【摘要】：發(fā)達(dá)國(guó)家在發(fā)展戰(zhàn)略性新興產(chǎn)業(yè)方面以低碳產(chǎn)業(yè)作為戰(zhàn)略導(dǎo)向,全方位進(jìn)行能源轉(zhuǎn)型,以信息產(chǎn)業(yè)為基礎(chǔ)平臺(tái),大力發(fā)展先進(jìn)制造業(yè),注重培育文化創(chuàng)意產(chǎn)業(yè)。我國(guó)戰(zhàn)略性新興產(chǎn)業(yè)核心技術(shù)掌握不足,創(chuàng)新體系不完善;市場(chǎng)推廣難度大,需求拉動(dòng)乏力;體制機(jī)制存在壁壘,管理體系不到位。要以低碳發(fā)展為導(dǎo)向,高度重視科技創(chuàng)新,打通民間資本進(jìn)入通道,合理發(fā)揮政府"有形之手"的作用,積極發(fā)展產(chǎn)業(yè)集群。
[Abstract]:In the aspect of developing strategic emerging industries, developed countries take low-carbon industry as the strategic guide, carry on the energy transformation in all directions, take the information industry as the foundation platform, vigorously develop the advanced manufacturing industry, pay attention to cultivate the cultural and creative industry. The core technology of strategic emerging industries in China is not well mastered and the innovation system is not perfect; the marketing is difficult and the demand is weak; there are barriers to the system mechanism and the management system is not in place. It is necessary to take low-carbon development as the guide, attach great importance to scientific and technological innovation, open up the channels for private capital to enter, give full play to the role of the government as a "tangible hand", and actively develop industrial clusters.
