全球價(jià)值鏈視角下中國(guó)通信設(shè)備制造業(yè)產(chǎn)業(yè)升級(jí)研究

【摘要】:隨著科學(xué)技術(shù)的不斷進(jìn)步和經(jīng)濟(jì)全球化的深入,一種產(chǎn)品的生產(chǎn)也越來(lái)越多的表現(xiàn)出全球化的特點(diǎn)。從產(chǎn)業(yè)間分工到產(chǎn)業(yè)內(nèi)分工再到產(chǎn)品內(nèi)分工,國(guó)際分工的形式也在發(fā)生著巨大的變化。以前一項(xiàng)產(chǎn)品,從研發(fā),生產(chǎn)到銷售等環(huán)節(jié),由一個(gè)國(guó)家的一家企業(yè)就可以完成,而現(xiàn)在這些環(huán)節(jié)卻大多由分布于不同國(guó)家和地區(qū)的不同企業(yè)共同合作完成,并且形成了產(chǎn)品內(nèi)部的縱向分工形式,這種分工形式被稱為全球價(jià)值鏈。各個(gè)國(guó)家的企業(yè)通過(guò)眾多的全球價(jià)值鏈互相聯(lián)結(jié)起來(lái),并協(xié)同上下游產(chǎn)業(yè)將不同的全球價(jià)值鏈連接起來(lái)共同組成了新的全球經(jīng)濟(jì)體系。 通信設(shè)備制造業(yè)是我國(guó)國(guó)民經(jīng)濟(jì)具有先導(dǎo)性的高科技產(chǎn)業(yè),對(duì)帶動(dòng)國(guó)民經(jīng)濟(jì)的發(fā)展具有重大的意義。隨著我國(guó)改革開(kāi)放30多年來(lái)的高速發(fā)展,我國(guó)通信設(shè)備制造業(yè)憑借自身優(yōu)勢(shì)已經(jīng)充分融入到全球價(jià)值鏈中,一大批優(yōu)秀企業(yè)開(kāi)始走出國(guó)門,參與國(guó)際競(jìng)爭(zhēng)。為了對(duì)我國(guó)通信設(shè)備制造業(yè)有更清晰的認(rèn)識(shí),我們有必要分析產(chǎn)業(yè)在全球價(jià)值鏈中的真實(shí)地位,回顧其30多年發(fā)展的經(jīng)驗(yàn)和教訓(xùn),并且在愈加復(fù)雜的國(guó)際產(chǎn)業(yè)環(huán)境中找出適合我國(guó)通信設(shè)備制造業(yè)升級(jí)的道路。 本文在國(guó)內(nèi)外學(xué)者對(duì)全球價(jià)值鏈理論研究的基礎(chǔ)上,主要運(yùn)用了規(guī)范分析與實(shí)證分析相結(jié)合的方法,詳細(xì)分析了我國(guó)通信設(shè)備制造業(yè)發(fā)展的現(xiàn)狀,深入研究其全球價(jià)值鏈機(jī)理,研究探討時(shí)代背景下產(chǎn)業(yè)的發(fā)展前景,從而提出適合我國(guó)通信設(shè)備制造業(yè)升級(jí)的對(duì)策建議。 本文的具體研究?jī)?nèi)容有:首先對(duì)通信設(shè)備制造業(yè)全球價(jià)值鏈結(jié)構(gòu)、產(chǎn)業(yè)特征和重心變遷進(jìn)行了分析,然后通過(guò)行業(yè)貿(mào)易集中度等指標(biāo)分析我國(guó)通信設(shè)備制造業(yè)在國(guó)際貿(mào)易中的空間分布;隨后參照GrubelLloyd等(1975)的研究方法,結(jié)合UNCOMTRADE數(shù)據(jù)庫(kù)對(duì)我國(guó)通信設(shè)備制造業(yè)的GL指數(shù)進(jìn)行了測(cè)算;最后借助Rodrik (2006)提出的出口技術(shù)復(fù)雜度概念,對(duì)我國(guó)通信設(shè)備制造業(yè)出口技術(shù)復(fù)雜度指標(biāo)進(jìn)行了測(cè)度。 測(cè)算結(jié)果表明,最近十年間我國(guó)通信設(shè)備制造業(yè)對(duì)外貿(mào)易額有很大程度的增長(zhǎng),但貿(mào)易不平衡狀況非常嚴(yán)重,貿(mào)易順差的增長(zhǎng)幅度巨大,另外貿(mào)易的國(guó)別集中程度呈現(xiàn)出集中的趨勢(shì),使得行業(yè)受進(jìn)出口來(lái)源國(guó)的貿(mào)易波動(dòng)影響較大;從全球價(jià)值鏈的參與程度來(lái)看,我國(guó)通信設(shè)備制造業(yè)產(chǎn)業(yè)內(nèi)貿(mào)易水平有了大幅提高,商品貿(mào)易增加額中超過(guò)半數(shù)的份額是以產(chǎn)品內(nèi)貿(mào)易形式進(jìn)行的,全球價(jià)值鏈參與程度呈現(xiàn)逐年上升趨勢(shì);而我國(guó)通信設(shè)備制造業(yè)的出口技術(shù)復(fù)雜度與世界上最發(fā)達(dá)經(jīng)濟(jì)體出口商品結(jié)構(gòu)的相似度已非常之高。產(chǎn)業(yè)正在不斷向全球價(jià)值鏈高端邁進(jìn),國(guó)際競(jìng)爭(zhēng)力顯著增強(qiáng)。最后,根據(jù)結(jié)論提出政策建議。 本文的創(chuàng)新點(diǎn)主要有:首先,研究對(duì)象選取的創(chuàng)新;本文選取了通信設(shè)備制造業(yè)這樣一個(gè)HS四位數(shù)的產(chǎn)業(yè),在全球價(jià)值鏈的視角下,結(jié)合產(chǎn)業(yè)組織學(xué)、國(guó)際貿(mào)易相關(guān)理論以及廣泛細(xì)致的行業(yè)研究,對(duì)產(chǎn)業(yè)進(jìn)行了全面細(xì)致的測(cè)度及分析,從而更加針對(duì)性地給出升級(jí)路徑和政策建議。其次,本文著重關(guān)注了產(chǎn)業(yè)的前沿趨勢(shì),立足當(dāng)前國(guó)際環(huán)境并結(jié)合國(guó)家最新的產(chǎn)業(yè)政策提出產(chǎn)業(yè)升級(jí)路徑,使文章更具有時(shí)效性、針對(duì)性以及現(xiàn)實(shí)意義。
[Abstract]:With the continuous progress of science and technology and economic globalization, showing a product more and more the characteristics of globalization. From the inter industry division of labor to the division of labor to product the intra industry division, the international division of labor in the form of a huge change. Before a product, from R & D, production and sales other sectors, by an enterprise of a country can be completed, and now these links are mostly distributed by cooperation of different enterprises in different countries and regions, and the formation of the vertical division of labor in the form of internal product, this division form is called the global value chain. Each country's enterprises connected by each other many of the global value chain, and collaborative downstream industries on different global value chain are connected together to form a new global economic system.
