【摘要】：城市園林綠化是城市基礎(chǔ)設(shè)施的建設(shè),在改善城市生態(tài)環(huán)境、美化城市、提高人們生活品質(zhì)方面發(fā)揮顯著的作用。隨著重慶市經(jīng)濟(jì)社會的發(fā)展,城市規(guī)模的擴(kuò)大以及城市建設(shè)水平的不斷提升,城市園林綠化發(fā)展面臨諸多問題和挑戰(zhàn)。本論文將以重慶市園林綠化現(xiàn)狀作為研究對象,研究范圍為重慶市園林綠化的規(guī)劃、建設(shè)、管理、政策等多個方面,該研究將對重慶市園林綠化創(chuàng)建工作和建設(shè)五大功能區(qū)具有一定的積極性作用。本文共分六章,第一章介紹本論文研究的背景、目的、意義、研究方法和創(chuàng)新點(diǎn);第二章闡述國內(nèi)外文獻(xiàn)綜述;第三章闡述重慶市園林綠化的現(xiàn)狀;第四章通過數(shù)據(jù)比較法和調(diào)查問卷分析法,總結(jié)重慶市園林綠化現(xiàn)狀存在的問題;第五章提出相應(yīng)的對策及建議;第六章本論文的結(jié)論。該論文的主要研究內(nèi)容如下:(1)闡述了重慶市園林綠化存在的主要問題。第一,園林綠化在生態(tài)文明中的作用認(rèn)識不夠;第二,園林綠化規(guī)劃問題,表現(xiàn)在:規(guī)劃編制依據(jù)不夠合理,綠化規(guī)劃與城市規(guī)劃銜接不夠完善,行政職能部門間不夠協(xié)調(diào)。第三,園林綠化建設(shè)問題,表現(xiàn)在:城市生態(tài)空間布局亟待優(yōu)化,城市綠地生態(tài)效益不夠高,園林綠地建設(shè)發(fā)展不夠平衡,園林綠化可達(dá)性不夠,基礎(chǔ)設(shè)施建設(shè)比較滯后,植物配置仍需進(jìn)一步提高。第四,園林綠化管理的問題,表現(xiàn)在:管理機(jī)構(gòu)設(shè)置不夠完整,管理水平和能力不夠?qū)I(yè),管理資金投入較欠缺,以及后期維護(hù)不足。第五,園林綠化政策的問題,表現(xiàn)在:部分法規(guī)落后于行業(yè)發(fā)展,部分管理制度尚不健全,對于出臺的政策法規(guī)和戰(zhàn)略部署,缺乏積極的宣傳。第六,園林綠化從業(yè)人員的問題,表現(xiàn)在:業(yè)務(wù)能力和綜合素質(zhì)參差不齊,專業(yè)性不夠強(qiáng),法律法規(guī)認(rèn)識不太夠。第七,行業(yè)發(fā)展與互聯(lián)網(wǎng)平臺結(jié)合度還不夠高。(2)提出了重慶市園林綠化存在問題的對策及建議。第一,進(jìn)一步提高園林綠化重要性的認(rèn)識。第二,合理科學(xué)規(guī)劃,包括:嚴(yán)格設(shè)計審核制度,完善規(guī)劃風(fēng)景名勝資源等。第三,加強(qiáng)園林綠地建設(shè),包括:合理利用城市空間,提高城市綠地生態(tài)效益,統(tǒng)籌各級區(qū)縣的綠化發(fā)展水平,加強(qiáng)綠地可達(dá)性規(guī)劃和建設(shè),加強(qiáng)園林綠化基礎(chǔ)設(shè)施建設(shè),完善植物種類配置等。第四,加強(qiáng)園林綠地管理,包括:強(qiáng)化管養(yǎng)力度,強(qiáng)化資金保障,規(guī)范園林綠化企業(yè)管理,加強(qiáng)公園運(yùn)營管理等。第五,健全法制體系建設(shè),包括:完善執(zhí)法監(jiān)督體系,加強(qiáng)依法行政力度。第六,提高人才培養(yǎng)力度,包括:創(chuàng)建引領(lǐng)與科技支撐,提高專業(yè)人才的責(zé)任意識與業(yè)務(wù)能力,豐富園林理論研究,整合資源與挖潛增效等。第七,進(jìn)一步推進(jìn)“互聯(lián)網(wǎng)+”,包括:推廣發(fā)展電子商務(wù),利用微信、微博等網(wǎng)絡(luò)平臺,提高大眾參與園林綠化的積極性,加強(qiáng)視頻宣傳等。該論文研究具有三個方面意義。第一,理論意義:有積極的導(dǎo)向作用,對城市園林綠化相關(guān)理論有著完善和豐富作用。第二,實(shí)踐意義:完善城市園林綠化發(fā)展體系,指導(dǎo)重慶市園林綠化規(guī)劃和建設(shè),促進(jìn)城市園林綠化發(fā)展,在實(shí)踐中學(xué)習(xí)、探索、進(jìn)步。第三,創(chuàng)新意義:通過城市間縱向比較和各個區(qū)縣間的橫向比較,結(jié)合調(diào)查問卷數(shù)據(jù)分析,系統(tǒng)的研究重慶市園林綠化工作面臨的問題、機(jī)遇和挑戰(zhàn),同時引入“互聯(lián)網(wǎng)+”模式,提出激活市場競爭機(jī)制,從而提高園林管理的效率。本論文研究將為凸顯重慶本地特色,建立地域特色鮮明、文化內(nèi)涵豐富的城市園林提供理論基礎(chǔ)。
[Abstract]:Urban landscaping is the construction of urban infrastructure, which plays a significant role in improving urban ecological environment, beautifying the city and improving people's quality of life. With the development of Chongqing's economy and society, the expansion of urban scale and the continuous improvement of urban construction level, the development of urban landscaping faces many problems and challenges. This paper will take the present situation of landscape greening in Chongqing as the research object, and study the planning, construction, management, policy and other aspects of landscape greening in Chongqing. Aim, significance, research methods and innovations; Chapter 2 expounds the literature review at home and abroad; Chapter 3 expounds the current situation of landscape greening in Chongqing; Chapter 4 summarizes the existing problems of landscape greening in Chongqing through data comparison and questionnaire analysis; Chapter 5 puts forward corresponding countermeasures and suggestions; Chapter 6 concludes the paper. The main contents of this paper are as follows: (1) The main problems of landscape greening in Chongqing are expounded. Firstly, the role of landscape greening in ecological civilization is not fully understood; secondly, the problems of landscape greening planning are manifested in the following aspects: the planning basis is not reasonable enough, the connection