【摘要】：本文以湖北省體育產(chǎn)業(yè)政策為研究對象,采用文獻資料法、比較分析法、專家訪談法等研究方法,通過分析中央和湖北省的體育產(chǎn)業(yè)發(fā)展現(xiàn)狀,深入研究湖北省體育產(chǎn)業(yè)政策發(fā)展歷程現(xiàn)狀、制定和執(zhí)行過程中存在的問題,總結(jié)學(xué)習(xí)國內(nèi)外體育產(chǎn)業(yè)政策發(fā)展的成功經(jīng)驗,提出發(fā)展湖北省體育產(chǎn)業(yè)政策的思路。分析得出:1、湖北省體育產(chǎn)業(yè)政策歷經(jīng)三個階段。萌芽階段體育發(fā)展側(cè)重于公益效益,并作為體育事業(yè)發(fā)展的補充而存在;初步形成階段體育產(chǎn)業(yè)政策不斷深化細致,逐步成為一種獨立的政策形式;快速發(fā)展階段,以“體育場館運營”“體育市場”“深化改革”等主題出臺了政策和文件,產(chǎn)業(yè)政策不斷完善。2、通過對湖北省體育產(chǎn)業(yè)政策文本的分析研究,制定政策的過程中存在問題:(1)政策涉及主體較多,部門間缺少協(xié)作;(2)未制定體育產(chǎn)業(yè)結(jié)構(gòu)政策,產(chǎn)業(yè)發(fā)展失衡;(3)體育產(chǎn)業(yè)政策出臺晚,內(nèi)容不健全;(4)缺少促進體育產(chǎn)業(yè)發(fā)展優(yōu)惠政策,區(qū)域發(fā)展失調(diào);(5)缺乏體育產(chǎn)業(yè)人才政策,后備人才隊伍不足。執(zhí)行政策過程中的問題:(1)現(xiàn)有體育產(chǎn)業(yè)政策執(zhí)行不到位;(2)相關(guān)主體部門職能缺位;(3)體育產(chǎn)業(yè)政策監(jiān)督機制不完善;(4)相關(guān)配套政策出臺不及時。3、通過借鑒學(xué)習(xí)國內(nèi)外體育產(chǎn)業(yè)政策發(fā)展的成功經(jīng)驗,結(jié)合湖北省發(fā)展現(xiàn)狀,制定出一套促進體育產(chǎn)業(yè)發(fā)展的新思路:(1)政府重視體育產(chǎn)業(yè)發(fā)展,深化管理體制改革,制定體育產(chǎn)業(yè)規(guī)劃政策,創(chuàng)建良好的政策環(huán)境,完善體育產(chǎn)業(yè)政策法規(guī)制度;(2)建立引導(dǎo)體育消費,發(fā)展體育市場的政策,制定培育市場主體和豐富市場供給內(nèi)容的政策;(3)加快出臺完善湖北省體育產(chǎn)業(yè)基地建設(shè)的政策;(4)建立湖北省體育產(chǎn)業(yè)引導(dǎo)資金專項制度;(5)建立督促現(xiàn)有政策落實到位的監(jiān)督機制;(6)完善湖北省體育產(chǎn)業(yè)人才政策,加強體育產(chǎn)業(yè)后備人才隊伍建設(shè)。
[Abstract]:This article takes Hubei Province sports industry policy as the research object, adopts the literature material method, the comparative analysis method, the expert interview method and so on research method, through the analysis central and Hubei Province sports industry development present situation, This paper deeply studies the present situation of the development of sports industry policy in Hubei Province, the problems existing in the process of formulation and implementation, and summarizes the successful experience of the development of sports industry policy at home and abroad. The author puts forward the idea of developing the sports industry policy of Hubei Province. The analysis shows that the sports industry policy of Hubei Province goes through three stages. The sports development in the budding stage emphasizes on the public benefit and exists as a supplement to the development of the sports cause. In the initial stage of formation, the sports industry policy has been deepened and meticulous, gradually becoming an independent policy form, and in the rapid development stage, the policies and documents have been issued under the themes of "sports stadiums operation," "sports market", "deepening reform", and so on. Through the analysis and research on the text of sports industry policy in Hubei Province, there are many problems in the process of making the policy. The policy involves more subjects, and the lack of cooperation among the departments. (2) the sports industry structure policy has not been formulated. The development of sports industry is out of balance. 3) the sports industry policy is late, the content is not perfect. 4) lack of preferential policy to promote the development of sports industry, and 5) lack of sports industry talent policy. The problem in the process of carrying out the policy is: 1) the current sports industry policy is not implemented in place 2) the relevant main body department function is absent 3) the sports industry policy supervision mechanism is not perfect 4) relevant supporting policies are not issued in time. By learning from the successful experience of the development of sports industry policy at home and abroad, According to the present situation of Hubei province, a new train of thought to promote the development of sports industry is drawn up. The government attaches importance to the development of sports industry, deepens the reform of management system, formulates the planning policy of sports industry, and creates a good policy environment. Perfecting the policies and regulations of Sports Industry and establishing policies to guide Sports consumption and develop Sports Market, Make the policy of cultivating the main body of the market and enriching the content of the market supply 3) accelerate the introduction of the policy of perfecting the construction of the sports industry base in Hubei Province (4) establish the special system of guiding funds for the sports industry in Hubei Province (5) establish and supervise the implementation of the existing policies. The supervision mechanism in place is to improve the sports industry talent policy in Hubei Province, Strengthen the construction of sports industry reserve talent team.
