【摘要】：旅游是綜合性產(chǎn)業(yè),具有傳播文明、交流文化、增加就業(yè)、擴(kuò)大開(kāi)放、統(tǒng)籌城鄉(xiāng)發(fā)展、優(yōu)化產(chǎn)業(yè)結(jié)構(gòu)等作用,是推動(dòng)經(jīng)濟(jì)增長(zhǎng)的引擎。旅游業(yè)在進(jìn)行要素融合的同時(shí),與農(nóng)業(yè)、工業(yè)、第三產(chǎn)業(yè)其他行業(yè)融合發(fā)展形成了當(dāng)下最熱的鄉(xiāng)村旅游、莊園旅游、生物制酒參觀、手工藝品制作參觀、礦場(chǎng)遺址參觀、民族歌舞表演等新業(yè)態(tài),豐富了產(chǎn)品類(lèi)型,完善了旅游功能。旅游產(chǎn)業(yè)融合促進(jìn)了旅游產(chǎn)業(yè)發(fā)展,是開(kāi)發(fā)旅游產(chǎn)品、統(tǒng)籌城鄉(xiāng)發(fā)展、優(yōu)化產(chǎn)業(yè)結(jié)構(gòu)的重要手段。新平縣是旅游資源大縣,旅游產(chǎn)業(yè)發(fā)展處于初級(jí)階段,體驗(yàn)性、參與性旅游產(chǎn)品較少,旅游業(yè)與一、二、三產(chǎn)業(yè)的融合深度不夠、產(chǎn)品較少,旅游業(yè)增加值占全縣GDP的比重在1.3—4.2%間,距離占支柱產(chǎn)業(yè)5%和戰(zhàn)略性支柱8%的要求尚有相當(dāng)大的差距。如何促進(jìn)旅游產(chǎn)業(yè)融合發(fā)展,促進(jìn)旅游產(chǎn)業(yè)結(jié)構(gòu)優(yōu)化升級(jí),實(shí)現(xiàn)從旅游資源大縣到旅游經(jīng)濟(jì)強(qiáng)縣的轉(zhuǎn)變和產(chǎn)業(yè)結(jié)構(gòu)優(yōu)化是本文的研究目的。本文對(duì)旅游產(chǎn)業(yè)融合研究是從政府切入,探索政府作用、影響因素、完善旅游產(chǎn)業(yè)融合模式,將為今后政府旅游產(chǎn)業(yè)融合實(shí)踐提供理論支撐。本文通過(guò)對(duì)近幾年國(guó)內(nèi)外旅游產(chǎn)業(yè)融合發(fā)展著作、論文、期刊的研究,確定了本文的研究方向；在分析旅游產(chǎn)業(yè)融合理論、系統(tǒng)理論非均衡發(fā)展理論、產(chǎn)業(yè)結(jié)構(gòu)演變理論基礎(chǔ)上,探討了旅游產(chǎn)業(yè)融合中政府所發(fā)揮的作用、影響因子、完善了旅游產(chǎn)業(yè)融合發(fā)展模式；運(yùn)用SWOT分析法分析新平縣融合發(fā)展現(xiàn)狀,結(jié)合影響因子,分析出新平縣融合存在的問(wèn)題及原因；在旅游產(chǎn)業(yè)融合發(fā)展模式指導(dǎo)下,針對(duì)性提出新平縣旅游產(chǎn)業(yè)發(fā)展對(duì)策。
[Abstract]:Tourism is a comprehensive industry, which has the functions of spreading civilization, exchanging culture, increasing employment, expanding opening up, coordinating urban and rural development, optimizing industrial structure and so on. It is the engine to promote economic growth. At the same time, the integration of tourism elements with agriculture, industry, and other industries in the tertiary industry has resulted in the hottest rural tourism, manor tourism, bio-wine tours, handicraft production visits, mining site sites visits, and so on. National song and dance performance and other new formats, enriched the types of products, improve the tourism function. The integration of tourism industry promotes the development of tourism industry, and is an important means to develop tourism products, coordinate urban and rural development and optimize industrial structure. Xinping County is a big county with tourism resources. The development of the tourism industry is at an initial stage. There are fewer experiential and participatory tourism products. The integration of tourism with the first, second, and third industries is not deep enough, and there are fewer products. The proportion of the added value of tourism to the county's GDP is between 1.3% and 4.2%, which is far from the requirement of 5% of the pillar industry and 8% of the strategic pillar. The purpose of this paper is to promote the integration and development of tourism industry, to promote the optimization and upgrading of tourism industry structure, to realize the transformation from a large county with tourism resources to a strong county with tourism economy, and to optimize its industrial structure. In this paper, the research on tourism industry convergence is from the government, explore the role of government, influence factors, improve the tourism industry integration model, which will provide theoretical support for the future government tourism industry convergence practice. Through the research of domestic and foreign tourism industry convergence development works, papers and periodicals in recent years, this paper determines the research direction of this paper, analyzes the tourism industry convergence theory, the system theory of unbalanced development theory, On the basis of the theory of industrial structure evolution, this paper discusses the role of the government in tourism industry convergence, the influence factors, and consummates the development model of tourism industry integration, and analyzes the current situation of the integration development of Xinping County by using SWOT analysis method, combining with the influence factors. This paper analyzes the problems and causes of Xinping County's integration, and under the guidance of tourism industry integration development model, puts forward the countermeasures of Xinping county's tourism industry development.
