【摘要】：服務(wù)業(yè)的效率問題一直是很多學(xué)者關(guān)注的熱點(diǎn)。國(guó)內(nèi)學(xué)者對(duì)我國(guó)工業(yè)、農(nóng)業(yè)效率進(jìn)行過測(cè)算研究,但是對(duì)服務(wù)業(yè)效率研究方面內(nèi)容卻極少。服務(wù)業(yè)作為產(chǎn)業(yè)鏈的利潤(rùn)高端,是促進(jìn)地區(qū)經(jīng)濟(jì)增長(zhǎng)的重要產(chǎn)業(yè),新的資本轉(zhuǎn)移方式。而提高服務(wù)業(yè)技術(shù)效率是促進(jìn)服務(wù)業(yè)深度發(fā)展的關(guān)鍵因素。自從20世紀(jì)90年代以來,延邊州的服務(wù)業(yè)發(fā)展問題引發(fā)了不少學(xué)者的關(guān)注,但是大部分研究只停留在服務(wù)業(yè)增長(zhǎng)率等因素的影響,其內(nèi)部各行業(yè)效率方面的研究幾乎沒有�？紤]到服務(wù)業(yè)發(fā)展受很多因素影響,本文通過隨機(jī)前沿模型中的技術(shù)非效率技術(shù)測(cè)算方法,測(cè)算出服務(wù)業(yè)內(nèi)部14個(gè)行業(yè)的效率數(shù)據(jù),找出可能影響延邊州服務(wù)業(yè)效率的因素,并分析高效率行業(yè)和低效率行業(yè)的發(fā)展特點(diǎn)、可能存在的問題、服務(wù)業(yè)結(jié)構(gòu)特點(diǎn),并提出有關(guān)提高效率方面的相關(guān)對(duì)策。對(duì)延邊州服務(wù)業(yè)各行業(yè)進(jìn)行效率測(cè)算的結(jié)果表明：居民服務(wù)和其他服務(wù)業(yè)、交通運(yùn)輸和倉(cāng)儲(chǔ)和郵政、住宿和餐飲業(yè)、公共管理和社會(huì)組織、教育、批發(fā)和零售業(yè)等行業(yè)屬于高效率行業(yè)；而房地產(chǎn)業(yè)、衛(wèi)生、社會(huì)保障和社會(huì)福利業(yè)、租憑和商業(yè)服務(wù)業(yè)、金融業(yè)、信息傳輸、計(jì)算機(jī)服務(wù)和軟件業(yè)、水利、環(huán)境和公共設(shè)施管理業(yè)、文化、體育和娛樂業(yè)、科學(xué)研究、技術(shù)服務(wù)業(yè)和地質(zhì)勘查業(yè)等行業(yè)屬于低效率行業(yè)。說明盡管延邊州服務(wù)業(yè)內(nèi)部結(jié)構(gòu)有所變化,但是總體上看還是以傳統(tǒng)行業(yè)如批發(fā)和零售業(yè)、交通運(yùn)輸和倉(cāng)儲(chǔ)業(yè)以及常規(guī)行業(yè)如居民服務(wù)、教育、住宿和餐飲業(yè)、公共管理和社會(huì)組織等行業(yè)為主,而其他行業(yè)效率低。所以,可以從調(diào)整產(chǎn)業(yè)結(jié)構(gòu)、加大服務(wù)業(yè)對(duì)外開放、合理配置財(cái)政支出、提高市場(chǎng)化程度、提高城市化魅力、加強(qiáng)相關(guān)制度、加以重視需求性服務(wù)業(yè)因素等幾個(gè)方面提出有關(guān)提高延邊州服務(wù)業(yè)效率方面對(duì)策,希望進(jìn)一步了解延邊州服務(wù)業(yè)發(fā)展?fàn)顩r提高參考。
[Abstract]:The efficiency of service industry has been a hot concern. Many scholars domestic scholars on China's industrial, agricultural efficiency of calculation research, but the efficiency of services rarely. The service industry as the industry chain profit is to promote high-end, heavy industry to regional economic growth, the new capital transfer mode. To improve the technical efficiency of service industry is the key factor to promote the development of service industry in depth. Since 1990s, the problem of the development of Yanbian's service industry caused a lot of attention of scholars, but most research is only the influence of the increasing rate of factors in the service industry, to study the efficiency of each internal sector of almost nothing. Considering the service industry the development is affected by many factors, this paper through the stochastic frontier model of non efficiency calculation method, calculates the efficiency of data services within 14 industries, to find out The factors affect the efficiency of Yanbian service industry, and analyzes the development characteristics of high efficiency and low efficiency of the industry industry, there may be a problem, the structure characteristics of the service industry, and puts forward relevant countermeasures for improve the efficiency of the state of Yanbian. The service industry to calculate the efficiency. The results showed that the resident services and other services, transportation transportation and warehousing and postal services, accommodation and catering industry, education, public administration and social organizations, and the wholesale and retail industry belongs to the high efficiency industry; and the real estate industry, health, social security and social welfare, leasing and business services, financial services, information transmission, computer services and software industry, water conservancy, management environment and public facilities, cultural research, sports and entertainment, science, technical services and geological prospecting industry belongs to inefficient industries. Despite the internal structure of Yanbian service industry Change, but on the whole or in the traditional industries such as wholesale and retail trade, transportation and warehousing industry and conventional industries such as resident services, education, accommodation and catering industry, public administration and social organizations, industries, and other industries. So the efficiency is low, can be adjusted from the industrial structure, increase the opening of service industry and the reasonable allocation of fiscal expenditure, improve the level of the market, improve the city charm, strengthen the relevant system, to improve the efficiency of the proposed Yanbian service industry in service industry demand factors and other aspects, hope to further understand the Yanbian service industry development to improve reference.
