【摘要】：電子政務(wù)實現(xiàn)了政府電子辦公、政務(wù)信息快速共享,為政府部門辦公和日常管理帶來了方便。電子政務(wù)在促進工業(yè)化和信息化深度融合的同時,逐漸取代傳統(tǒng)政務(wù)。隨著移動互聯(lián)網(wǎng)技術(shù)和通信技術(shù)快速的發(fā)展,隨著智能手機、平板電腦的流行,移動電子政務(wù)提上日程,同時對電子政務(wù)系統(tǒng)的發(fā)展提出了新的要求。隨著覆蓋全國的3G網(wǎng)絡(luò)的普及和4G網(wǎng)絡(luò)建設(shè)的加快,我國智能終端的保有量將持續(xù)增加。同時,電子政務(wù)、電子商務(wù)都在向移動終端大勢蔓延。移動電子政務(wù)作為政務(wù)工作和管理的核心平臺和工具,肯定會將深入推動中國政府政府信息發(fā)布模式不斷創(chuàng)新和共管理模式,同時并進一步推進互動的、透明的、高效的、無線的、信息化的、服務(wù)型政府建設(shè)。利用好這一新興媒介形式,對于推進政務(wù)公開、數(shù)據(jù)報送等具有重要意義。為了利用政務(wù)信息化來提高政府辦事效率和降低成本來帶動經(jīng)濟蓬勃發(fā)展的目的,基于遼寧省經(jīng)濟和信息化委員會移動政務(wù)建設(shè)需要,結(jié)合工作實際,本文設(shè)計并實現(xiàn)了一套能夠適應(yīng)現(xiàn)代網(wǎng)絡(luò)環(huán)境下的移動政務(wù)平臺。首先,對近似的科技技術(shù)等方向重中之重的闡述了該應(yīng)用平臺需要開發(fā)的相關(guān)軟件技術(shù),它含有日常軟件技術(shù)、軟件工具和軟件系統(tǒng)工具等,同時對他們也進行了相關(guān)的對比,闡述了為什么選擇該系統(tǒng)。其次,對該平臺進行了詳細分析,確定總體需求,并對平臺整體架構(gòu)、平臺主要功能、主要模塊功能進行了設(shè)計。再次,對平臺的實現(xiàn),還包括平臺部.署、關(guān)鍵模塊實現(xiàn)、數(shù)據(jù)庫實現(xiàn)等進行了詳細介紹。最后,通過多輪測試來實現(xiàn)移動政務(wù)平臺驗證和應(yīng)用。
[Abstract]:E-government realizes government e-office, government information is shared quickly, it brings convenience for government office and daily management. E-government promotes the integration of industrialization and information, and gradually replaces the traditional government. With the rapid development of mobile Internet and communication technology, with the popularity of smart phones and tablets, mobile e-government has been put on the agenda. At the same time, new requirements for the development of e-government system have been put forward. With the popularization of 3G network and the acceleration of 4G network construction, the number of intelligent terminals in China will continue to increase. At the same time, e-government, e-commerce are spreading to mobile terminals. As the core platform and tool of government work and management, mobile e-government will definitely push forward the innovation and co-management mode of Chinese government information release mode, and further promote interactive, transparent and efficient, Wireless, information, service-oriented government construction. It is of great significance to make good use of this new medium form to promote the openness of government affairs and the sending of data. In order to use government informatization to improve the efficiency of government affairs and reduce the cost to drive the economy to flourish, based on the needs of Liaoning Provincial Economic and Information Commission mobile government construction, combined with the actual work, This paper designs and implements a set of mobile government platform which can adapt to the modern network environment. First of all, the relative software technologies that need to be developed in the application platform are described as the most important in the similar scientific and technological fields. It contains daily software technology, software tools and software system tools. At the same time, they are also compared with each other. Explains why the system was chosen. Secondly, the platform is analyzed in detail to determine the overall demand, and the overall structure, main functions and main module functions of the platform are designed. Third, the implementation of the platform, including the platform part. The implementation of key modules and database are introduced in detail. Finally, the verification and application of mobile government platform are realized through multi-round test.
