【摘要】：作為國民經(jīng)濟的支柱產(chǎn)業(yè)之一,目前我國農(nóng)產(chǎn)品加工產(chǎn)業(yè)正處于轉(zhuǎn)型升級、創(chuàng)新發(fā)展的新階段,既面臨著諸多問題和挑戰(zhàn),但同時也蘊藏著無限潛力和機會。積極推動農(nóng)產(chǎn)品加工產(chǎn)業(yè)發(fā)展,其意義大體有四:首先,發(fā)展農(nóng)產(chǎn)品加工產(chǎn)業(yè),能夠切實增加農(nóng)民收入、提升農(nóng)民生活水平,緩解城鄉(xiāng)間的巨大社會矛盾;其次,農(nóng)產(chǎn)品加工產(chǎn)業(yè)作為農(nóng)業(yè)領(lǐng)域的重要分支,其發(fā)展的好、壞、快、慢對于帶動農(nóng)業(yè)發(fā)展提質(zhì)增效具有重要意義;再次,發(fā)展農(nóng)產(chǎn)品加工產(chǎn)業(yè)是實現(xiàn)工業(yè)、農(nóng)業(yè)、服務(wù)業(yè)等三產(chǎn)有效融合的良好媒介;最后,發(fā)展農(nóng)產(chǎn)品加工產(chǎn)業(yè)能夠盤活農(nóng)村經(jīng)濟,改善農(nóng)村面貌,使發(fā)展的經(jīng)濟效益在綠水青山間同生態(tài)環(huán)保目標(biāo)相協(xié)調(diào)。本文以南漳縣農(nóng)產(chǎn)品加工產(chǎn)業(yè)為研究對象,旨在通過對影響南漳縣農(nóng)產(chǎn)品加工產(chǎn)業(yè)發(fā)展的要素進行分析,找到經(jīng)濟新常態(tài)下,農(nóng)產(chǎn)品加工產(chǎn)業(yè)在南漳縣后續(xù)深入推進的方向和有關(guān)對策建議,為南漳縣及其他市、縣政府制定有關(guān)農(nóng)產(chǎn)品加工產(chǎn)業(yè)政策時提供參考借鑒,也為促進我國農(nóng)產(chǎn)品加工產(chǎn)業(yè)有序發(fā)展提供些許有益思路。在系統(tǒng)梳理相關(guān)理論和國內(nèi)外有關(guān)文獻,以及實地調(diào)研南漳縣農(nóng)產(chǎn)品加工產(chǎn)業(yè)的發(fā)展現(xiàn)狀和特色的基礎(chǔ)上,筆者運用SWOT分析方法,明確了南漳縣農(nóng)產(chǎn)品加工產(chǎn)業(yè)當(dāng)前存在的優(yōu)勢、劣勢,和面臨的機遇、挑戰(zhàn)。南漳縣農(nóng)產(chǎn)品加工產(chǎn)業(yè)存在的主要優(yōu)勢有:農(nóng)產(chǎn)品原材料充足,、市場增長空間廣闊、勞動力資源充足、創(chuàng)新平臺資源豐富、“中國有機谷”項目建設(shè)。存在的主要問題有:產(chǎn)業(yè)發(fā)展水平不高,百億級龍頭企業(yè)缺失;技術(shù)創(chuàng)新整體實力不強,精深加工發(fā)展緩慢;政策支持力度不足,產(chǎn)業(yè)配套環(huán)境尚不完善;特色產(chǎn)品認知度不高,品牌建設(shè)有待提升。而南漳縣農(nóng)產(chǎn)品加工產(chǎn)業(yè)面臨的主要機遇則有:國民經(jīng)濟發(fā)展穩(wěn)中有進、產(chǎn)業(yè)發(fā)展的重要性在各級政府間形成共識、漢江生態(tài)經(jīng)濟帶開放開發(fā)、農(nóng)產(chǎn)品交易環(huán)境得到不斷優(yōu)化。面臨的主要挑戰(zhàn)則有:市場競爭日益激烈、金融危機影響加劇、質(zhì)量安全要求提高、環(huán)境資源約束趨緊等。最后,本文明晰了經(jīng)濟新常態(tài)下南漳縣農(nóng)產(chǎn)品加工產(chǎn)業(yè)的發(fā)展方向,提出了促進農(nóng)產(chǎn)品加工產(chǎn)業(yè)有序發(fā)展的對策建議,包括有:優(yōu)化產(chǎn)業(yè)結(jié)構(gòu)、提升創(chuàng)新能力、加強質(zhì)量品牌建設(shè)、合理布局產(chǎn)業(yè)、發(fā)展龍頭企業(yè)、健全服務(wù)體系。
[Abstract]:As one of the pillar industries of the national economy, the processing industry of agricultural products in our country is in a new stage of transformation and upgrading, which faces many problems and challenges, but also contains unlimited potential and opportunities. The significance of actively promoting the development of agricultural products processing industry has four meanings: first, developing agricultural product processing industry can increase farmers' income, improve farmers' living standard, and alleviate the huge social contradiction between urban and rural areas; Secondly, as an important branch of the agricultural field, the development of agricultural processing industry is of great significance to improve the quality and efficiency of agricultural development. Thirdly, the development of agricultural products processing industry is a good medium to realize the effective integration of industrial, agricultural and service industries. Finally, the development of agricultural products processing industry can invigorate the rural economy, improve the rural appearance, and make the economic benefits of development coordinate with the ecological environmental protection objectives among the green water and green mountains. This article takes the agricultural product processing industry of Nanzhang County as the research object, aims to find out the new normal state of the economy by analyzing the factors that affect the development of the agricultural product processing industry in Nanzhang County. The direction of the further development of the agricultural product processing industry in Nanzhang County and the relevant countermeasures and suggestions will provide a reference for the government of Nanzhang County and other cities and counties in formulating policies on the agricultural product processing industry. Also to promote the orderly development of China's agricultural products processing industry to provide some useful ideas. On the basis of systematically combing relevant theories and domestic and foreign literature, and investigating the present situation and characteristics of agricultural products processing industry in Nanzhang County, the author uses SWOT analysis method. The advantages, disadvantages, opportunities and challenges of agricultural products processing industry in Nanzhang County are defined. The main advantages of agricultural products processing industry in Nanzhang County are: abundant raw materials of agricultural products, broad market growth space, abundant labor resources, abundant innovation platform, and construction of "Organic Valley in China" project. The main problems are: the level of industrial development is not high, tens of billions of leading enterprises are missing; the overall strength of technological innovation is not strong, the development of deep processing is slow; the policy support is insufficient, and the supporting environment of industry is not perfect. The characteristic product cognition degree is not high, the brand construction needs to promote. The main opportunities for the processing industry of agricultural products in Nanzhang County are as follows: steady development of national economy, importance of industrial development among governments at all levels, open development of the ecological economic belt of the Hanjiang River, and continuous optimization of the trading environment of agricultural products. The main challenges are market competition, financial crisis, quality and safety requirements, environmental and resource constraints, and so on. Finally, this paper clarifies the development direction of the agricultural product processing industry in Nanzhang County under the new normal state of economy, and puts forward some countermeasures and suggestions to promote the orderly development of the agricultural product processing industry, including: optimizing the industrial structure, enhancing the innovation ability, Strengthen quality brand construction, rational distribution of industries, development of leading enterprises, and improve the service system.
