system is not perfect. To determine the specific planning project the construction of the industrial chain positioning. Including: focus on the development of product selection, focus on the development of the project plan, key investment targets and focus on the development of enterprises Industrial design. Including the development steps and target planning: determining step analysis and goal programming development. The development mode including: high-end development, innovation and development, international development, differentiated development. The development layout includes: location layout, internal information platform layout, public manufacturing center layout, auxiliary facilities layout in the project. Management strategies. Including the scope management of project management: define the scope statement, project scope verification, strengthen project scope control. Project management schedule control strategies include: organizational measures, management measures, economic measures, technical measures. The project management cost control strategies include: the implementation of target cost management, strengthening the project change management and strict control of site visa, control the production quantity of material and reasonable material price. Project management measures including: Establish and improve the relevant provisions of the quality of the project, strengthen and improve the project target responsibility system and supervision mechanism.