Communication equipment manufacturing industry is a high-tech industry of China's national economy have the initiative, is of great significance to promote the development of the national economy. With the rapid development of China's reform and opening up 30 years, China's telecommunications equipment manufacturing industry by virtue of their own advantages have been fully integrated into the global value chain, a large number of outstanding enterprises began to go abroad and participate in international competition. In order to have a clearer understanding of China's telecommunications equipment manufacturing industry, it is necessary for us to analyze the real status of the industry in the global value chain, recalling its 30 years of development experience and lessons, and find out for China's telecommunications equipment manufacturing industry upgrading path in the international industrial environment increasingly complex.
Based on the domestic and foreign scholars on the basis of the theory of global value chain research, mainly uses the method of normative analysis and empirical analysis, detailed analysis of the current situation of the development of Chinese communication equipment manufacturing industry, in-depth study of the mechanism of global value chain, study the development prospects of the industry background, and puts forward some countermeasures and suggestions for China's telecommunications equipment manufacturing industry upgrading.
The specific research contents of this paper are: firstly, communication equipment manufacturing industry in the global value chain structure, industry characteristics and the center of gravity changes were analyzed, and then through the trade concentration analysis of China's telecommunications equipment manufacturing industry index in international trade distribution; followed by GrubelLloyd (1975) research methods, combined with the UNCOMTRADE database to calculate the communication equipment manufacturing industry in China GL index; finally using the Rodrik (2006) put forward the concept of the complexity of technology export, China's telecommunications equipment manufacturing industry export technical complexity index for the measure.
The results show that the last ten years in foreign trade growth to a large extent of Chinese communication equipment manufacturing, but the trade imbalance is very serious, the growth rate of the huge trade surplus, and trade of the country concentration shows a central tendency, making the industry affected by fluctuations in import and export trade from the Perspective of the country of origin; participation in the global value chain and industry trade level of China's telecommunications equipment manufacturing has greatly improved, more than half of the increase in commodity trade share is the intra product trade form, the degree of participation in the global value chain shows a rising trend year by year; and China's telecommunications equipment manufacturing industry in the export of technology complexity and similarity the world's most developed economies export commodity structure has been very high. The industry is constantly moving to the global value chain, international competitiveness significantly enhanced after most. Put forward policy suggestions according to the conclusion.
The main innovations of this paper are: first, innovation of the research object selected; the communication equipment manufacturing such a HS four digit industry in the global value chain perspective, combining the theory of industrial organization, the international trade theories and extensive industry research, the industry for the measurement and analysis of comprehensive and detailed thus, more gives the upgrade path and policy suggestions. Secondly, this paper focuses on the development trend of the industry, based on the current international environment and combined with the national industrial policy presented the latest industrial upgrading path, to make the article more timeliness, pertinence and practical significance.
