【摘要】：產(chǎn)業(yè)技術(shù)創(chuàng)新戰(zhàn)略聯(lián)盟是實施國家技術(shù)創(chuàng)新工程的重要載體,是整合與集聚產(chǎn)業(yè)技術(shù)創(chuàng)新資源,促進產(chǎn)業(yè)技術(shù)集成創(chuàng)新,提高產(chǎn)業(yè)核心競爭力的有效途徑。黑龍江省充分發(fā)揮自身科技和教育等資源優(yōu)勢,大力推動產(chǎn)業(yè)技術(shù)創(chuàng)新戰(zhàn)略聯(lián)盟的建立與發(fā)展。截至2014年底,黑龍江省共有產(chǎn)業(yè)技術(shù)創(chuàng)新戰(zhàn)略聯(lián)盟41家,涉及大豆、乳業(yè)、雜糧、石墨、復(fù)合材料、衛(wèi)星導(dǎo)航與位置服務(wù)等多個領(lǐng)域,在提高產(chǎn)業(yè)區(qū)域技術(shù)創(chuàng)新能力、加速科技成果轉(zhuǎn)化方面取得了顯著成效。但面對瞬息萬變的市場環(huán)境和日新月異的科學(xué)技術(shù),傳統(tǒng)的聯(lián)盟模式已經(jīng)不能滿足現(xiàn)階段黑龍江省產(chǎn)業(yè)技術(shù)創(chuàng)新戰(zhàn)略聯(lián)盟的發(fā)展目標(biāo),聯(lián)盟模式的選擇面臨巨大的挑戰(zhàn)。因此,在知識經(jīng)濟社會的新形勢下,對黑龍江省產(chǎn)業(yè)技術(shù)創(chuàng)新戰(zhàn)略聯(lián)盟模式選擇問題進行研究,旨在為黑龍江省產(chǎn)業(yè)技術(shù)創(chuàng)新戰(zhàn)略聯(lián)盟模式的科學(xué)選擇提供依據(jù),推進黑龍江省產(chǎn)業(yè)技術(shù)創(chuàng)新戰(zhàn)略聯(lián)盟的科學(xué)發(fā)展以及黑龍江省經(jīng)濟的全面持續(xù)健康發(fā)展。本文以“黑龍江省產(chǎn)業(yè)技術(shù)創(chuàng)新戰(zhàn)略聯(lián)盟模式選擇”為研究切入點,首先,闡述了技術(shù)創(chuàng)新、戰(zhàn)略聯(lián)盟和聯(lián)盟模式等相關(guān)概念以及本研究的理論基礎(chǔ);其次,分析了黑龍江省產(chǎn)業(yè)技術(shù)創(chuàng)新戰(zhàn)略聯(lián)盟發(fā)展現(xiàn)狀以及聯(lián)盟模式現(xiàn)狀,指出聯(lián)盟模式存在的問題;再次,運用因子分析和回歸分析方法實證得出黑龍江省產(chǎn)業(yè)技術(shù)創(chuàng)新戰(zhàn)略聯(lián)盟模式選擇的影響因素,構(gòu)建聯(lián)盟模式選擇評價指標(biāo)體系,并以大豆加工產(chǎn)業(yè)技術(shù)創(chuàng)新戰(zhàn)略聯(lián)盟為例,采用模糊綜合評價方法進行實證評價;最后,提出黑龍江省產(chǎn)業(yè)技術(shù)創(chuàng)新戰(zhàn)略聯(lián)盟模式選擇的原則、思路和對策。通過研究得出以下結(jié)論:(1)目前黑龍江省產(chǎn)業(yè)技術(shù)創(chuàng)新戰(zhàn)略聯(lián)盟模式主要包括政府引導(dǎo)型、學(xué)研驅(qū)動型、市場導(dǎo)向型等,現(xiàn)有的聯(lián)盟模式存在類型較為單一、模式定位和目標(biāo)不明確、模式創(chuàng)新力度不強、模式運作與管理機制不完善等問題;(2)政府作用因子、資源投入因子、市場結(jié)構(gòu)因子、聯(lián)盟風(fēng)險因子、預(yù)期績效因子是影響聯(lián)盟模式選擇的主要因素;(3)通過模糊綜合評價方法,根據(jù)最大隸屬度原則,實證得出大豆加工產(chǎn)業(yè)技術(shù)創(chuàng)新戰(zhàn)略聯(lián)盟應(yīng)選擇政府引導(dǎo)型聯(lián)盟模式;(4)黑龍江省產(chǎn)業(yè)技術(shù)創(chuàng)新戰(zhàn)略聯(lián)盟模式選擇應(yīng)遵循戰(zhàn)略匹配、資源互補、交易成本最小化、風(fēng)險最小化等原則,并結(jié)合聯(lián)盟發(fā)展的戰(zhàn)略環(huán)境,按照政府作用評估、資源投入評估、市場結(jié)構(gòu)評估、聯(lián)盟風(fēng)險評估、預(yù)期績效評估的基本思路進行聯(lián)盟模式選擇;(5)黑龍江省產(chǎn)業(yè)技術(shù)創(chuàng)新戰(zhàn)略聯(lián)盟可通過充分發(fā)揮政府的宏觀調(diào)控職能、以高校和科研機構(gòu)產(chǎn)學(xué)研合作為契機、加強高校與企業(yè)的聯(lián)系等措施來提高戰(zhàn)略聯(lián)盟模式選擇的科學(xué)性。
[Abstract]:The strategic alliance of industrial technological innovation is an important carrier for the implementation of the national technological innovation project. It is an effective way to integrate and gather the resources of industrial technological innovation, to promote the integrated innovation of industrial technology and to improve the core competitiveness of the industry. Heilongjiang Province gives full play to its resource advantages such as science, technology and education, and vigorously promotes the establishment and development of the strategic alliance for industrial technological innovation. By the end of 2014, there were 41 strategic alliances for industrial technological innovation in Heilongjiang Province, involving soybean, dairy, miscellaneous grain, graphite, composite materials, satellite navigation and location services, and so on. Remarkable results have been achieved in accelerating the transformation of scientific and technological achievements. However, in the face of the rapidly changing market environment and rapidly changing science and technology, the traditional alliance mode can no longer meet the development goals of the strategic alliance of industrial technological innovation in Heilongjiang Province at this stage, and the choice of the alliance mode is facing enormous challenges. Therefore, in the new situation of