中節(jié)能環(huán)保裝備產(chǎn)業(yè)園發(fā)展戰(zhàn)略研究

【摘要】：產(chǎn)業(yè)園作為工業(yè)的組織形式,對相關(guān)企業(yè)或機構(gòu)進行地緣集中,由于其獨特的集聚效益、協(xié)同效應(yīng)和整合效應(yīng),在推動社會經(jīng)濟發(fā)展中發(fā)揮了重要作用。節(jié)能環(huán)保產(chǎn)業(yè)作為我國戰(zhàn)略新興性產(chǎn)業(yè)之一,調(diào)節(jié)著社會經(jīng)濟發(fā)展與資源環(huán)境壓力之間的矛盾,在國家政策驅(qū)動和市場需求共同作用之下,必將成為新的經(jīng)濟增長點。節(jié)能環(huán)保類企業(yè)因競爭與合作的需要,勢必會經(jīng)歷企業(yè)集群的過程,而主導(dǎo)該類產(chǎn)業(yè)的園區(qū)將會起到積極的推動作用。本文的研究對象為中節(jié)能環(huán)保裝備產(chǎn)業(yè)園發(fā)展戰(zhàn)略。首先,對研究背景及意義做了簡要介紹,對產(chǎn)業(yè)集聚和產(chǎn)業(yè)園區(qū)發(fā)展基本理論及實證研究成果進行了文獻綜述,為論文研究提供了理論支撐；其次,分析節(jié)能環(huán)保產(chǎn)業(yè)的發(fā)展情況,對我國節(jié)能環(huán)保產(chǎn)業(yè)的發(fā)展歷程和未來發(fā)展趨勢進行描述,著重分析了四川省、成都市的節(jié)能環(huán)保產(chǎn)業(yè)發(fā)展現(xiàn)狀,為中節(jié)能環(huán)保裝備產(chǎn)業(yè)園發(fā)展戰(zhàn)略選擇提供宏觀環(huán)境條件；第三,立足研究對象,對產(chǎn)業(yè)園基本情況進行概述,分析了若干影響產(chǎn)業(yè)園發(fā)展的重要因素,指出了產(chǎn)業(yè)園發(fā)展面臨的問題；第四,運用戰(zhàn)略管理PEST、SWOT分析法對產(chǎn)業(yè)園發(fā)展面臨的內(nèi)外部環(huán)境因素、有利和制約條件進行了剖析,進而確立了產(chǎn)業(yè)園區(qū)發(fā)展的戰(zhàn)略選擇和基本定位,提出了產(chǎn)業(yè)園的戰(zhàn)略發(fā)展目標(biāo)；第五,重點分析了園區(qū)發(fā)展戰(zhàn)略實施中的關(guān)鍵因素和難點,有針對性地提出了具體措施和相關(guān)對策建議。本文通過規(guī)范和嚴謹?shù)难芯?確立了園區(qū)發(fā)展戰(zhàn)略選擇和發(fā)展目標(biāo),發(fā)現(xiàn)并剖析了園區(qū)在發(fā)展過程中的關(guān)鍵因素和主要障礙,并提出了戰(zhàn)略實施相關(guān)策略和針對性保證措施。同時,借鑒其他園區(qū)發(fā)展經(jīng)驗并結(jié)合自身思考情況,對中節(jié)能環(huán)保裝備產(chǎn)業(yè)園的發(fā)展提出了若干創(chuàng)新建議。園區(qū)發(fā)展戰(zhàn)略研究是經(jīng)濟發(fā)展及企業(yè)管理若干理論的實際應(yīng)用,其研究成果可以為園區(qū)發(fā)展戰(zhàn)略制定和實施提供直接依據(jù),對政府產(chǎn)業(yè)規(guī)劃也具有一定參考價值,同時亦希望能夠為環(huán)保裝備制造業(yè)和其他產(chǎn)業(yè)園的發(fā)展提供借鑒和啟示。論文的不足與今后研究的側(cè)重點：一是論文對園區(qū)生態(tài)產(chǎn)業(yè)鏈的設(shè)計僅僅停留在概念設(shè)計,建議隨著企業(yè)入園的逐步推進,分析企業(yè)所屬細分行業(yè)的縱向產(chǎn)業(yè)鏈、橫向協(xié)同產(chǎn)業(yè)情況,設(shè)計出生態(tài)產(chǎn)業(yè)鏈具體的實施路徑和關(guān)鍵指標(biāo),并通過量化的績效評價體系對集群效益加以驗證,更好的指導(dǎo)園區(qū)產(chǎn)業(yè)聚集;二是本文提出的創(chuàng)新發(fā)展建議可以進一步深入研究,作為主導(dǎo)節(jié)能環(huán)保產(chǎn)業(yè)的園區(qū)運營管理者,能夠為入園企業(yè)提供怎樣的服務(wù),才能在供給側(cè)結(jié)構(gòu)性改革環(huán)境下發(fā)揮創(chuàng)新的經(jīng)濟驅(qū)動作用。
[Abstract]:As an organizational form of industry, industrial park has played an important role in promoting social and economic development because of its unique agglomeration benefit, synergistic effect and integration effect. Energy-saving and environmental protection industry, as one of the strategic emerging industries in China, adjusts the contradiction between social and economic development and the pressure of resources and environment. It will become a new economic growth point under the joint action of national policy drive and market demand. For the needs of competition and cooperation, energy-saving and environmental protection enterprises are bound to experience the process of enterprise cluster, and the park which dominates this kind of industry will play a positive role in promoting it. The research object of this paper is the development strategy of middle energy saving and environmental protection equipment industry park. First of all, the research background and significance are briefly introduced, and the basic theory and empirical research results of industrial agglomeration and industrial park development are summarized, which provides theoretical support for the research. This paper analyzes the development of energy conservation and environmental