【摘要】：建立農(nóng)業(yè)巨災(zāi)風(fēng)險(xiǎn)分散機(jī)制意義深遠(yuǎn)。農(nóng)業(yè)巨災(zāi)損失一旦發(fā)生,往往吞噬農(nóng)業(yè)保險(xiǎn)公司的所有準(zhǔn)備金和資本金,嚴(yán)重沖擊農(nóng)業(yè)保險(xiǎn)公司的財(cái)務(wù)穩(wěn)定,制約著農(nóng)業(yè)保險(xiǎn)的可持續(xù)發(fā)展。十七大三中全會(huì)通過的《中共中央關(guān)于推進(jìn)農(nóng)村改革發(fā)展若干重大問題的決定》明確提出"發(fā)展農(nóng)村保險(xiǎn)事業(yè),健全政策性農(nóng)業(yè)保險(xiǎn)制度,加快建立農(nóng)業(yè)再保險(xiǎn)和巨災(zāi)風(fēng)險(xiǎn)分散機(jī)制",意味著業(yè)內(nèi)和社會(huì)長(zhǎng)期關(guān)注的農(nóng)業(yè)保險(xiǎn)巨災(zāi)風(fēng)險(xiǎn)分散機(jī)制取得重要突破。
[Abstract]:It is of far-reaching significance to establish a decentralized mechanism of agricultural catastrophe risk. Once the loss of agricultural catastrophe occurs, it often devours all the reserves and capital of agricultural insurance companies, which seriously affects the financial stability of agricultural insurance companies and restricts the sustainable development of agricultural insurance. The decision of the CPC Central Committee on promoting Rural Reform and Development, adopted by the third Plenary session of the 17th CPC National Congress, clearly put forward that "developing rural insurance, perfecting policy-oriented agricultural insurance system, and speeding up the establishment of agricultural reinsurance and catastrophe risk dispersion mechanism" means that the agricultural insurance catastrophe risk dispersion mechanism, which has long been concerned by the industry and society, has made an important breakthrough.
