【摘要】：創(chuàng)新驅(qū)動是一個國家或地區(qū)科技進(jìn)步、產(chǎn)業(yè)競爭的必然要求。高技術(shù)產(chǎn)業(yè)作為引領(lǐng)科技創(chuàng)新的排頭兵,其發(fā)展水平不容忽視,其中的技術(shù)創(chuàng)新活動水平也顯得極為重要,在一定程度上代表了高技術(shù)產(chǎn)業(yè)的發(fā)展水平。近些年,在貴州經(jīng)濟進(jìn)入高速發(fā)展期的背景下,貴州省的高技術(shù)產(chǎn)業(yè)也取得了長足的進(jìn)步,但也存在著一些問題,如產(chǎn)業(yè)整體發(fā)展水平低,引領(lǐng)經(jīng)濟發(fā)展作用有限;研發(fā)資金投入及科技人才投入量仍較小;產(chǎn)業(yè)集聚效應(yīng)低等問題。鑒于以上分析,本文通過研究國內(nèi)外高技術(shù)產(chǎn)業(yè)技術(shù)創(chuàng)新效率發(fā)現(xiàn),國內(nèi)外學(xué)者對于高技術(shù)產(chǎn)業(yè)的研究基本上集中于產(chǎn)業(yè)的經(jīng)濟效益以及創(chuàng)新能力方面,技術(shù)創(chuàng)新效率的研究則集中于企業(yè)、產(chǎn)業(yè)及區(qū)域三個層面。因此,本文選取效率為視角,以高技術(shù)產(chǎn)業(yè)及技術(shù)創(chuàng)新效率相關(guān)理論為支撐,通過分析貴州省高技術(shù)產(chǎn)業(yè)目前發(fā)展現(xiàn)狀,并與周邊鄰近省市及沿海發(fā)達(dá)省份從技術(shù)創(chuàng)新投入、技術(shù)創(chuàng)新產(chǎn)出、技術(shù)創(chuàng)新支持環(huán)境3個方面進(jìn)行比較研究,定性分析得出貴州省高技術(shù)產(chǎn)業(yè)發(fā)展存在的問題;隨后將貴州高技術(shù)產(chǎn)業(yè)發(fā)展過程劃分為技術(shù)開發(fā)階段和技術(shù)轉(zhuǎn)化階段,并分別選取評價指標(biāo),運用窗口DEA模型及Malmquist指數(shù)模型分階段對貴州省高技術(shù)產(chǎn)業(yè)的技術(shù)創(chuàng)新效率進(jìn)行動態(tài)的定量分析研究。最后,綜合以上定性分析及定量分析研究結(jié)果指出貴州省高技術(shù)產(chǎn)業(yè)技術(shù)創(chuàng)新效率發(fā)展存在的問題并提出相應(yīng)的政策措施及解決方案,為改善貴州省高技術(shù)產(chǎn)業(yè)發(fā)展提供理論指導(dǎo)。
[Abstract]:The innovation drive is a country or the region science and technology progress, the industry competition inevitable request. As the vanguard of leading scientific and technological innovation, the development level of high-tech industry can not be ignored, the level of technological innovation activities is also extremely important, to a certain extent, it represents the development level of high-tech industry. In recent years, under the background of Guizhou economy entering a period of rapid development, Guizhou high-tech industry has also made great progress, but there are some problems, such as the low level of industrial development, leading the role of economic development is limited; The investment of R & D and S & T personnel is still small, and the effect of industrial agglomeration is low. In view of the above analysis, by studying the efficiency of high-tech industry innovation at home and abroad, this paper finds that the research of domestic and foreign scholars on high-tech industry is basically focused on the economic benefits and innovation ability of the industry. The research of technological innovation efficiency focuses on three levels: enterprise, industry and region. Therefore, this article selects efficiency as the angle of view, takes the high-tech industry and the technology innovation efficiency correlation theory as the support, through the analysis Guizhou Province high-tech industry present development present situation, and from the technical innovation input with the neighboring provinces and cities and the coastal developed provinces. Through the comparative study of technological innovation output and technological innovation supporting environment, the problems existing in the development of high-tech industry in Guizhou Province are analyzed qualitatively. Then, the development process of Guizhou high-tech industry is divided into the stage of technology development and the stage of technology transformation, and the evaluation indexes are selected respectively. Using window DEA model and Malmquist index model, the dynamic quantitative analysis of technological innovation efficiency of high-tech industry in Guizhou Province is carried out in stages. Finally, based on the above qualitative analysis and quantitative analysis results, the paper points out the problems existing in the development of technological innovation efficiency of high-tech industries in Guizhou Province, and puts forward corresponding policy measures and solutions. To improve the development of high-tech industries in Guizhou Province to provide theoretical guidance.