protection industry, describes the development history and future development trend of energy saving and environmental protection industry in China, and emphatically analyzes the present situation of energy saving and environmental protection industry in Sichuan Province and Chengdu. It provides macroscopical environmental conditions for the development strategy selection of medium energy saving and environmental protection equipment industry park. Thirdly, based on the research object, it summarizes the basic situation of industrial park, and analyzes some important factors that affect the development of industrial park. The problems facing the development of industrial parks are pointed out. Fourthly, the internal and external environmental factors, advantages and constraints of industrial parks are analyzed by using strategic management PEST-SWOT analysis. Then it establishes the strategic choice and basic positioning of the industrial park development, puts forward the strategic development goal of the industrial park, and analyzes the key factors and difficulties in the implementation of the industrial park development strategy. Specific measures and relevant countermeasures are put forward. Through normative and rigorous research, this paper establishes the strategic choice and development goal of the park, finds out and analyzes the key factors and main obstacles in the process of development of the park, and puts forward the relevant strategies and targeted guarantee measures for the implementation of the strategy. At the same time, based on the experience of other parks and their own thinking, this paper puts forward some innovative suggestions for the development of the industrial park of energy-saving and environmental protection equipment in China. The study of park development strategy is the practical application of several theories of economic development and enterprise management. The research results can provide direct basis for the formulation and implementation of park development strategy, and also have certain reference value for government industrial planning. At the same time, we hope to provide reference and inspiration for the development of environmental equipment manufacturing and other industrial parks. The deficiency of the thesis and the emphasis of the future research are as follows: first, the design of the ecological industrial chain of the park only stays in the concept design, and it is suggested that with the gradual advance of the enterprise entering the park, the vertical industrial chain of the subdivision industry belongs to the enterprise should be analyzed. In order to better guide the industrial agglomeration, the specific implementation path and key indicators of eco-industry chain are designed, and the cluster benefit is verified by the quantitative performance evaluation system. Second, the innovation and development suggestions put forward in this paper can be further studied. As the operation manager of the leading energy-saving and environmental protection industry, what kind of service can the park operators provide for the enterprises entering the park? Only in the supply side of the structural reform environment to play an innovative role in the economy.
