【摘要】：正環(huán)境污染責任保險是以企業(yè)發(fā)生污染事故對第三者造成的損害依法應承擔賠償責任為標的的保險。近年來,隨著我國經(jīng)濟快速發(fā)展,環(huán)境污染事故頻發(fā)、環(huán)境污染問題日益突顯。不少地方在發(fā)生環(huán)境污染事故后,受害者得不到及時合理賠償,引發(fā)了很多社會矛盾,成為社會不穩(wěn)定的因素之一。環(huán)境污染責任保險,通過利用保險工具參與環(huán)境污染事故善后處理,有效地減輕因污染帶來的負面影響,有利于解決環(huán)境污染糾紛、緩解社會矛盾、促進企業(yè)與社會平穩(wěn)發(fā)展,推動建立環(huán)境管理社會化長效機制。
[Abstract]:The positive environmental pollution liability insurance is based on the liability for compensation for the damage caused by the pollution accident to the third party. In recent years, with the rapid development of economy in China, environmental pollution accidents occur frequently, and the problem of environmental pollution is becoming more and more prominent. In many places, after the environmental pollution accident, the victims can not get timely and reasonable compensation, which leads to many social contradictions and becomes one of the factors of social instability. Environmental pollution liability insurance, by using insurance tools to participate in the aftertreatment of environmental pollution accidents, can effectively reduce the negative effects caused by pollution, help to solve environmental pollution disputes, alleviate social contradictions, promote the steady development of enterprises and society, and promote the establishment of a long-term mechanism for the socialization of environmental management.
