農(nóng)村商業(yè)養(yǎng)老保險供給與需求研究

【摘要】:從1999年開始,我國已步入人口老齡化社會,特別是農(nóng)村地區(qū)的老齡化程度更高。農(nóng)村地區(qū)養(yǎng)老保障問題目前已成為急需解決的社會問題。本文基于我國農(nóng)村養(yǎng)老保險體系現(xiàn)狀,,在國內(nèi)的專家學(xué)者對于我國農(nóng)村養(yǎng)老保險體系已有的研究基礎(chǔ)上,探討如何發(fā)展我國農(nóng)村商業(yè)養(yǎng)老保險,并在農(nóng)村養(yǎng)老保障體系中的充分發(fā)揮其重要作用。 本文第二章闡述的是目前我國農(nóng)村養(yǎng)老保障的基本情況。由于農(nóng)村家庭人口結(jié)構(gòu)的變化和農(nóng)村向城市轉(zhuǎn)化進(jìn)程的加快,農(nóng)村地區(qū)傳統(tǒng)的養(yǎng)老保障方式——以家庭養(yǎng)老為主,土地保障為基礎(chǔ)的模式正面臨前所未有的挑戰(zhàn);同時,我國現(xiàn)有的農(nóng)村社會養(yǎng)老保險保障制度還不完善:整體保障水平較低,養(yǎng)老保險管理體系不完善,養(yǎng)老基金增值存在困難以及缺乏聚集效應(yīng)等。為了完善我國農(nóng)村社會保障體系,滿足農(nóng)村居民養(yǎng)老需要,我國農(nóng)村有必要、有條件發(fā)展商業(yè)養(yǎng)老保險。農(nóng)村商業(yè)保險有益于提高我國農(nóng)村現(xiàn)有的社會保障水平,有助于改善整個農(nóng)村社會保障體系的建設(shè)。農(nóng)村商業(yè)養(yǎng)老保險可以填補社會養(yǎng)老保險的空白地帶,拓展整個農(nóng)村地區(qū)的社會保障范圍。同時,農(nóng)村商業(yè)養(yǎng)老保險可以促進(jìn)整個農(nóng)村社會養(yǎng)老保險的改善,在先進(jìn)的管理理念、技術(shù)支持、社會的資金投入、保險資金的保值增值、保險保障機制的運作效率方面都可以有效的促進(jìn)整個農(nóng)村社會保障體系的提升。根據(jù)目前我國農(nóng)村的經(jīng)濟發(fā)展?fàn)顩r以及國家對農(nóng)村地區(qū)的政策支持,以及近年來商業(yè)養(yǎng)老保險公司對農(nóng)村商業(yè)養(yǎng)老保險市場的開拓和實踐,我國目前是發(fā)展農(nóng)村商業(yè)養(yǎng)老保險的最好時機。 本文第三章分析我國農(nóng)村商業(yè)養(yǎng)老保險供求狀況。一方面,我國農(nóng)村商業(yè)養(yǎng)老保險的供給主體單一,缺乏針對性的農(nóng)村市場管理模式和相應(yīng)的養(yǎng)老保險產(chǎn)品等是我國農(nóng)村商業(yè)養(yǎng)老保險供給不足的主要原因。另一方面,我國農(nóng)村商業(yè)養(yǎng)老保險市場存在著農(nóng)村居民風(fēng)險意識不強、家庭收入水平偏低、保險產(chǎn)品價格均偏高等問題。而目前制約我國農(nóng)村養(yǎng)老保險發(fā)展的關(guān)鍵因素在于供給不足。本文以福建平安農(nóng)村商業(yè)養(yǎng)老保險的發(fā)展為例,得出農(nóng)村商業(yè)養(yǎng)老市場潛力巨大,但是網(wǎng)點的發(fā)展受到自然環(huán)境、政策環(huán)境的制約,發(fā)展速度緩慢。 本文第四章提出農(nóng)村養(yǎng)老保險營銷的經(jīng)營管理策略。由于農(nóng)村地區(qū)的地理特點,農(nóng)村居民的集中度不高,而受到農(nóng)村交通條件的制約,在農(nóng)村地區(qū)拓展保險業(yè)務(wù)的成本比較高。為了實現(xiàn)農(nóng)村商業(yè)養(yǎng)老保險市場健康、可持續(xù)性的發(fā)展,確保商業(yè)養(yǎng)老保險在農(nóng)村地區(qū)發(fā)揮其作用,有必要推動農(nóng)村地區(qū)保險營銷管理制度的改革,完善商業(yè)養(yǎng)老保險公司的營銷和服務(wù)模式,推動營銷和服務(wù)隊伍的管理和建設(shè)。 本文第五章是結(jié)論和政策建議,提出政府需要通過政策環(huán)境方面加大對農(nóng)村商業(yè)養(yǎng)老保險發(fā)展扶持力度。
[Abstract]:Since 1999, China has entered an aging society, especially in rural areas. At present, the problem of old-age security in rural areas has become an urgent social problem to be solved. Based on the present situation of rural old-age insurance system in China, this paper discusses how to develop rural commercial old-age insurance in China on the basis of the existing research of domestic experts and scholars on the rural old-age insurance system in China. And in the rural old-age security system to give full play to its important role. The second chapter of this paper expounds the basic situation of rural old-age security in our country at present. Due to the change of rural family population structure and the acceleration of the process of rural to urban transformation, the traditional mode of old-age security in rural areas, which is based on family pension and land security, is facing unprecedented challenges. At the same time, the existing rural social old-age insurance system in China is not perfect: the overall security level is low, the old-age insurance management system is not perfect, there are difficulties in the appreciation of pension funds and the lack of aggregation effect. In order to perfect the rural social security system and