【摘要】：電力產(chǎn)業(yè)是我國關(guān)乎國計(jì)民生的基礎(chǔ)性產(chǎn)業(yè)。政府監(jiān)管機(jī)構(gòu)依法實(shí)施對(duì)電力產(chǎn)業(yè)實(shí)施監(jiān)管,既關(guān)系到電力產(chǎn)業(yè)健康發(fā)展,也影響整個(gè)國民經(jīng)濟(jì)的發(fā)展。由“政監(jiān)分離”向“政監(jiān)合一”監(jiān)管模式轉(zhuǎn)變是新一輪我國能源機(jī)構(gòu)改革的一個(gè)非常重要的方向,“政策規(guī)劃+行業(yè)監(jiān)管”將成為新時(shí)期能源機(jī)構(gòu)改革的大局。在改革的進(jìn)程中,需要深入探討如何深化我國電力產(chǎn)業(yè)管制改革,使得政府與電力企業(yè)建立適應(yīng)市場化經(jīng)濟(jì)的全新關(guān)系,更好地發(fā)揮政府對(duì)電力企業(yè)的監(jiān)管作用。本文以現(xiàn)有政府監(jiān)管理論為基礎(chǔ),對(duì)我國電力產(chǎn)業(yè)“政監(jiān)合一”的結(jié)構(gòu)進(jìn)行研究。針對(duì)我國的特殊國情與能源領(lǐng)域權(quán)力分配格局,指出短期內(nèi)采用“政監(jiān)合一”結(jié)構(gòu)具有必要性及合理性,有利于我國電力體制及電力產(chǎn)業(yè)的發(fā)展。通過對(duì)歷史的梳理,論文認(rèn)為,電力監(jiān)管組織結(jié)構(gòu)必須適應(yīng)本國電力生產(chǎn)技術(shù)的水平和市場發(fā)展結(jié)構(gòu),要正視改革中面臨的歷史遺留問題與阻力；同時(shí),從對(duì)國外電力監(jiān)管結(jié)構(gòu)的分析中提煉出適用于本國行政傳統(tǒng)及國情、保證能源政策統(tǒng)一性的經(jīng)驗(yàn)借鑒,進(jìn)而提出完善我國電力監(jiān)管結(jié)構(gòu)的對(duì)策建議。論文力圖通過電力監(jiān)管結(jié)構(gòu)主體的分析辯證,探索出一條現(xiàn)階段既適合我國國情又符合市場經(jīng)濟(jì)規(guī)律的電力監(jiān)管結(jié)構(gòu)改革的發(fā)展道路。
[Abstract]:Electric power industry is the basic industry related to the national economy and people's livelihood. It is not only related to the healthy development of electric power industry, but also affects the development of the whole national economy. The transformation from "separation of administration and supervision" to "integration of administration and supervision" is a very important direction in the new round of energy organization reform in China. "Policy Planning Industry Supervision" will become the overall situation of energy organization reform in the new period. In the process of reform, it is necessary to probe into how to deepen the regulation reform of electric power industry in our country, so that the government and the electric power enterprises can establish a new relationship to adapt to the market-oriented economy, and give full play to the role of the government in supervising the electric power enterprises. Based on the existing theories of government supervision, this paper studies the structure of "integration of government and supervision" in China's electric power industry. In view of the special situation of our country and the distribution pattern of power in the field of energy, it is pointed out that it is necessary and reasonable to adopt the structure of "integration of administration and supervision" in the short term, which is beneficial to the development of electric power system and industry in China. Through combing the history, the paper thinks that the electric power supervision organization structure must adapt to the level of domestic electric power production technology and the market development structure, must face up to the historical problems and resistance in the reform, at the same time, From the analysis of foreign electric power regulatory structure, this paper abstracts the experience which is applicable to the administrative tradition and national conditions of our country and ensures the unity of energy policy, and then puts forward some countermeasures and suggestions to perfect our country's electric power regulatory structure. Through the analysis and dialectical of the main body of the electric power supervision structure, this paper tries to find a way to develop the electric power supervision structure reform which is suitable for the current situation of our country and conforms to the law of market economy.
