【摘要】：以蘇北S縣Y鎮(zhèn)花木產(chǎn)業(yè)發(fā)展為例,考察了花木產(chǎn)業(yè)從萌芽、確立并發(fā)展、繁榮及轉(zhuǎn)型的整體過程,分析了產(chǎn)業(yè)發(fā)展過程中基層政府與農(nóng)民的行為及其互動(dòng)關(guān)系。研究發(fā)現(xiàn)花木產(chǎn)業(yè)的發(fā)展得益于農(nóng)民自下而上的探索與基層政府自上而下的推進(jìn);在花木產(chǎn)業(yè)發(fā)展過程中,農(nóng)民遵循"生計(jì)型"行為邏輯,政府遵循"政績型"行為邏輯。盡管行為邏輯不同,卻圍繞產(chǎn)業(yè)發(fā)展形成了利益共同體,而這恰是推動(dòng)產(chǎn)業(yè)持續(xù)發(fā)展的基礎(chǔ)和動(dòng)力。據(jù)此,政府在培育和發(fā)展地方產(chǎn)業(yè)時(shí),要注意尋求發(fā)展主體的利益結(jié)合點(diǎn),并遵循發(fā)展周期,做出不同的發(fā)展策略,這對于產(chǎn)業(yè)的長期可持續(xù)發(fā)展具有重要意義。
[Abstract]:Taking the development of flower and wood industry in Y town of S county in northern Jiangsu as an example, the whole process of flower and tree industry from germination, establishment and development, prosperity and transformation was investigated, and the behavior and interaction between grass-roots government and farmers in the process of industrial development were analyzed. It is found that the development of flower and tree industry benefits from the bottom-up exploration of farmers and the promotion of grass-roots government from top to bottom, and in the process of flower and tree industry development, farmers follow the logic of "livelihood type" behavior, and the government follows "political achievement type" behavior logic. Although the behavioral logic is different, it forms a community of interests around the development of industry, which is the basis and motive force to promote the sustainable development of industry. Therefore, when cultivating and developing local industries, the government should pay attention to seeking the interests of the main body of development, follow the development cycle, and make different development strategies, which is of great significance for the long-term sustainable development of industries.
