【摘要】：加快建設(shè)現(xiàn)代農(nóng)業(yè)進(jìn)程的重要標(biāo)志是發(fā)展農(nóng)業(yè)機(jī)械化，農(nóng)業(yè)機(jī)械化技術(shù)水平的高低決定于農(nóng)業(yè)工業(yè)化與現(xiàn)代化進(jìn)程的快慢。隨著改革開放的不斷深化，，發(fā)展農(nóng)業(yè)機(jī)械保險(xiǎn)成為了構(gòu)建農(nóng)業(yè)機(jī)械化保障體系的首要目的。 隨著近年來我國農(nóng)業(yè)機(jī)械化的深入發(fā)展，農(nóng)業(yè)機(jī)械保險(xiǎn)作為農(nóng)業(yè)機(jī)械在生產(chǎn)過程中的后備保障力量，顯然尤為重要。自上世紀(jì)四十年代開始，由于我國的農(nóng)業(yè)機(jī)械保險(xiǎn)受政策不健全、市場不穩(wěn)定、農(nóng)戶不接受等因素制約，一直處于發(fā)展低迷期，阻礙了農(nóng)業(yè)機(jī)械化的發(fā)展，使農(nóng)業(yè)現(xiàn)代化進(jìn)程發(fā)展緩慢。本文通過在研究國內(nèi)外農(nóng)業(yè)保險(xiǎn)現(xiàn)狀的基礎(chǔ)上，認(rèn)識并揭示我國農(nóng)業(yè)機(jī)械保險(xiǎn)發(fā)展現(xiàn)狀、規(guī)律特點(diǎn)，提出農(nóng)業(yè)機(jī)械化與農(nóng)業(yè)機(jī)械保險(xiǎn)之間現(xiàn)階段存在的矛盾問題及發(fā)展模式的選擇，結(jié)合國外成功經(jīng)驗(yàn)進(jìn)行探索，研究我國農(nóng)業(yè)機(jī)械保險(xiǎn)發(fā)展的模式，并提出要從制度的完善、資金的籌集、人員的培養(yǎng)、網(wǎng)點(diǎn)的建立等方面改進(jìn)的建議，大力發(fā)展農(nóng)業(yè)機(jī)械保險(xiǎn)，有利于完善農(nóng)業(yè)機(jī)械化穩(wěn)定發(fā)展的體系，為農(nóng)業(yè)機(jī)械化大發(fā)展提供更堅(jiān)實(shí)的保險(xiǎn)服務(wù)后盾。
[Abstract]:The important symbol of speeding up the construction of modern agriculture is the development of agricultural mechanization. The level of agricultural mechanization technology depends on the speed of agricultural industrialization and modernization. With the deepening of reform and opening up, the development of agricultural machinery insurance has become the primary purpose of building agricultural mechanization guarantee system. With the further development of agricultural mechanization in China in recent years, agricultural machinery insurance, as the reserve guarantee force of agricultural machinery in the production process, is obviously particularly important. Since the 1940s, China's agricultural machinery insurance has been in a period of low development, which hinders the development of agricultural mechanization, because of the imperfect policies, market instability, farmers do not accept and other factors. The process of agricultural modernization is slow. On the basis of studying the present situation of agricultural insurance at home and abroad, this paper understands and reveals the present situation and characteristics of the development of agricultural machinery insurance in China. This paper puts forward the contradiction problems and the choice of development mode between agricultural mechanization and agricultural machinery insurance at the present stage, probes into the development mode of agricultural machinery insurance in China according to the successful experience of foreign countries, and puts forward that the system should be perfected. Suggestions on the improvement of fund raising, personnel training and network establishment are helpful to improve the stable development system of agricultural mechanization and provide more solid insurance service backing for the great development of agricultural mechanization.
