【摘要】：作為我國21世紀糧食增產(chǎn)以及糧食供給能力潛力最大的地區(qū),黑龍江省委、省政府制定的《黑龍江省千億斤糧食生產(chǎn)能力工程建設規(guī)劃(2009-2020年)》提出到2015年全省糧食生產(chǎn)能力達到1100億斤以上,成為我國千億斤糧食生產(chǎn)大省。五常市作為黑龍江省水稻主產(chǎn)區(qū)、重要的優(yōu)質(zhì)米生產(chǎn)基地,因此,黑龍江省要想盡快實現(xiàn)規(guī)劃目標就需要大力發(fā)展五常市的水稻產(chǎn)業(yè),這不僅是落實省委、省政府關于千億斤糧食產(chǎn)能工程戰(zhàn)略部署的重要舉措,而且是貫徹黨中央關于糧食問題的指示。近幾年來,五常市在農(nóng)業(yè)產(chǎn)業(yè)生產(chǎn)、區(qū)域化布局、產(chǎn)業(yè)結構調(diào)整、龍頭企業(yè)培育和農(nóng)產(chǎn)品品牌建設、市場開拓等各個方面,均取得了顯著成效,這些均為水稻產(chǎn)業(yè)的發(fā)展及戰(zhàn)略聯(lián)盟的構建提供了前提條件,為實現(xiàn)規(guī)劃目標奠定了堅實的基礎。本文以五常市水稻產(chǎn)業(yè)為研究重點,運用文獻研究與歸納演繹法、系統(tǒng)分析法等方法,提出構建五常市水稻產(chǎn)業(yè)戰(zhàn)略聯(lián)盟的構想,為實現(xiàn)《黑龍江省千億斤糧食生產(chǎn)能力工程建設規(guī)劃(2009-2020年)》這一目標努力。本文首先對水稻產(chǎn)業(yè)和戰(zhàn)略聯(lián)盟的基本概念和基本理論進行了闡述,然后在分析五常市水稻產(chǎn)業(yè)現(xiàn)狀的基礎上,找出了其在現(xiàn)階段發(fā)展過程中存在的一些問題,如種植水稻品種繁多、生產(chǎn)收貯不規(guī)范、稻米加工企業(yè)多而不強等。從問題出發(fā),分析了五常市水稻產(chǎn)業(yè)構建的必要性,為戰(zhàn)略聯(lián)盟的構建方向提供依據(jù)。本文接著從戰(zhàn)略聯(lián)盟構建的目標和指導思想入手,依據(jù)戰(zhàn)略聯(lián)盟構建的基本原則和構建步驟,確定了五常市水稻產(chǎn)業(yè)戰(zhàn)略聯(lián)盟的構建模式,進而提出促進五常市水稻產(chǎn)業(yè)戰(zhàn)略聯(lián)盟構建的保障措施。本文最后總結出保障五常市水稻產(chǎn)業(yè)戰(zhàn)略聯(lián)盟構建的保障措施,具體包括:開展專業(yè)的指導和培訓、組織高效的溝通聯(lián)系網(wǎng)絡,完善的風險防范和共擔機制,強化政府部門的各項政策扶持,提高政府的聯(lián)盟管理水平,構建有序的聯(lián)盟組織管理體系,加大金融機構信貸優(yōu)惠力度以及完善和健全相關法律及法規(guī)。五常市水稻產(chǎn)業(yè)戰(zhàn)略聯(lián)盟的發(fā)展尚還處于初級階段,實例極少,所以受到外部環(huán)境及自身條件的制約,進一步參與市場競爭的能力還比較弱,但是其發(fā)展勢頭良好,發(fā)展前景廣闊。
[Abstract]:As the region with the greatest potential for increasing grain production and grain supply capacity in the 21st century in China, the Heilongjiang Provincial Party Committee, The provincial government formulated the "Construction Plan of Heilongjiang Province's 100 billion catties of Grain production capacity 2009-2020", which proposes that the province's grain production capacity will reach more than 110 billion jin by 2015. Wuchang City, as the main rice production area in Heilongjiang Province, is an important base for high-quality rice production. Therefore, if Heilongjiang Province wants to achieve the planning goal as soon as possible, it needs to vigorously develop the rice industry in Wuchang City. This is not only an important measure to implement the strategic deployment of the provincial party committee and the provincial government on the grain production capacity project of 100 billion catties, but also to implement the CPC Central Committee's directive on the grain issue. In recent years, Wuchang City has been producing agricultural industries in a regionalized manner. The adjustment of industrial structure, the cultivation of leading enterprises and the brand construction of agricultural products, and the development of the market have achieved remarkable results. All these have provided a prerequisite for the development of the rice industry and the construction of strategic alliances. This paper takes the rice industry of Wuchang city as the research focus, applies the methods of literature research and inductive deduction, system analysis and so on, and puts forward the conception of constructing the strategic alliance of rice industry in Wuchang city. In order to realize this goal, the basic concept and basic theory of rice industry and strategic alliance are expounded in this paper. Then, on the basis of analyzing the present situation of rice industry in Wuchang City, we find out some problems existing in the development process of Wuchang City, such as the variety of rice planted, the non-standard production and storage, the large number of rice processing enterprises, and so on. This paper analyzes the necessity of rice industry construction in Wuchang city, and provides the basis for the direction of strategic alliance construction. Then, this paper starts with the goal and guiding ideology of strategic alliance construction, according to the basic principles and steps of strategic alliance construction. This paper determines the pattern of constructing strategic alliance of rice industry in Wuchang city, and then puts forward the safeguard measures to promote the construction of strategic alliance of rice industry in Wuchang city. Finally, the paper summarizes the safeguard measures to guarantee the construction of strategic alliance of rice industry in Wuchang city. Specific include: carrying out professional guidance and training, organizing efficient communication and contact network, perfecting risk prevention and sharing mechanism, strengthening the policy support of government departments, improving the level of government alliance management, The development of Wuchang rice industry strategic alliance is still in its initial stage, with few examples, such as building up an orderly alliance organization management system, increasing the credit preference of financial institutions, and perfecting and perfecting the relevant laws and regulations. So the ability to participate in the market competition is weak due to the external environment and its own conditions, but its development momentum is good and the development prospect is broad.
