【摘要】：世界經(jīng)濟的快速發(fā)展為全球各國帶來了各種發(fā)展機遇,但同時也帶來了一些相應的不容忽視的全球性問題,如能源短缺、全球氣候變暖、環(huán)境污染等。我國建國時,便確定了資源型城市的地位。特別是煤炭資源型城市,在國家建設及經(jīng)濟發(fā)展中占有重要地位。然而,隨著無節(jié)制的開采,已經(jīng)出現(xiàn)了大批的資源枯竭現(xiàn)象。由于多數(shù)資源型城市產(chǎn)業(yè)結(jié)構(gòu)單一,大批的資源型城市無法繼續(xù)發(fā)展,導致了城市嚴重的經(jīng)濟衰退。在這樣的背景下,針對能源及氣候問題,耒陽市必須轉(zhuǎn)變以煤炭產(chǎn)業(yè)為支柱的經(jīng)濟發(fā)展模式。實現(xiàn)轉(zhuǎn)型發(fā)展是目前耒陽地區(qū)經(jīng)濟發(fā)展符合時代發(fā)展的戰(zhàn)略選擇。煤炭資源型城市的經(jīng)濟的增長方式是粗獷型增長,這種經(jīng)濟增長方式不僅會對資源造成嚴重的浪費,同樣也會造成環(huán)境污染和生態(tài)破壞。改變這種增長方式是必要的。轉(zhuǎn)變發(fā)展模式,實行可持續(xù)發(fā)展經(jīng)濟,是改變這種經(jīng)濟模式的最佳途徑。而可持續(xù)發(fā)展的前提是對煤炭資源型城市進行產(chǎn)業(yè)轉(zhuǎn)型。選擇合適的經(jīng)濟轉(zhuǎn)型途徑,是資源型城市的當務之急。本文結(jié)合當今社會發(fā)展的背景以及煤炭產(chǎn)業(yè)發(fā)展趨勢,通過具體分析未陽市煤炭產(chǎn)業(yè)的發(fā)展現(xiàn)狀及存在的問題,指出煤炭產(chǎn)業(yè)轉(zhuǎn)型是耒陽市經(jīng)濟發(fā)展的必然選擇。從利益關(guān)聯(lián),經(jīng)濟成本,健康環(huán)境,法律法規(guī)與規(guī)劃,環(huán)保技術(shù)五個方面詳細分析耒陽地區(qū)煤炭產(chǎn)業(yè)轉(zhuǎn)型發(fā)展的現(xiàn)狀及存在的問題,指出耒陽地區(qū)煤炭產(chǎn)業(yè)轉(zhuǎn)型發(fā)展的必要性,并對耒陽地區(qū)煤炭產(chǎn)業(yè)轉(zhuǎn)型發(fā)展存在問題的原因進行分析；最后提出了在耒陽市煤炭產(chǎn)業(yè)在轉(zhuǎn)型發(fā)展的過程中應該實施哪些戰(zhàn)略措施。調(diào)整產(chǎn)業(yè)結(jié)構(gòu),實現(xiàn)向第三產(chǎn)業(yè)尤其是旅游業(yè)轉(zhuǎn)型,并推進新型工業(yè)化發(fā)展的戰(zhàn)略方法,進一步實現(xiàn)未陽市經(jīng)濟的可持續(xù)發(fā)展。
[Abstract]:The rapid development of the world economy has brought a variety of development opportunities for all countries, but at the same time, it has also brought some corresponding global problems that can not be ignored, such as energy shortage, global warming, environmental pollution and so on. At the time of founding our country, the status of resource-based city was determined. In particular, coal-based cities play an important role in national construction and economic development. However, with the uncontrolled exploitation, a large number of resources have been exhausted. Due to the single industrial structure of most resource-based cities, a large number of resource-based cities can not continue to develop, leading to a serious economic recession. Against this background, Leiyang City must change its economic development model based on coal industry in view of energy and climate problems. To realize the transformation and development is the strategic choice of economic development in Leiyang area in line with the development of the times. The economic growth mode of coal resource-based cities is rough growth, which will not only cause serious waste of resources, but also cause environmental pollution and ecological damage. A change in this pattern of growth is necessary. The best way to change the economic model is to change the development model and implement the sustainable development of economy. The premise of sustainable development is the industrial transformation of coal-based cities. It is an urgent task for a resource-based city to choose the right way of economic transformation. Based on the background of the present social development and the development trend of the coal industry, this paper points out that the transformation of the coal industry is the inevitable choice of the economic development of Leiyang city through the concrete analysis of the present situation and the existing problems of the coal industry in Weiyang city. This paper analyzes in detail the present situation and existing problems of the transformation and development of coal industry in Leiyang area from five aspects of interest correlation, economic cost, healthy environment, laws, regulations and planning, and environmental protection technology, and points out the necessity of the transformation and development of coal industry in Leiyang area. The causes of the problems in the transformation and development of the coal industry in Leiyang area are analyzed, and the strategic measures which should be implemented in the process of the transformation and development of the coal industry in Leiyang are put forward. To adjust the industrial structure, to realize the transformation to the tertiary industry, especially to the tourism industry, and to promote the strategic method of the new industrialization development, and to further realize the sustainable development of the economy of Wuyang city.
