【摘要】：文章基于醫(yī)方供給誘導(dǎo)需求視角,在羅默法則框架下,建立城鎮(zhèn)職工人均醫(yī)保費用的多元回歸模型,并在此基礎(chǔ)上分析各影響因素之間的相關(guān)關(guān)系。研究發(fā)現(xiàn)醫(yī)療機構(gòu)床位數(shù)、醫(yī)務(wù)人員數(shù)量等反映醫(yī)療服務(wù)供給的因素,均對城鎮(zhèn)職工人均醫(yī)保費用支出產(chǎn)生顯著影響,即存在供給誘導(dǎo)需求現(xiàn)象,導(dǎo)致醫(yī)療保險費用上漲。因此,提出可從改進(jìn)醫(yī)務(wù)人員分配制度、完善藥品采購機制和整合醫(yī)�；鸸芾頇C構(gòu)等方面著手,降低上海城鎮(zhèn)職工醫(yī)療保險費用。
[Abstract]:Based on the perspective of medical supply-induced demand, under the framework of Romer's law, this paper establishes a multiple regression model of per capita medical insurance cost for urban workers, and on this basis, analyzes the correlation among the influencing factors. It is found that the number of beds in medical institutions and the number of medical personnel reflect the supply of medical services, which have a significant impact on the per capita expenditure of medical insurance expenses of urban workers, that is, there is a phenomenon of supply-induced demand, which leads to the increase of medical insurance costs. Therefore, it is suggested that the medical insurance cost of urban workers in Shanghai can be reduced from the aspects of improving the distribution system of medical personnel, perfecting the mechanism of drug purchase and integrating the management organization of medical insurance fund.