meet the needs of rural residents for the aged, it is necessary for rural areas to develop commercial old-age insurance. Rural commercial insurance is beneficial to improve the existing social security level in rural areas and to improve the construction of the whole rural social security system. Rural commercial old-age insurance can fill the blank area of social endowment insurance and expand the scope of social security in the whole rural area. At the same time, rural commercial old-age insurance can promote the improvement of the whole rural social old-age insurance, in the advanced management concept, technical support, social capital investment, insurance funds maintenance and appreciation, The operation efficiency of insurance security mechanism can effectively promote the improvement of the whole rural social security system. According to the current situation of rural economic development in China and the policy support of the state to rural areas, as well as the development and practice of commercial old-age insurance companies in rural commercial old-age insurance market in recent years, At present, China is the best time to develop rural commercial old-age insurance. The third chapter analyzes the supply and demand of rural commercial pension insurance in China. On the one hand, the supply of rural commercial old-age insurance in China is single, the lack of targeted rural market management model and the corresponding old-age insurance products are the main reasons for the shortage of rural commercial old-age insurance in China. On the other hand, there are some problems in the rural commercial old-age insurance market, such as the risk awareness of rural residents is not strong, the level of family income is low, and the price of insurance products is on the high side. At present, the key factor restricting the development of rural old-age insurance in China is the lack of supply. Taking the development of rural commercial old-age insurance in Ping an, Fujian as an example, this paper concludes that the rural commercial pension market has great potential, but the development of the network is restricted by the natural environment and policy environment, and the development speed is slow. The fourth chapter of this paper puts forward the management strategy of rural old-age insurance marketing. Due to the geographical characteristics of rural areas, the concentration of rural residents is not high, but restricted by rural traffic conditions, the cost of expanding insurance business in rural areas is relatively high. In order to realize the healthy and sustainable development of rural commercial old-age insurance market and ensure that commercial old-age insurance plays its role in rural areas, it is necessary to promote the reform of insurance marketing management system in rural areas. Improve the marketing and service model of commercial pension insurance companies, promote the management and construction of marketing and service team. The fifth chapter is the conclusion and policy recommendations, and puts forward that the government needs to strengthen the support for the development of rural commercial old-age insurance through the policy environment.
