【摘要】：生態(tài)農(nóng)業(yè)產(chǎn)業(yè)集群是生態(tài)農(nóng)業(yè)未來(lái)的發(fā)展趨勢(shì),更是現(xiàn)代農(nóng)業(yè)發(fā)展的重要組織形式。福建省是中國(guó)“生態(tài)省”的建設(shè)示范地,發(fā)展生態(tài)農(nóng)業(yè)是福建省的重要產(chǎn)業(yè)布局。但當(dāng)前福建省生態(tài)農(nóng)業(yè)發(fā)展過(guò)程中遇到諸如傳統(tǒng)模式效益低下、區(qū)域生態(tài)農(nóng)業(yè)發(fā)展驅(qū)動(dòng)力不足、社會(huì)認(rèn)知與參與度缺乏、政府政策扶持力度不足等瓶頸,成為阻礙生態(tài)農(nóng)業(yè)發(fā)展的主要難題�，F(xiàn)實(shí)情況迫切要求我省尋求一條發(fā)展生態(tài)農(nóng)業(yè)的新途徑。通過(guò)歸納分析生態(tài)農(nóng)業(yè)產(chǎn)業(yè)集群的基本特征及其作用,并借助產(chǎn)業(yè)集群理論、協(xié)同動(dòng)力機(jī)制模型闡述了福建可以發(fā)展生態(tài)農(nóng)業(yè)產(chǎn)業(yè)集群的機(jī)理。通過(guò)分析福建省農(nóng)業(yè)發(fā)展現(xiàn)狀,發(fā)展條件,并結(jié)合實(shí)證數(shù)據(jù)、競(jìng)合博弈機(jī)制等分析福建發(fā)展生態(tài)農(nóng)業(yè)產(chǎn)業(yè)集群的動(dòng)力機(jī)制。此外,結(jié)合調(diào)研案例,從實(shí)證角度分析福建省部分地區(qū)已經(jīng)逐步具備形成生態(tài)農(nóng)業(yè)產(chǎn)業(yè)集群的發(fā)展雛形,并嘗試進(jìn)一步從制度創(chuàng)新等展開(kāi)分析,得出福建省發(fā)展生態(tài)農(nóng)業(yè)產(chǎn)業(yè)集群是可行的且適應(yīng)生態(tài)農(nóng)業(yè)發(fā)展規(guī)律。不同國(guó)家或者地區(qū)在發(fā)展生態(tài)農(nóng)業(yè)方面已經(jīng)做出了很多努力,并且積累了豐富的經(jīng)驗(yàn),盡管針對(duì)生態(tài)農(nóng)業(yè)產(chǎn)業(yè)集群組織形式的探討較為有限,但綜合相關(guān)文獻(xiàn)分析均可為福建省提供了可借鑒的經(jīng)驗(yàn)。結(jié)合文獻(xiàn)綜述以及上述分析,認(rèn)為福建省政府應(yīng)適當(dāng)調(diào)整產(chǎn)業(yè)發(fā)展政策,結(jié)合福建省情,發(fā)展生態(tài)農(nóng)業(yè)產(chǎn)業(yè)集群,具體可以從以下幾個(gè)方面進(jìn)行改進(jìn)和努力：根據(jù)區(qū)域特點(diǎn),在選擇主導(dǎo)產(chǎn)業(yè)的基礎(chǔ)上,合理布局,統(tǒng)籌規(guī)劃；發(fā)展硬件技術(shù)條件的同時(shí)注重軟環(huán)境的培養(yǎng)、加強(qiáng)和完善與生態(tài)農(nóng)業(yè)集群相關(guān)的政策法規(guī)與制度建設(shè)；對(duì)生態(tài)農(nóng)業(yè)產(chǎn)業(yè)集群的各個(gè)參與主體進(jìn)行環(huán)保教育以及培育其生態(tài)經(jīng)營(yíng)意識(shí)；注重培育規(guī)模適度的生態(tài)農(nóng)業(yè)龍頭企業(yè),有意識(shí)地加強(qiáng)農(nóng)戶(hù)合作組織建設(shè)：抓好生態(tài)農(nóng)產(chǎn)品質(zhì)量和品牌建設(shè)；積極引導(dǎo)社會(huì)大眾增強(qiáng)對(duì)生態(tài)農(nóng)產(chǎn)品的認(rèn)可度。
[Abstract]:Eco-agricultural industrial cluster is the development trend of eco-agriculture in the future, and it is also an important organizational form of modern agricultural development. Fujian Province is the demonstration land for the construction of "ecological province" in China. The development of ecological agriculture is an important industrial layout in Fujian Province. However, in the process of development of ecological agriculture in Fujian Province, such as low efficiency of traditional mode, insufficient driving force of regional ecological agriculture development, lack of social cognition and participation, are encountered in the development process of ecological agriculture in Fujian Province. Bottlenecks such as insufficient government policy support, It is urgent to seek a new way to develop ecological agriculture in our province. By summarizing and analyzing the basic characteristics and functions of ecological agricultural industrial cluster, and with the help of industrial cluster theory, This paper expounds the mechanism that Fujian can develop eco-agricultural industrial cluster by using the synergetic dynamic mechanism model. By analyzing the present situation and conditions of agricultural development in Fujian Province, and combining with the empirical data, In addition, combining with the investigation cases, the paper analyzes that some areas of Fujian Province have gradually formed the embryonic form of eco-agricultural industrial cluster from the perspective of empirical analysis. From the further analysis of system innovation, it is concluded that the development of eco-agricultural industrial cluster in Fujian Province is feasible and adapted to the law of eco-agriculture development. Many efforts have been made in developing eco-agriculture in different countries or regions. And has accumulated the rich experience, although the discussion regarding the ecological agriculture industrial cluster organization form is relatively limited, but synthesizes the related literature analysis has provided the experience which the Fujian Province may draw lessons from, unifies the literature summary and the above analysis, The author thinks that the Fujian provincial government should adjust the policy of industrial development properly, combine the situation of Fujian Province, develop the ecological agricultural industry cluster, can carry on the improvement and the effort from the following several aspects concretely: according to the regional characteristic, on the basis of choosing the leading industry, Reasonable layout, overall planning, development of hardware technical conditions, at the same time pay attention to the cultivation of soft environment, strengthen and improve the ecological agricultural cluster related policies and regulations and system construction; The environmental protection education and ecological management consciousness should be carried out for all the participants in the ecological agricultural industrial cluster, and the leading enterprises in ecological agriculture should be cultivated on a moderate scale. It is necessary to strengthen the cooperative organization construction of peasant households consciously: to do a good job in the quality and brand construction of ecological agricultural products and to actively guide the public to strengthen the recognition of ecological agricultural products.