between greening planning and urban planning is not perfect, and the coordination between administrative departments is not enough. Third, the problems of landscape greening construction are as follows: the layout of urban ecological space needs to be optimized urgently, the ecological benefits of urban green space are not high enough, the development of landscape green space is not balanced, the accessibility of landscape greening is not enough, the infrastructure construction is lagging behind, and the plant allocation still needs to be further improved. Fifth, the problems of landscape greening policy are: some laws and regulations lag behind the development of the industry, some management systems are not sound, for the policies and regulations issued and strategic deployment, lack of active publicity. The problems of forestry greening practitioners are as follows: uneven business ability and comprehensive quality, lack of professionalism, lack of understanding of laws and regulations. Seventh, the combination of industry development and Internet platform is not high enough. (2) The countermeasures and suggestions for the existing problems of Chongqing landscape greening are put forward. First, to further improve the importance of landscape greening. Second, rational and scientific planning, including: strict design review system, improve the planning of scenic resources and so on. Third, to strengthen the construction of garden and green space, including: rational use of urban space, improve the ecological benefits of urban green space, overall planning of the development level of greening at all levels of districts and counties, strengthen green space accessibility planning and construction, strengthen the infrastructure of landscape greening. Fourth, strengthen the management of garden and greenland, including: strengthen management, strengthen financial security, standardize the management of garden and greening enterprises, strengthen the operation and management of parks. It includes: creating guidance and technological support, improving the sense of responsibility and professional ability of professionals, enriching the theoretical research of gardens, integrating resources and improving potentials. Seventh, further promote the "Internet +", including: promoting the development of e-commerce, using WeChat, micro-blog and other network platforms to enhance the enthusiasm of the public to participate in landscaping, and strengthen the video. The research of this paper has three meanings. First, it has a positive guiding role, and has a perfect and rich role in the theory of urban landscape greening. Second, it has practical significance: improving the development system of urban landscape greening, guiding the planning and construction of urban landscape greening in Chongqing, and promoting the development of urban landscape greening. Learning, exploration and progress. Third, the significance of innovation: through the vertical comparison between cities and horizontal comparison among different districts and counties, combined with questionnaire data analysis, the problems, opportunities and challenges faced by Chongqing landscaping work are systematically studied. At the same time, the "Internet +" model is introduced to activate the market competition mechanism so as to improve landscape management. The study of this paper will provide a theoretical basis for highlighting the local characteristics of Chongqing and establishing a city garden with distinct regional characteristics and rich cultural connotations.