knowledge economy society, this paper studies the choice of strategic alliance mode of industrial technological innovation in Heilongjiang Province, in order to provide the basis for the scientific choice of strategic alliance mode of industrial technological innovation in Heilongjiang Province. To promote the scientific development of the strategic alliance of industrial and technological innovation in Heilongjiang Province and the overall sustained and healthy development of Heilongjiang's economy. In this paper, "Heilongjiang Province industrial technology innovation strategic alliance mode selection" as the research breakthrough point, first, elaborated the technology innovation, the strategic alliance and the alliance pattern and so on related concepts as well as this research theory foundation; Secondly, the paper analyzes the present situation of the strategic alliance of industrial technological innovation in Heilongjiang Province and the present situation of the alliance mode, and points out the problems existing in the alliance mode. Thirdly, by using factor analysis and regression analysis method, we get the influencing factors of the strategic alliance of industrial technology innovation in Heilongjiang Province, and construct the evaluation index system of the choice of industrial technological innovation strategic alliance in Heilongjiang Province. Taking the strategic alliance of technological innovation of soybean processing industry as an example, the fuzzy comprehensive evaluation method is used to carry out the empirical evaluation. Finally, the paper puts forward the principles, ideas and countermeasures of selecting the strategic alliance mode of industrial technological innovation in Heilongjiang Province. The main conclusions are as follows: (1) at present, the strategic alliance model of industrial technological innovation in Heilongjiang Province mainly includes government-led, study-driven, market-oriented and so on. The model orientation and target are not clear, the mode innovation strength is not strong, the mode operation and the management mechanism are not perfect and so on; (2) Government function factor, resource input factor, market structure factor, alliance risk factor, expected performance factor are the main factors that influence the choice of alliance mode; (3) through fuzzy comprehensive evaluation method, according to the principle of maximum degree of membership, the empirical conclusion is that the strategic alliance of technological innovation of soybean processing industry should choose the model of government-led alliance; (4) the selection of strategic alliance of industrial and technological innovation in Heilongjiang Province should follow the principles of strategic matching, complementary resources, minimization of transaction cost and minimization of risk, combined with the strategic environment of the development of the alliance, and the evaluation according to the role of the government. The basic ideas of resource input evaluation, market structure evaluation, alliance risk assessment and expected performance evaluation are the choice of alliance mode. (5) the strategic alliance of industrial and technological innovation in Heilongjiang Province can give full play to the macro-control function of the government and take the cooperation between universities and scientific research institutions as an opportunity. Strengthen the connection between universities and enterprises to improve the scientific choice of strategic alliance mode.
