【摘要】：從改革開放至今,已走過近40個(gè)年頭,社會(huì)得到了飛速發(fā)展,各方面都取得了一定成績,其中民生方面的醫(yī)保制度給人民帶來了實(shí)惠。整合城鄉(xiāng)居民基本醫(yī)療保險(xiǎn)和新型農(nóng)村合作醫(yī)療兩項(xiàng)制度,建立統(tǒng)一的城鄉(xiāng)居民基本醫(yī)療保險(xiǎn)制度,是推進(jìn)醫(yī)藥衛(wèi)生體制改革、實(shí)現(xiàn)城鄉(xiāng)居民公平享有基本醫(yī)療保險(xiǎn)權(quán)益、促進(jìn)社會(huì)公平正義、增進(jìn)人民福祉的重大舉措,對(duì)促進(jìn)城鄉(xiāng)經(jīng)濟(jì)社會(huì)協(xié)調(diào)發(fā)展、全面建成小康社會(huì)具有重要意義。但是,經(jīng)濟(jì)的高速發(fā)展并沒有帶來城鄉(xiāng)居民整體水平的提升,城鄉(xiāng)居民基本醫(yī)療保險(xiǎn)制度的實(shí)施收到的成效并不樂觀,成績中凸顯出不足,需進(jìn)一步完善。基于此,本文以“遂寧市統(tǒng)籌城鄉(xiāng)居民基本醫(yī)療保險(xiǎn)制度實(shí)施情況”為研究主題,由五章組成。第一章對(duì)寫作背景及意義、國內(nèi)外關(guān)于醫(yī)療保險(xiǎn)相關(guān)理論研究情況,以及對(duì)本文的理論依據(jù)與邏輯前提做出交代。第二章主要介紹遂寧市統(tǒng)籌城鄉(xiāng)居民基本醫(yī)療保險(xiǎn)制度實(shí)施情況的調(diào)查設(shè)計(jì),闡述本文調(diào)查研究的目的,調(diào)查樣本的選擇、調(diào)查問題設(shè)計(jì),以及調(diào)查實(shí)施。第三章通過對(duì)遂寧市統(tǒng)籌城鄉(xiāng)居民基本醫(yī)療保險(xiǎn)制度實(shí)施情況的問卷調(diào)查和走訪數(shù)據(jù)進(jìn)行匯總分析,得出調(diào)查結(jié)果。第四章主要從提高居民參保意識(shí)、增強(qiáng)醫(yī)院醫(yī)保部門服務(wù)效能、明確醫(yī)保經(jīng)辦機(jī)構(gòu)角色定位三個(gè)方面以及其他相關(guān)角度對(duì)城鄉(xiāng)居民基本醫(yī)療保險(xiǎn)制度實(shí)施情況的完善提出對(duì)策建議。第五章,通過對(duì)本文研究進(jìn)行總結(jié),提出下一步研究的展望。
[Abstract]:Since the reform and opening up, it has been nearly 40 years, the society has been rapid development, all aspects have made certain achievements, among which the people's livelihood of the medical insurance system has brought tangible benefits to the people. Integrating the two systems of basic medical insurance for urban and rural residents and the new rural cooperative medical system and establishing a unified basic medical insurance system for urban and rural residents is to promote the reform of the medical and health system and realize that urban and rural residents enjoy the rights and interests of basic medical insurance fairly. The important measures to promote social fairness and justice and improve the well-being of the people are of great significance to promoting the coordinated development of urban and rural economy and society and building a well-off society in an all-round way. However, the rapid economic development has not brought about the improvement of the overall level of urban and rural residents, the implementation of the basic medical insurance system for urban and rural residents has not received optimistic results, the achievements highlighted deficiencies, need to be further improved. Based on this, this paper focuses on the implementation of basic medical insurance system for urban and rural residents in Suining City, which is composed of five chapters. The first chapter explains the background and significance of writing, the research situation of medical insurance related theories at home and abroad, and the theoretical basis and logical premise of this paper. The second chapter mainly introduces the investigation and design of the implementation of the basic medical insurance system for urban and rural residents in Suining City, and expounds the purpose of this investigation, the selection of survey samples, the design of investigation problems, and the implementation of the investigation. The third chapter summarizes and analyzes the questionnaire survey and interview data of the implementation of the basic medical insurance system for urban and rural residents in Suining City, and obtains the survey results. The fourth chapter mainly focuses on improving the awareness of residents participating in insurance and enhancing the service efficiency of the medical insurance department of the hospital. This paper puts forward some countermeasures and suggestions for the improvement of the implementation of the basic medical insurance system for urban and rural residents from three aspects of the role orientation of the medical insurance agencies and other related angles. The fifth chapter, through the summary of this paper, puts forward the prospect of the next research.
