【摘要】：本文以蒙東能源集團(tuán)“煤電鋁”資源型產(chǎn)業(yè)為研究對象,在循環(huán)經(jīng)濟(jì)視角下,對蒙東能源集團(tuán)這一資源型產(chǎn)業(yè)鏈發(fā)展進(jìn)行深入剖析。目前,蒙東能源集團(tuán)在霍林河地區(qū)煤炭產(chǎn)能4600萬噸、火電裝機190萬千瓦、風(fēng)電裝機30萬千瓦、電解鋁產(chǎn)能81萬噸,并且建成了獨立運行的微電網(wǎng),形成了完整的“煤電鋁”產(chǎn)業(yè)鏈。本文首先對循環(huán)經(jīng)濟(jì)理念、煤電鋁產(chǎn)業(yè)發(fā)展研究等相關(guān)理論進(jìn)行了概括總結(jié),介紹了蒙東能源集團(tuán)煤電鋁產(chǎn)業(yè)的發(fā)展歷程和基本情況,對循環(huán)經(jīng)濟(jì)產(chǎn)業(yè)的協(xié)同優(yōu)勢進(jìn)行了概述,并對蒙東能源集團(tuán)發(fā)展煤電鋁產(chǎn)業(yè)鏈在政策、市場等外部環(huán)境面臨的機遇,在環(huán)保、行業(yè)發(fā)展、核心競爭力等方面面臨的挑戰(zhàn),以及內(nèi)部在產(chǎn)業(yè)鏈協(xié)同發(fā)展存在的優(yōu)勢和市場競爭力、自主創(chuàng)新、人才、管理等方面存在的劣勢進(jìn)行了分析,進(jìn)而論證了蒙東能源集團(tuán)煤電鋁資源型產(chǎn)業(yè)發(fā)展應(yīng)該堅持綠色能源、循環(huán)發(fā)展的戰(zhàn)略方向,突出綠色發(fā)展、優(yōu)化獨立電網(wǎng)結(jié)構(gòu),深化循環(huán)經(jīng)濟(jì)理念、延伸產(chǎn)業(yè)鏈條。以循環(huán)經(jīng)濟(jì)為驅(qū)動力的煤電鋁資源型產(chǎn)業(yè)發(fā)展戰(zhàn)略符合蒙東能源集團(tuán)的發(fā)展實際,蒙東能源集團(tuán)在發(fā)展過程中還要及時解決產(chǎn)業(yè)升級延伸、管控模式完善、深化循環(huán)經(jīng)濟(jì)理念灌輸和傳導(dǎo)等問題,不斷優(yōu)化以循環(huán)經(jīng)濟(jì)為驅(qū)動力的產(chǎn)業(yè)發(fā)展戰(zhàn)略,才能確保煤電鋁資源型產(chǎn)業(yè)的持續(xù)穩(wěn)定又好又快發(fā)展。最后,按照循環(huán)經(jīng)濟(jì)的理念和要求,對蒙東能源集團(tuán)“煤電鋁”產(chǎn)業(yè)鏈發(fā)展戰(zhàn)略如何實現(xiàn)綠色發(fā)展、循環(huán)發(fā)展,從準(zhǔn)確把握宏觀環(huán)境,提升煤電鋁戰(zhàn)略高度,突破產(chǎn)業(yè)鏈發(fā)展的資金瓶頸,加強人力資本建設(shè),加大技術(shù)創(chuàng)新提升產(chǎn)業(yè)融合度等方面提出了對策建議和保障措施。本文對循環(huán)經(jīng)濟(jì)理念如何促動、提升資源型產(chǎn)業(yè)發(fā)展模式和質(zhì)量進(jìn)行了一般性分析,從循環(huán)發(fā)展角度增進(jìn)了國內(nèi)對煤電鋁產(chǎn)業(yè)一體化發(fā)展的認(rèn)知,對進(jìn)入經(jīng)濟(jì)新常態(tài)下煤電鋁資源型產(chǎn)業(yè)發(fā)展具有重要的標(biāo)本意義和示范價值。
[Abstract]:This paper takes the "coal, electricity and aluminum" resource-based industry of Mendong Energy Group as the research object, and analyzes the development of the resource-based industrial chain of Mendong Energy Group from the perspective of circular economy. At present, the Mendong Energy Group has 46 million tons of coal production capacity, 1.9 million kilowatts of thermal power plants, 300000 kilowatts of wind power plants and 810000 tons of electrolytic aluminum in the Huolinhe region, and has built an independent microgrid. Formed a complete "coal electricity aluminum" industry chain. In this paper, the concept of circular economy, the development of coal, electricity and aluminum industry and other related theories are summarized, and the development process and basic situation of coal, electricity and aluminum industry of Mendong Energy Group are introduced, and the synergistic advantages of circular economy industry are summarized. And the opportunities faced by Mendong Energy Group in developing the coal, electricity, aluminum industry chain in the external environment, such as policies, markets, and so on, as well as the challenges in environmental protection, industry development, core competitiveness, etc. As well as the internal advantages and disadvantages in the coordinated development of the industrial chain and market competitiveness, independent innovation, talent, management, etc. Furthermore, it is demonstrated that the development of coal, electricity and aluminum resources industry in Mendong Energy Group should adhere to the strategic direction of green energy and circular development, highlight green development, optimize the structure of independent power grid, deepen the concept of circular economy and extend the industrial chain. The development strategy of coal, electricity and aluminum resource industry driven by circular economy is in line with the development reality of Mendong Energy Group. In the process of development, Mendong Energy Group also needs to solve the industrial upgrading and extension in time and perfect the management and control mode. Only by deepening the concept of circular economy inculcating and transmitting and optimizing the industry development strategy driven by circular economy can the sustainable stable and fast development of coal electricity aluminum resource industry be ensured. Finally, according to the concept and requirements of circular economy, how to realize green development and circular development of Mendong energy group's "coal electricity aluminum" industry chain development strategy, from accurately grasp the macro environment, improve coal electricity aluminum strategic height, The paper puts forward some countermeasures and measures to break through the bottleneck of the development of industrial chain, strengthen the construction of human capital, increase the technological innovation and promote the degree of industrial integration. This paper makes a general analysis on how to promote the concept of circular economy and improve the development mode and quality of resource-based industry, and from the perspective of circular development, it enhances the understanding of the integrated development of coal, electricity and aluminum industry in China. It has important specimen significance and demonstration value for the development of coal, electricity and aluminum resource industry under the new normal state of economy.
