【摘要】：網(wǎng)絡(luò)支付業(yè)務(wù)是電子商務(wù)和互聯(lián)網(wǎng)金融活動的基本工具,特別是非銀行支付機(jī)構(gòu)網(wǎng)絡(luò)支付業(yè)務(wù)以其靈活便捷的優(yōu)勢,已發(fā)展成為擁有億級客戶、10億級交易規(guī)模的市場,為規(guī)范非銀行支付業(yè)務(wù),防范洗錢、恐怖融資、詐騙等活動,遏制違法犯罪行為,人民銀行出臺了《非銀行支付機(jī)構(gòu)網(wǎng)絡(luò)支付業(yè)務(wù)管理辦法》,但在實踐中,出現(xiàn)了網(wǎng)絡(luò)出售實名認(rèn)證支付賬戶現(xiàn)象。本文主要通過闡述網(wǎng)上出售實名認(rèn)證支付賬戶的現(xiàn)狀,并分析研究其產(chǎn)生根源和探討規(guī)避風(fēng)險的可能性。

This paper describes the current situation of online selling real name authentication payment account, and analyzes its origin and the possibility of avoiding risks.
