【摘要】：海關(guān)是國家主權(quán)的象征,是國家監(jiān)管進出境活動的主要行政機關(guān),對進出境運輸工具、貨物、行李物品實施高效監(jiān)管是海關(guān)的主要職能,跨境電商的監(jiān)管是海關(guān)監(jiān)管的重要組成部分。由于近年來跨境電商新業(yè)態(tài)的迅猛發(fā)展,傳統(tǒng)海關(guān)監(jiān)管模式已無法滿足其要求,在現(xiàn)有行政管理框架內(nèi)與人員編制無法大幅增加的前提下,如何實現(xiàn)跨境電商的快速通關(guān)與嚴(yán)密監(jiān)管有著重大的現(xiàn)實意義。構(gòu)建與實施跨境電商的風(fēng)險管理,為解決這一矛盾提供了可資參考的思路。本文從風(fēng)險管理理論入手,回顧了我國海關(guān)在傳統(tǒng)監(jiān)管中引入風(fēng)險管理的歷史,分析了國外海關(guān)對跨境電商海關(guān)監(jiān)管實施風(fēng)險式管理的成功經(jīng)驗,探討了現(xiàn)階段我國跨境電商的狀況與特點。立足于HP海關(guān)現(xiàn)有管理體制與資源,提出HP海關(guān)跨境電商海關(guān)監(jiān)管風(fēng)險管理體系的建立與實施,期望能對海關(guān)跨境電商的高效監(jiān)管提供一條可行之路。
[Abstract]:Customs is the symbol of state sovereignty and the main administrative organ of the state in charge of inward and outbound activities. The main function of the Customs is to exercise efficient supervision over inward and outward means of transport, goods and luggage. The supervision of cross-border e-commerce is an important part of customs supervision. As a result of the rapid development of new forms of cross-border e-commerce in recent years, the traditional customs control model has been unable to meet its requirements, while the existing administrative framework and staffing cannot be substantially increased. How to realize fast customs clearance and strict supervision of cross-border e-commerce has great practical significance. The construction and implementation of risk management for cross-border e-commerce provides a reference for solving this contradiction. Starting with the theory of risk management, this paper reviews the history of introducing risk management into traditional customs supervision in China, and analyzes the successful experience of foreign customs in implementing risk management in customs supervision of cross-border e-commerce. This paper discusses the status and characteristics of cross-border e-commerce in China at present. Based on the existing management system and resources of HP customs, this paper puts forward the establishment and implementation of the risk management system of HP customs cross-border e-commerce customs supervision, which is expected to provide a feasible way for the efficient supervision of customs cross-border e-commerce.
