【摘要】：內(nèi)蒙古是我國新農(nóng)保制度模式先行試點(diǎn)地區(qū)之一的省份,從2013年開始,內(nèi)蒙古已基本實(shí)現(xiàn)新農(nóng)保在自治區(qū)內(nèi)的全覆蓋。但是,新農(nóng)保制度在內(nèi)蒙古的推行過程中,運(yùn)行績效水平還需改進(jìn)。 本文在對(duì)內(nèi)蒙古新型農(nóng)村養(yǎng)老保險(xiǎn)制度發(fā)展現(xiàn)狀進(jìn)行研究的基礎(chǔ)上,找出目前內(nèi)蒙古新型農(nóng)村養(yǎng)老保險(xiǎn)制度運(yùn)行所存在的問題,通過內(nèi)蒙古新型農(nóng)村養(yǎng)老保險(xiǎn)制度運(yùn)行績效評(píng)價(jià)體系,并利用可拓評(píng)價(jià)理論對(duì)內(nèi)蒙古新型農(nóng)村養(yǎng)老保險(xiǎn)制度運(yùn)行績效進(jìn)行多級(jí)可拓綜合評(píng)價(jià),基于評(píng)價(jià)模型的結(jié)果,提出提升內(nèi)蒙古新型農(nóng)村養(yǎng)老保險(xiǎn)制度運(yùn)行績效的對(duì)策研究。本文的主要研究內(nèi)容包括以下幾個(gè)部分： (1)對(duì)相關(guān)理論基礎(chǔ)進(jìn)行綜述。對(duì)論文所涉及到的概念進(jìn)行界定,從社會(huì)學(xué)、經(jīng)濟(jì)學(xué)及管理學(xué)角度分析了新型農(nóng)村社會(huì)養(yǎng)老保險(xiǎn)的理論基礎(chǔ),對(duì)新型農(nóng)村養(yǎng)老保險(xiǎn)制度運(yùn)行績效評(píng)價(jià)的主體與原則進(jìn)行了明晰。 (2)分析內(nèi)蒙古新型農(nóng)村養(yǎng)老保險(xiǎn)制度運(yùn)行現(xiàn)狀。通過對(duì)內(nèi)蒙古農(nóng)村新型社會(huì)養(yǎng)老保險(xiǎn)現(xiàn)狀分析,挖掘內(nèi)蒙古新型農(nóng)村養(yǎng)老保險(xiǎn)存在的問題,探析了建立、健全內(nèi)蒙古新型農(nóng)村養(yǎng)老保險(xiǎn)的必要性,從中找出健全新型農(nóng)村養(yǎng)老保險(xiǎn)制度中的難點(diǎn)問題,為內(nèi)蒙古新型農(nóng)村養(yǎng)老保險(xiǎn)制度運(yùn)行狀況的指標(biāo)體系的建立提供理論支持。 (3)構(gòu)建內(nèi)蒙古新型農(nóng)村養(yǎng)老保險(xiǎn)制度績效多級(jí)可拓評(píng)價(jià)模型�；趦�(nèi)蒙古新型農(nóng)村養(yǎng)老保險(xiǎn)現(xiàn)狀和特點(diǎn),構(gòu)建了內(nèi)蒙古新農(nóng)保制度運(yùn)行績效的一級(jí)指標(biāo)和二級(jí)指標(biāo)體系,依據(jù)物元理論,對(duì)內(nèi)蒙古新型農(nóng)村養(yǎng)老保險(xiǎn)制度運(yùn)行績效進(jìn)行優(yōu)劣評(píng)定,構(gòu)建了內(nèi)蒙古新型農(nóng)村養(yǎng)老保險(xiǎn)制度運(yùn)行績效多級(jí)可拓綜合評(píng)價(jià)模型。 (4)提出了內(nèi)蒙古新型農(nóng)村養(yǎng)老保險(xiǎn)制度績效提升建議。根據(jù)內(nèi)蒙古新型農(nóng)村養(yǎng)老保險(xiǎn)制度績效評(píng)價(jià)模型的結(jié)論,提出了內(nèi)蒙古新型農(nóng)村養(yǎng)老保險(xiǎn)制度績效提升的建議和措施。 本研究將豐富和完善內(nèi)蒙古農(nóng)村社會(huì)養(yǎng)老保險(xiǎn)理論,完善農(nóng)村養(yǎng)老社會(huì)保險(xiǎn)績效評(píng)價(jià)理論體系,提高內(nèi)蒙古新型農(nóng)村社會(huì)養(yǎng)老保險(xiǎn)的績效運(yùn)行發(fā)展水平。
[Abstract]:Inner Mongolia is one of the provinces in the pilot area of the new agricultural insurance system in China. Since 2013, Inner Mongolia has basically realized the full coverage of the new agricultural insurance in the autonomous region. However, in the process of implementing the new agricultural insurance system in Inner Mongolia, the operating performance level still needs to be improved. On the basis of studying the present situation of the development of the new rural old-age insurance system in Inner Mongolia, this paper finds out the problems existing in the operation of the new rural old-age insurance system in Inner Mongolia at present. Through the performance evaluation system of the new rural old-age insurance system in Inner Mongolia, and uses the extension evaluation theory to carry on the multi-level extension comprehensive evaluation to the operation performance of the new rural old-age insurance system in Inner Mongolia, based on the results of the evaluation model, This paper puts forward some countermeasures to improve the operation performance of the new rural old-age insurance system in Inner Mongolia. The main research contents of this paper include the following parts: (1) summarize the relevant theoretical basis. This paper defines the concepts involved in the paper, analyzes the theoretical basis of the new rural social endowment insurance from the perspective of sociology, economics and management, and clarifies the main body and principles of the performance evaluation of the new rural old-age insurance system. (2) to analyze the present situation of the new rural old-age insurance system in Inner Mongolia. Based on the analysis of the present situation of the new rural old-age insurance in Inner Mongolia, this paper excavates the problems existing in the new rural old-age insurance in Inner Mongolia, probes into the necessity of establishing and perfecting the new rural old-age insurance in Inner Mongolia, finds out the difficult problems in perfecting the new rural old-age insurance system, and provides theoretical support for the establishment of the index system of the new rural old-age insurance system in Inner Mongolia. (3) to construct the multi-level extension evaluation model of the performance of the new rural old-age insurance system in Inner Mongolia. Based on the present situation and characteristics of the new rural old-age insurance in Inner Mongolia, the primary index and the second-level index system of the new rural old-age insurance system in Inner Mongolia are constructed. according to the matter-element theory, the operation performance of the new rural old-age insurance system in Inner Mongolia is evaluated, and the multi-level extension comprehensive evaluation model of the operation performance of the new rural old-age insurance system in Inner Mongolia is constructed. (4) the paper puts forward some suggestions to improve the performance of the new rural old-age insurance system in Inner Mongolia. According to the conclusion of the performance evaluation model of the new rural old-age insurance system in Inner Mongolia, this paper puts forward some suggestions and measures for improving the performance of the new rural old-age insurance system in Inner Mongolia. This study will enrich and perfect the theory of rural social endowment insurance in Inner Mongolia, improve the theoretical system of performance evaluation of rural old-age social insurance, and improve the performance operation and development level of the new rural social endowment insurance in Inner Mongolia.
