【摘要】：當(dāng)前已進(jìn)入后金融危機(jī)時(shí)代,西方發(fā)達(dá)國家紛紛將促進(jìn)科技發(fā)展和提升科技創(chuàng)新能力作為國家優(yōu)先戰(zhàn)略,開始大力培育一批新興產(chǎn)業(yè)。我國為搶占新一輪產(chǎn)業(yè)競爭的制高點(diǎn),提出大力發(fā)展七個(gè)戰(zhàn)略性新興產(chǎn)業(yè),相繼出臺(tái)了一系列鼓勵(lì)戰(zhàn)略性新興產(chǎn)業(yè)發(fā)展的政策措施,各省(市、自治區(qū))也紛紛制定本地重點(diǎn)發(fā)展的戰(zhàn)略性新興產(chǎn)業(yè)和扶持政策。廣西作為一個(gè)后發(fā)展、欠發(fā)達(dá)地區(qū),要實(shí)現(xiàn)跨越式發(fā)展,就不能局限于現(xiàn)有傳統(tǒng)產(chǎn)業(yè),應(yīng)大力發(fā)展戰(zhàn)略性新興產(chǎn)業(yè)。2011年廣西出臺(tái)《廣西壯族自治區(qū)人民政府關(guān)于加快培育發(fā)展戰(zhàn)略性新興產(chǎn)業(yè)的意見》,為廣西戰(zhàn)略性新興產(chǎn)業(yè)的發(fā)展注入強(qiáng)大的動(dòng)力。本文廣泛借鑒了技術(shù)經(jīng)濟(jì)學(xué)、區(qū)域經(jīng)濟(jì)學(xué)、產(chǎn)業(yè)經(jīng)濟(jì)學(xué)、計(jì)量經(jīng)濟(jì)學(xué)、管理學(xué)和系統(tǒng)科學(xué)等學(xué)科的理論和方法,綜合運(yùn)用了多種研究方法。首先系統(tǒng)梳理了戰(zhàn)略性新興產(chǎn)業(yè)的研究現(xiàn)狀,并簡要介紹了戰(zhàn)略性新興產(chǎn)業(yè)相關(guān)的概念和主要特征,為后續(xù)實(shí)證研究奠定了基礎(chǔ)。其次是對(duì)國內(nèi)外發(fā)展戰(zhàn)略性新興產(chǎn)業(yè)進(jìn)行比較,分析了西方發(fā)達(dá)國家發(fā)展戰(zhàn)略性新興產(chǎn)業(yè)的經(jīng)驗(yàn),進(jìn)而研究了國內(nèi)發(fā)達(dá)地區(qū)發(fā)展戰(zhàn)略性新興產(chǎn)業(yè)的經(jīng)驗(yàn),為廣西發(fā)展戰(zhàn)略性新興產(chǎn)業(yè)提供借鑒。第三是對(duì)廣西戰(zhàn)略性新興產(chǎn)業(yè)進(jìn)行SWOT分析。廣西戰(zhàn)略性新興產(chǎn)業(yè)發(fā)展的現(xiàn)狀,概括了當(dāng)前廣西戰(zhàn)略性新興產(chǎn)業(yè)的主要特征,進(jìn)而對(duì)其進(jìn)行SWOT分析,明確了廣西戰(zhàn)略性新興產(chǎn)業(yè)發(fā)展的內(nèi)部優(yōu)勢和劣勢,了解了外部的機(jī)會(huì)和威脅,為廣西戰(zhàn)略性新興產(chǎn)業(yè)的發(fā)展戰(zhàn)略奠定基礎(chǔ)。第四是廣西培育發(fā)展戰(zhàn)略性新興產(chǎn)業(yè)的政策建議。針對(duì)前文戰(zhàn)略性新興產(chǎn)業(yè)SWOT分析的結(jié)果,提出廣西培育發(fā)展戰(zhàn)略性新興產(chǎn)業(yè)的政策建議。
[Abstract]:At present, the western developed countries have taken the promotion of science and technology development and the ability of science and technology innovation as the national priority strategy, and began to cultivate a number of new industries. In order to seize the commanding point of a new round of industrial competition, China has proposed to vigorously develop seven strategic emerging industries, and has successively introduced a series of policies and measures to encourage the development of strategic emerging industries. Autonomous region) also formulated local key development of strategic emerging industries and support policies. Guangxi, as a post-development and underdeveloped region, cannot be confined to existing traditional industries in order to achieve leapfrog development. In 2011, Guangxi issued the opinions of Guangxi Zhuang Autonomous region people's Government on speeding up the cultivation and Development of Strategic emerging Industries, which injected powerful impetus into the development of Guangxi's strategic emerging industries. This paper draws lessons from the theories and methods of technical economics, regional economics, industrial economics, econometrics, management and systems science, and makes comprehensive use of various research methods. Firstly, this paper systematically reviews the research status of strategic emerging industries, and briefly introduces the related concepts and main characteristics of strategic emerging industries, which lays a foundation for further empirical research. Secondly, it compares the development of strategic emerging industries at home and abroad, analyzes the experiences of western developed countries in developing strategic emerging industries, and then studies the experiences of developing strategic emerging industries in developed areas in China. For Guangxi to develop strategic emerging industries to provide reference. The third is the SWOT analysis of Guangxi strategic emerging industries. This paper summarizes the main characteristics of Guangxi's strategic emerging industries, analyzes them by SWOT, and clarifies the internal advantages and disadvantages of Guangxi's strategic emerging industries. Understand the external opportunities and threats, for Guangxi strategic emerging industry development strategy laid the foundation. Fourth, Guangxi cultivation and development of strategic emerging industries policy recommendations. Based on the results of SWOT analysis of strategic emerging industries, the paper puts forward some policy suggestions on cultivating and developing strategic emerging industries in Guangxi.
