中國城市產(chǎn)業(yè)生態(tài)轉(zhuǎn)型評價
[Abstract]:Urban construction and development promote and mark the progress of modern social civilization. Practice has proved that the needs of urban industry with economic development have played a great role in the past major social changes. From the traditional product-oriented industrial model to the pollution control model considering the carrying capacity of the environment, to the eco-industrial model which considers the coordinated and sustainable development of man and nature, which is advocated and tried at present. Every transformation of urban industrial operation mode has pushed human social economy to a higher development platform. As the main carrier of social economy, with the increasingly serious bottleneck of resources and environment, the ecological transformation of urban industry will become the inevitable requirement of economic development in the new period, and it is also the only way to break through the bottleneck of resources and environment. After more than 30 years of rapid economic development, a series of environmental problems have resulted in the strategic development of urban industrial ecological transformation. How to understand and grasp the progress and practical effect of the ecological transformation of urban industry in China has naturally become an important subject on the road of the great cause of socialist construction. Based on the analysis and evaluation of the urban industrial ecological transformation in China, this paper first explains the meaning and connotation of the urban industrial ecological transformation on the basis of the theories of industrial ecology and urban industrial transformation. And summarized the different historical stages of the development of urban industry; Secondly, according to the main fields involved in the process of urban industrial ecological transformation, combining the principle of selecting indicators, from the economy, resources, environment, The evaluation index system of urban industrial ecological transformation is constructed by selecting multi-level indexes from five aspects of society and technology. Then, in the actual evaluation study, taking 30 provincial cities in mainland China except Tibet as the typical evaluation objects, this paper calculates and evaluates the ecological construction level of urban industry in China from 2003 to 2012. At the same time, the industrial development of 289 cities above prefectural level is considered, and the overall situation of industrial ecological transformation of cities above prefectural level is compared with that of provincial capitals. In addition, the sub-regional evaluation from the east, middle, west and northeast of the four major regions of China's urban industrial ecological transformation of the spatial classification, and then the provincial cities in the development level of the representative of their provinces have been deeply excavated. Finally, on the basis of summing up the full text, this paper puts forward the corresponding countermeasures and suggestions to the current urban industrial development and ecological transformation strategy in China. The evaluation results of this paper show that 40 of the 30 provincial cities studied have a comprehensive index of industrial ecological transformation up to a moderate level or above. The overall level of industrial ecological transformation of provincial cities is just half of the average level of cities above the prefectural level. Compared with the change of environmental efficiency, some cities such as Beijing, Hohhot, Hangzhou, Hefei, Wuhan, Guangzhou, Nanning and Haikou showed obvious improvement and improvement with the successful practice of industrial ecological transformation. The regional distribution shows that the overall level of the comprehensive index of urban industrial ecological transformation is the highest in the central region, followed by the east, the worst is the western region, and the northeast lies between the east and the west.
