【摘要】：隨著“互聯(lián)網(wǎng)+”在貿(mào)易領(lǐng)域的應(yīng)用,跨境電子商務(wù)正成為國際貿(mào)易未來發(fā)展的新方向。如何更好地發(fā)展跨境電子商務(wù),是在我國經(jīng)濟新常態(tài)時期,促進經(jīng)貿(mào)發(fā)展,調(diào)整產(chǎn)業(yè)結(jié)構(gòu),加強我國企業(yè)國際競爭力的重大課題。廣西是中國對東盟的南大門,也是中國沿邊金融改革綜合試驗區(qū)和人民幣跨境貿(mào)易結(jié)算的試點區(qū),應(yīng)當發(fā)揮其區(qū)位和政策優(yōu)勢,把握機遇,積極推動跨境電子商務(wù)發(fā)展。但目前廣西跨境電子商務(wù)的發(fā)展還存在諸多問題,其中跨境電子商務(wù)結(jié)算中存在的線上結(jié)算渠道不暢、成本高以及效率低是主要問題,制約了廣西跨境電子商務(wù)的發(fā)展。構(gòu)建并完善廣西跨境電子商務(wù)結(jié)算體系,一方面對加強廣西跨境電商企業(yè)的競爭力、促進貿(mào)易便利化及廣西對外貿(mào)易轉(zhuǎn)型升級都有重大意義;另一方面對探索人民幣區(qū)域化、國際化的發(fā)展具有啟發(fā)性意義。本文以跨境電子商務(wù)和貿(mào)易結(jié)算的相關(guān)理論為指導,結(jié)合廣西實際情況設(shè)計調(diào)查研究方案,研究跨境電子商務(wù)企業(yè)貿(mào)易結(jié)算存在的問題并提出相應(yīng)的解決方案。文章首先闡明廣西開展跨境電子商務(wù)的背景,整理分析出廣西電子商務(wù)發(fā)展和人民幣貿(mào)易結(jié)算的優(yōu)勢,得出廣西是非常適合發(fā)展跨境電子商務(wù)的結(jié)論。解決跨境電商貿(mào)易結(jié)算問題顯得十分必要。其次,調(diào)查跨境電子商務(wù)貿(mào)易結(jié)算過程中的參與主體,研究其在貿(mào)易結(jié)算過程中發(fā)揮的作用。根據(jù)廣西各地市跨境電子商務(wù)發(fā)展情況選取有代表性的企業(yè)作為重點調(diào)查對象,歸納總結(jié)目前廣西跨境電子商務(wù)貿(mào)易結(jié)算的渠道和流程,并提出企業(yè)在貿(mào)易結(jié)算中的制約因素主要來自于人民幣跨境結(jié)算和第三方支付兩大方面的觀點。依據(jù)跨境結(jié)算理論和實際調(diào)研情況深入分析問題產(chǎn)生的原因。最后,從人民幣跨境結(jié)算和第三方支付兩個角度出發(fā),提出從區(qū)域合作、政策支持、支持第三方支付創(chuàng)新等角度解決廣西跨境電子商務(wù)貿(mào)易結(jié)算問題的具體措施。
[Abstract]:With the application of internet in trade field, cross-border e-commerce is becoming a new direction of international trade in the future.How to better develop cross-border electronic commerce is an important task to promote the economic and trade development, adjust the industrial structure and strengthen the international competitiveness of Chinese enterprises in the new normal period of China's economy.Guangxi is not only the south gate of China to ASEAN, but also the comprehensive experimental area of China's financial reform along the border and the pilot area of RMB cross-border trade settlement. Guangxi should give full play to its location and policy advantages, seize the opportunity and actively promote the development of cross-border electronic commerce.However, there are still many problems in the development of cross-border electronic commerce in Guangxi, among which the online settlement channels are not smooth, the high cost and low efficiency are the main problems, which restricts the development of cross-border electronic commerce in Guangxi.On the one hand, it is of great significance to strengthen the competitiveness of Guangxi cross-border e-commerce enterprises, to promote trade facilitation and Guangxi foreign trade transformation and upgrading; on the other hand, to explore the regionalization of RMB.The development of internationalization has enlightening significance.Under the guidance of the theory of cross-border electronic commerce and trade settlement, this paper designs an investigation and research scheme combined with the actual situation in Guangxi, studies the problems existing in the trade settlement of cross-border e-commerce enterprises and puts forward corresponding solutions.This paper first clarifies the background of developing cross-border electronic commerce in Guangxi and analyzes the advantages of the development of electronic commerce and RMB trade settlement in Guangxi and draws the conclusion that Guangxi is very suitable for the development of cross-border electronic commerce.It is necessary to solve the settlement problem of cross-border e-commerce trade.Secondly, it investigates the participants in the process of cross-border e-commerce trade settlement, and studies its role in the process of trade settlement.According to the development of cross-border e-commerce in various cities and cities of Guangxi, representative enterprises are selected as the focus of investigation, and the channels and processes of cross-border e-commerce trade settlement in Guangxi are summarized and summarized.The paper also points out that the restrictive factors of enterprises in trade settlement mainly come from RMB cross-border settlement and third party payment.According to the theory of cross-border settlement and actual investigation, the causes of the problem are analyzed in depth.Finally, from the two angles of RMB cross-border settlement and third-party payment, this paper puts forward some concrete measures to solve the cross-border e-commerce trade settlement problem in Guangxi from the perspectives of regional cooperation, policy support and support for third-party payment innovation.
